There are various programmes contributing to this process in Turkey’s higher education system. This responsibility demands that we take a quality oriented approach to restructuring while also taking into consideration variety of missions our higher education institutions have taken upon themselves. In this respect a new regulation regarding quality assurance in higher education was published and relevant studies have gained momentum. Restructuring based on quality assurance will lead to increased amounts of transparency, recognition and mobility as well. Mobility is the most important means in quality oriented growth and internationalization while also being a significant performance indicator. 7 8 have a valid Erasmus Charter for Higher Education and fully participate in the Erasmus+ Programme. The NA provides support not only to student exchange activities but also to academic and administrative staff of the Turkish higher education institutions thorough Erasmus+ mobility. In 2004, 339 academic staff went abroad while this number reached to 2750 academic staff members in 2014. The Erasmus programme was launched in 1987 And around 2500 academic staff come to Turkey with the aim of supporting student mobility. The research was conducted using a qualitative research pattern. The data was collected and analyzed through document analysis. In the analysis of the data, the thesis analysis form developed by the researchers was used. One hundred and forty-five graduate theses studied between 2005 and 2019 in the field of education, which were allowed access by their authors, constitute the study group of this research. 114 of these works consist of graduate theses and 31 of them consist of doctoral theses. The graduate theses in the Council of Higher Education database were examined under a total of 10 titles according to their distribution over the years-educational levels, university distributions, institute distributions, branch distributions, methods and sub-methods, data collection tools, sampling/study groups, sampling methods, education level of the study group and thesis titles. As a result of the research, it was observed that although studies addressing the educational-educational dimension of creativity have increased at a certain level over the years, they are not at the desired point and have not been studied adequately.

Universities' third mission of knowledge commercialization imposes them a core role towards becoming entrepreneurial universities in the triple helix interacting with the government and industry. Entrepreneurial universities have crucial functions of providing entrepreneurial support infrastructure for innovation and engaging in the regional economy. Technoparks, in that sense, form an essential channel for universities to disseminate and commercialize the knowledge considering their geographical proximity and facilitating mechanisms. Measuring the performances of entrepreneurial universities and technoparks in quantitative metrics have been initiated by different government agencies in Turkey, which resulted in two different indices. The Most Entrepreneurial and Innovative University Index and the Performance Index for Technoparks track performances annually. Using the data provided by the two indices, this study explores how the technoparks' performance can be linked to the universities' scores in entrepreneurship and innovation, along with some university-specific characteristics and their interactions. The geographical proximity provided by the technoparks contributes to the performance of entrepreneurial universities. While the increasing university size has a negative effect on university entrepreneurial scores, the socio-economic development factor of the region positively contributes to the scores. Young universities are also found to benefit more from the large share of the graduate students of their student composition on university entrepreneurship and innovation scores.
