The Site Allocation Document (SAD) is part of Walsall’s Local Plan. It does the following things: It allocates sites for homes, jobs, shops, and other uses. It protects land to meet the current and future needs of Walsall. It protects important assets and seeks to improve the environment. The SAD will implement the Black Country Core Strategy (‘BCCS’ or ‘Core Strategy’), which came into force in 2011 and sets out a strategy for the four Black Country Boroughs (Dudley, Sandwell and Wolverhampton, as well as Walsall) looking forward to 2026. The BCCS provides a strategic framework within which the policies and allocations of the SAD must be considered, and forms the highest level of the Local Plan for Walsall. A review of the BCCS has now commenced and the SAD will help to inform this, by identifying Walsall’s current resource of development land as well as environmental assets, site constraints and designations. The SAD provides detailed policies allocating land for development or designating land for protection where necessary. However, the SAD also includes some policies that, although they do not directly allocate land themselves, will have significance for development on the land allocations and designations that have been identified. The SAD is accompanied by the Local Plan Policies Map for Walsall Borough that shows the allocations and designations set out in the document. The Policies Map replaces the Proposals Map in the Unitary Development Plan (UDP) with the exception of: The District Centre Insets (for Aldridge, Bloxwich, Brownhills, Darlaston and Willenhall). The Inset Maps in the UDP and the relevant policies for these areas in the UDP itself remain in effect. Walsall Town Centre. The Town Centre Inset Map in the UDP, and the policies for the town centre in the UDP, have been replaced by the Area Action Plan (AAP). The Policies Map accompanying the AAP is an inset to the Local Plan Policies Map The SAD will be used in the determination of planning applications, but it is primarily a land allocation document, identifying sites for development and / or designating them for protection. It is not intended to be a detailed development management plan containing policies to address all types of land use issues, proposals and changes of use that would apply irrespective of allocations shown on the Local Plan Policies Map. The SAD safeguards a large number of sites for their existing use, in particular sites that are used for industry, waste and minerals infrastructure and open space. However, although in most cases this use has planning permission or is long-established, the allocation of a site for a particular use does not necessarily imply that if the use is the existing use, it is necessarily lawful. Likewise, the allocation of a site for a proposed use does not necessarily imply that planning permission will be granted for that use: issues may arise during the detailed consideration of a planning application that were not known about in the preparation 1 Walsall Site Allocation Document 2019 of the SAD; for example, matters relating to the design of the proposal. Site boundaries may not reflect the boundaries of ownership or lawful use. It may also be necessary to include additional land or exclude part of the allocated land within a planning application site, for example to secure a suitable access on highway safety grounds. Other parts of Walsall’s Local Plan – the BCCS and the Unitary Development Plan (UDP) - contain policies that need to be considered alongside the SAD1. The ‘saved’ polices in the UDP are primarily concerned with development management, as well as covering the District Centres. The Council also has several Supplementary Planning Documents (SPD) that expand on the policies about various issues – for example, affordable housing. The SAD covers the whole of the Borough except Walsall Town Centre and the District Centres of Aldridge, Bloxwich, Brownhills, Darlaston and Willenhall. Walsall Town Centre is addressed in an Area Action Plan (AAP) that has been produced in parallel with the SAD. Walsall’s UDP will continue to cover the District Centres until plans are produced for them in the future. Map 1.1: Area Covered by Walsall SAD 1.2 Preparation of the SAD The preparation of the SAD involved several stages: a) In 2013 the Council consulted on an Issues and Options stage. This set out the issues it thought the SAD would need to address, and possible approaches to addressing those issues. The work drew on a range of different sites that the Council and other parties, including landowners and developers, thought might be suitable for development. 1 The Black Country Core Strategy and Walsall’s UDP, with annotations to identify the ‘saved’ policies, and Walsall’s Supplementary Planning Documents are on the Council’s website. 2 Walsall Site Allocation Document 2019 b) Preferred Options (PO) were published for consultation in Autumn 2015. The PO included sites that the Council thought ought to be allocated for development, as well as assets that ought to be protected. It also highlighted constraints that could potentially prevent or limit development in particular locations. c) The Publication Plan was the final draft of the document and was the version intended for submission to the Secretary of State. Consultation took place in Spring 2016. d) In response to issues arising from the Publication Plan consultation, the Council proposed a number of Pre-Submission Modifications. These were the subject of consultation before the Council agreed in April 2017 to submit the plan for public examination by a Planning Inspector appointed by the Secretary of State. The examination of the plan took place in September 2017. Following the examination, the Inspector recommended that various changes should be made to ensure the SAD was sound. These have now been incorporated into the plan. Consultation about these post- examination modifications took place in Spring 2018, prior to the inspector issuing his report. in November 2018. The Inspector’s Report was published by the Council in November 2018 and can be seen on the Council’s website. The Council adopted the plan in January 2019. 1.3 How the SAD relates to other planning documents The role of the SAD is to provide policies relating to the allocation of land for development,

