Written Information Items 1. Complete Streets Technical Assistance Program, Round 2 Doug Greenfeld, Central Staff The second round of the Complete Streets Technical Assistance program began July 15. The program will have two components, as follows: Delivery of three complete streets training workshops that are primarily targeted to municipal officials, engineers and planners; and provision of complete streets technical assistance services on a competitive basis to between six and eight municipalities. Two of the training workshops will be held within the NJTPA region and one will be held in the South Jersey Transportation Planning Organization (SJTPO) region. The training sessions for the NJTPA region are planned for October, pending confirmation of venues. The training for the SJTPO region will likely be held in calendar year 2020. Release of the solicitation for municipalities to apply for technical assistance services is planned for September, with applications due in December. Central staff will provide additional details as they are confirmed. 2. TNJ 2.0 Update Jeff Perlman, Central Staff The next convening of the TNJ forum and task forces will be September 17th at the NJTPA. The Plenary Session Panel will focus on Building Healthy Communities, with speakers covering a variety of topics related to access to healthcare, health and place-making, and health and aging communities. The forum will also highlight the work of the task forces and the local technical assistance projects. Solicitation for participation in the Local Technical Assistance Program was released on August 6th. The program provides technical assistance services to support local initiatives that advance the focus areas and strategies recommended in the Together North Jersey Plan. Eligible applicants include municipal governments, county governments and non-profit, community-based or non-governmental organizations (NGOs) in the Together North Jersey region. Applications are due by September 30. 2 3. Freight Concept Development Program Project Intake Process Update Jakub Rowinski, Central Staff The Pilot Freight Concept Development Program Project Team is implementing the Freight Initiatives Committee-approved intake process and scoring criteria for the next round of the Freight Concept Development Program, which will start in FY 2021. A maximum of two projects will be selected. As per the approved process, a master list of potential candidate projects is being compiled. This list includes projects identified in planning documents completed over the last 10 years such as the recently completed NJTPA FRIO study. Once compiled the list will be screened to remove policy needs, needs that have already been addressed and needs that are advancing or can advance by other means. The remaining pre- screened list of candidate projects will be scored as per the approved scoring criteria. The pre-scored list along with project descriptions will then be distributed to the subregions. The subregions would review this pre-scored list and request up to two projects to advance to the Freight Concept Development Program. The subregions may provide additional information to justify a higher score for their selections as needed. They may also provide an additional project not on this pre-scored list for the NJTPA to consider as long as it has been identified in a previous study and such reference can be provided. Submitting a request constitutes a commitment from the subregion to lead and participate in the advancement of the requested project. The NJTPA will rank the subregional requests and select the project(s) to advance into the program. It is anticipated that the pre-screened pre-scored list will be distributed to the subregions in October. Roll Call of Members Freeholder Angel Estrada, Union County, called the meeting to order at 10:00 a.m. Beverly Morris called the roll and 14 members of the Project Prioritization Committee and 13 members of the Planning and Economic Development Committee were present. II. Approval of Minutes A motion to approve the minutes of the April 15, 2019 meeting was made by Somerset County, seconded by Jersey City and carried unanimously. III. Presentation: Regional Performance Measures Project Keith Miller, Central Staff, said the consultant-led Regional Performance Measures project establishes transportation performance measures and targets for the region that go beyond federal requirements. He introduced Michael Grant, ISCF, who provided an overview of the project. He said the objectives of the study are to support the development of performance measures that focus on regional goals and to develop tools for communicating this information to the public. The study team worked with a Technical Advisory Committee and focus groups and identified 19 performance measures that address eight topic areas: access and mobility, competitiveness, reliability, condition, community, safety, resiliency and environment. Mr. Grant said the tools developed for communicating this work include a Regional Performance Measures Scorecard showing two-year comparisons of performance measures for the eight topic areas, summaries of roadway and transit performance, fact sheets about each of the eight performance topic areas and an interactive web-based tool. 2 IV. Regional