Senate Secretariat ————— “Questions 1 (267th Session) SENATE SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the Senate to be held on Wednesday, the 13th September, 2017 DEFERRED QUESTIONS [Questions Nos.57, 58, and 59 deferred on 23rd August, 2017, (266th Session)] (Def). *Question No. 57 Senator Muhammad Talha Mahmood: (Notice received on 19-06-2017 at 11:40 a.m.) Will the Minister for Housing and Works be pleased to state: (a) whether it is a fact that a scheme for expansion and rehabilitation of Federal Lodge No. 1, Peshawar, was approved some years ago, if so, the details thereof; (b) the details of work completed on the said scheme so far and the time by which the remaining work will be completed; and (c) the amount allocated and released for that scheme so far and the details of utilization of the released amount? Mr. Akram Khan Durrani: (a) The scheme titled “Addition / Alteration and Rehabilitation of Federal Lodge No. 1, Peshawar” was approved by DDWP in its meeting held on 29-05-2015 vide Administrative Approval No. F. 60(DDWP)/VIII/2014-15/AEA dated 03-06­2015 amounting to Rs.22.984 Million. (b) The work was started on 12-05-2016, major portion is completed and functioning and the remaining work will be completed up-to 30th June. 2017. 2 The scope of work completed on the said scheme is as under: i. Replacement / Repair of worn-out wooden doors and frames of rooms and bath rooms. ii. Replacement of wooden dado & skirting in rooms. iii. Providing & laying light color unglazed porcelain tiles (Master make). iv. Replacement of wooden planking & shelves. v. Distempering with vinyle distemper (ICI) Dulux. vi. Painting with ICI Dulux paint. vii. Painting of wood work with synthetic enamel paint. viii. Providing and laying wall finish coat any color graffito walls. ix. Replacement & maintenance of Aluminum windows. x. Rising of boundary wall for safety purpose. xi. Replacement/maintenance of sanitary installation. xii. Replacement / maintenance of sanatory installation.. xiii. Replacement of furniture and crockery. (c) The details of the amount allocated and released for the said scheme is as under:— 3 (Def). *Question No. 58 Senator Muhammad Talha Mahmood: (Notice received on 19-06-2017 at 11:40 a.m.) Will the Minister for Religious Affairs and Inter Faith Harmony be pleased to state the names and designations of the officers of the Ministry of Religious Affairs and Inter-Faith Harmony, its attached departments, sub ordinate offices and autonomous & semi autonomous corporations, bodies and authorities who were sent abroad on official visits during the last three years indicating also the name of country visited, purpose and duration of visit and the expenditure incurred in each case? Sardar Muhammad Yousaf: Promise Reply; The question has been forwarded to concern wing for reply which is still awaited. As presently Hajj operation 2017 is at its peak, all officers/officials of this Ministry are currently busy in Hajj arrangements/welfare of the Hujjaj at Makkah Mukarramah and Madinah Munawarah. The same reply will be forwarded as and when receive from concern wing. (Def). *Question No. 59 Senator Muhammad Talha Mahmood: (Notice received on 19-06-2017 at 11:40 a.m.) Will the Minister for Energy be pleased to state the names and designations of the officers of the Power Division, its attached departments, corporations, authorities, autonomous and semi autonomous bodies and subordinate offices who went abroad on official visits during the last three years indicating also the purpose of visit, name of country visited, duration of visit and expenditure incurred in each case? Mr. Abid Sher Ali: The requisite information in respect of Ministry of Water and Power and its various ‘ Organizations is as under:— (i) Ministry of Water and Power - Annex-A 4 (ii) WAPDA - Annex-B (iii) Chief Engineering Advisor/Chairman Federal Flood - Annex-C Commission (iv) Pakistan Electric Power Company (PFPCO) - Annex-D (Including all DISCOs,GENCOs NTDC.PITCL.CPPA(G) and GHCL) (v) Pakistan Commissioner for Indus Waters (PCIW) - Annex - E (vi) Indus River System Authority (IRSA) - Annex - F (vi) Private Power and Infrastructure Board (PPIB) - Annex - G (vii) Alternative Energy Development Board (AEDB) - Annex - H (viii) National Engineering Services Pakistan Private Limited - Annex - I (NESPAK) (Annexures have been placed on the Table of the House as well as Library.) *Question No. 25 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 15-06-2017 at 10:00 a.m.) Will the Minister for Energy be pleased to state: (a) whether it is a fact that an amount of Rs. 8.532 million was paid to the Managing Director, PSO, as performance bonus during 2014-15 and 2015-16; and (b) whether it is also a fact that according to the bonus policy of Finance Division, Managing Directors and Members of the Board of Directors are not entitled to receive bonus, if so, the reasons for granting the said bonus to that Managing Director? Mr. Jam Kamal Khan: (a) No payment of bonus for the period 2015-16 has been made to current MD/CEO although MD is entitled to bonus as