Will the Minister for Water and Power be pleased to state whether the Government of India is allowing the stipulated quantity of water to flow to Pakistan from the respective rivers as per the terms of Indus Basin Treaty?

Khawaja Muhammad Asif: As per available records, it is submitted that Pakistan is receiving almost the same volume of water in all the three Western rivers as was being received at the time of signing of the Treaty in 1960 and none of the user agencies including WAPDA and provincial Irrigation departments reported any reduction in the average inflows into the rivers.

There is hardly any change in the annual volume of flow entering Pakistan from Chenab River. The increase in irrigated area in this basin on the Indian side is about 24,000 acres as compared to the figure of 1960. As regards the flows of the Indus River measured at Kalabagh, the flow of the post Treaty period is less than the pre-Treaty flows by 2.80 MAF, but this is attributable to developments in Pakistan territory such as flows diverted to Warsak Canals, additional flows diverted for irrigation from Swat River, and similar diversions for irrigation in the areas upstream of Kalabagh. It may be noted that post-Treaty inflows of Jhelum River at Mangla are less than the pre-Treaty flows by about 1 MAF. This is attributable to the increase in agricultural area in Srinagar Valley after signing of the Treaty by about 114,000 acres. Some additions may have occurred in AJK as well particularly in the basins of Kanshi River and Poonch River, the tributaries of the Jhelum River, joining the river upstream of Mangla Dam.

It is, however, important to note that the increase in agricultural areas in the basins of the Western Rivers is within the permissible limits specified in the Treaty; these are reproduced as Annex-I from Annexure-C to the Treaty. 22 23