Transportation Advisory Committee (RTAC) Update RTAC Chair Mark Jehnke, Ocean County, reported that, at their June 10 meeting, the Committee heard a presentation on Connecting Habitat Across New Jersey (CHANJ), a state effort to make sure that animals are able to safely move through their habitat in places where roads, bridges, and other infrastructure can be challenging for them to navigate. Also at the meeting, Central Staff updated the Committee on the Subregional Studies Program, the Local Safety and High Risk Rural Roads programs, PRIME and the FY 2020 Transportation Capital Program. The meeting was followed by a pass-through program workshop. Freeholder Estrada turned the meeting over to Freeholder John Bartlett, Passaic County. V. PPC Action Items 1. Endorsement of the Draft FY 2020 Transportation Capital Program (TCP) Ann Ludwig, Central Staff, said the NJTPA distributed an analysis of the draft TCP to each subregion for review and comment. Since that time, discussions between the NJTPA, the New Jersey Department of Transportation, NJ TRANSIT and the subregions have resulted in changes that will be incorporated in the final TCP and draft Transportation Improvement Program. Freeholder Bartlett noted that funding for ITS projects on Route 46 in Passaic County had been deferred to 2024 and said he would hope funding can be made available for them sooner. He also questioned an $11 million decrease in funding for the Route 3, Route 46, Valley Road and Notch/Rifle Camp Road Interchange project. Eric Powers, NJDOT, explained that the decrease does not represent a setback for the project, but rather an alignment of cost estimates with anticipated project needs.     RAIL & ROAD TO RECOVERY April 2020 Tri-State Transportation Campaign BlueWaveNJ Clean Water Action Environment New Jersey New Jersey Policy Perspective New Jersey Sierra Club SUMMARY Transit and environmental advocates strongly oppose the New Jersey Turnpike Authority’s unprecedented 2020 Capital Plan, which will direct $16 billion toward road expansion projects. The $24 billion capital plan calls for more than 50 major projects to be undertaken on the New Jersey Turnpike and Garden State Parkway in rolling, five-year increments. Thirteen of these projects will ultimately widen over 100 miles of roadway on the Turnpike and Parkway, and none of the projects would allow for any transit expansion or incorporate a transit component. This proposed capital program directly contradicts the state’s Energy Master Plan, released in January after a year-long process, which aims to reduce greenhouse gas emissions and transition the state to 100% clean energy sources by 2050, with an emphasis on expanding public transportation options and reducing vehicle miles traveled (VMT). In contrast, Rail and Road to Recovery, our alternative capital plan, highlights 27 unfunded mass transit projects totaling over $25.8 billion that would create 1.28 million jobs that should be funded with the $16 billion currently slated for highway expansion. NJTA’s plan also doesn’t take getting the state’s roads and bridges into a state of good repair seriously --36% of the state’s highways are deficient (rough and/or distressed), 529 bridges are structurally deficient and 2,367 are in need of repair. The price tag for unfunded fix-it-first projects is over $10 billion --at least $8.6 billion for bridges and $679 million for just the top 500 state road projects over the next few years, which doesn’t even include needed repairs to the far larger network of local and county roads.

    March 2021 Roadmap to Electrifying New Jersey’s Public Bus Fleet Nausheen Rajan, Kathleen Crotty Fellow Introduction New Jersey’s future prosperity depends on a transportation system that works for everyone. Over generations, communities across the Garden State have come together to support the mobility of New Jerseyans through public transit. The state’s investments in transportation have nurtured economic productivity and improved access to jobs, schools, and other opportunities. Indeed, the state would look quite different without those forward-thinking investments. While NJ Transit’s diesel bus fleet has been an indispensable tool for so many New Jerseyans, there are significant environmental and public health costs. By electrifying the state’s public bus fleet, New Jersey can reduce the environmental and health harms that arise from the use of diesel buses, including the greenhouse gas emissions that exacerbate climate change; zero emission buses would also contribute to healthier communities, especially for people of color and those living in low-income neighborhoods.i Electrifying public buses also provides a reliable and cost-effective option to maintain and expand the state’s transit system through advances in electric bus technology and rapid declines in battery costs.ii This report examines the important benefits of public transit, particularly for people of color and low- income populations. It then describes the environmental and public health perils of a diesel-based fleet and reviews the environmental and health benefits of electric buses. The report also provides the major costs to and long-term savings of electrifying NJ Transit’s bus fleet, as articulated within the targets of the Electric Vehicle Law (N.J.S.A.