per pay package of Managing Director communicated vide letter dated 15th July, 2015 and duly approved by the Federal Government under Sub-Section 3(c) of Section 6 of the Marketing of Petroleum Products (Federal Control) Act, 1974. (Annex-I.) 5 During 2014-15, only Rs. 633,750 (pertaining to one-time bonus approved by BOM for FY 2014) was paid to Ex-Acting MD on 1st November, 2014. (b) Managing Director, PSO is entitled to bonus as per pay package communicated vide letter dated 15th July, 2015 and duly approved by the Federal Government under Sub-Section (3c) of Section 6 of the Marketing of Petroleum Products (Federal Control) Act, 1974. As per Section 6(3)(c) of the Marketing of Petroleum Product (Federal Control) Act, 1974 the Managing Director shall “receive such remuneration and be subject to such other terms and conditions of appointment and service as the Federal Government may determine.” 6 Annex-I 7 *Question No. 26 Senator Col. (R) Syed Tahir Hussain Mashhadi: (Notice received on 16-06-2017 at 10:45 a.m.) Will the Minister for Energy be pleased to state: (a) the details of pay, allowances and other fringe benefits admissible to the present Managing Director, PSO; (b) the educational qualifications and experience in petroleum industry of the said Managing Director; and (c) the details of last employment of that MD indicating also his designation and the pay, allowances and fringe benefits he was getting there? Mr. Jam Kamal Khan: (a) Details of pay, allowances and other fringe benefits admissible to the present Managing Director, PSO as conveyed by MPNR vide letter No. 2(12)/2014-Gas dated July 15, 2015 which is attached as Annexure ‘A’. (b) The detailed resume of the Managing Director, PSO is attached as Annexure-B. (c) the details of last employment of that MD indicating also his designation and the pay, allowances and fringe benefits he was getting there is attached as Annexure-C. 8 Annex-A 9 Annex-B S. Mr. Abid Sher Ali: A number of agreements have been made by different entities under the administrative control of Ministry of Water and Power in the last five years. Details are as under:— 22 PEPCO: 23 PPIB On 8th November, 2014, Pakistan and China signed an agreement to commence work on China-Pakistan Economic Corridor (CPEC). CPEC aims to improve the lives of people of Pakistan and China by building an economic corridor’ promoting bilateral connectivity, construction, explore potential bilateral; investment, economic and trade, logistics and people to people contact for; regional connectivity. In addition to above, CPEC also includes ‘Energy Cooperation”. PPIB under the CPEC initiative is processing nine (9) coal based power projects of 8220 MW and three (3) hydro based power projects of 2714 MW under the CPEC. Further, PPIB is also facilitating Transmission Line Project from Matriai to Lahore under the CPEC. AEDB AEDB has not signed any contract directly with any foreign country. However, AEDB is pursuing the development of renewable energy based power generation projects from private sector investors on IPP mode.

While much attention has been devoted to its geopolitical repercussions, its impacts on Pakistan’s federal system and interprovincial relations have not yet been explored. Organized around interviews conducted in 2015, 2018, and 2019, this article demonstrates that the construction of the economic corridor is acting as a centripetal force in Pakistan’s federal structure, despite the potential for such a large external investment to redress the disparities between provinces.

    Chinese companies need to explain how CPEC will benefit Pakistan Mashal Khan Takkar The Voice Times (n.p) February 2, 2016 QUETTA: Chinese investors need to spell out how exactly Pakistan will benefit from the China-Pakistan Economic Corridor (CPEC), said political and military leaders at a seminar on Monday. They also stressed that the CPEC should not be politicised or made controversial. The matter was taken up on the second day of a seminar on peace and prosperity in Balochistan organised by the non-governmental organisation, Devote Balochistan, and the University of Balochistan in cooperation with the provincial government. Participants claimed that CPEC would be a game-changer for the country and would play an important role in the development of the province and Pakistan. They said law and order in the province had improved but more efforts should be made to ensure that this improvement was permanent. Peace, they said, would create an investment-friendly environment in the province. The seminar was attended by the Chief Minister of Balochistan, Nawab Sanaullah Zehri, federal ministers retired Gen Abdul Qadir Baloch and Jam Kamal Khan, Commander Southern Command Lt Gen Aamir Riaz, Pakistan Tehreek-i-Insaf’s Shafqat Mehmood and Sardar Yar Muhammad Rind, vice chancellors of the country’s leading universities, journalists and writers. Chief of Army Staff Gen Raheel Sharif, Governor Muhammad Khan Achakzai, Senator Mushahid Hussain Syed and former chief minister Dr Malik Baloch are expected to attend the seminar on Tuesday.