Origins: The origins of the Lunar Society lie in a pattern of friendships that emerged in the late 1750s. Erasmus Darwin and Matthew Boulton first met in early 1757, possibly through family connections, as Boulton's mother's family were patients of Darwin; or possibly though shared friendships, as both were admirers of the printer John Baskerville and friends of the astronomer and geologist John Michell, a regular visitor to Darwin's house in Lichfield1. Darwin was a physician and poet who had studied at Cambridge and Edinburgh; Boulton had left school at fourteen and started work in his father's business making metal goods in Birmingham at the age of 21. Despite their different backgrounds they shared a common interest in experiment and invention, and their activities would show Darwin's theoretical understanding and Boulton's practical experience to be complementary2. Soon they were visiting each other regularly and conducting investigations into scientific subjects such as electricity, meteorology and geology3. Erasmus Darwin Matthew Boulton In 1758, first Boulton and then Darwin became friends of the Derby-based clockmaker John Whitehurst. The link began with Whitehurst supplying clock movements to Boulton’s manufacturing operation but then extended into other experiments. Boulton, Darwin and Whitehurst were in turn introduced by Mitchell to Benjamin Franklin on his visit to Birmingham in July 1758 "to improve and increase Acquaintance among Persons of Influence"4, and Franklin returned in 1760 to conduct experiments with Boulton on electricity and sound5.

    Historic England Advice Report 27 April 2016 Case Name: Great Barr Hall and Chapel Case Number: 1432461 Background Historic England has been asked to assess Great Barr Hall to ensure that its statutory listing at Grade II* is appropriate. The present amendment case was raised internally and follows discussions with interested parties concerning the fact that the building is on the Buildings at Risk Register. The hall was listed at Grade II* in 1971 and the designation of the Hall and the Registered landscape were last considered for amendment in 2008. At that time the boundary of the registered park was redrawn and the grades were confirmed at Grade II* for the house and Grade II for the park. The hall building functioned as a hospital until 1978, together with a cluster of purpose-built, mid-C20 hospital structures to the south-east of the hall. The C20 hospital buildings were demolished in the early-C21 and replaced by a denser residential development, grouped around a former driveway to the hall. The Hall has gradually become dilapidated and the park is overgrown in some areas. A previous owner had plans to restore the hall with money from an enabling development in part of the park, but this did not happen. The present owners also wish to restore the house to use as a wedding venue and conference centre through an enabling development. The site was formerly fenced and guarded at all times, but this constant vigil has now lessened and there are signs of vandalism on site, together with further dilapidation.

INTRODUCTION 1.1 We note that the Commission have received a large number of representations from the West Midlands proportionally larger than any other Region. 1.2 We note that the large majority of the representations are in opposition to the proposals, although in certain places a large number of representations support the proposals of the Commission, for example in Staffordshire Moorlands. 1.3 We note that a very large number of representations have come from Sutton Coldfield but we believe a lot of the representations there are based on misunderstandings and misinformation. 1.4 We will examine the proposals and any counter-proposals on the basis of Rule 5 of the Rules for Redistribution of Seats – Schedule 2 to the Act. 1.5 In particular we will look at the factors that can be taken account of under Rule 5 (1): a) Geographical factors; b) Local Government boundaries; c) Existing constituencies; d) Local ties that are broken from existing constituencies. 1.6 We note that both the Labour Party and the Liberal Democrats have submitted comprehensive counter-proposals.

Review of ‘Baseline’ Evidence 4.1 Background to Review Appendix E to the Revised SA Scoping Report (v2 May 2013) summarises the baseline evidence reviewed by the Council at the scoping stage, by SA Topic, and Chapters 5 and 6 of the report provides a summary of existing environmental, economic and social conditions and problems, how they are likely to develop, and the areas likely to be affected. This chapter provides an updated summary of ‘baseline’ environmental, social and economic conditions, which is based on the most up-to-date evidence available at the time the SA Framework was reviewed in July 2015. The baseline date for the evidence used in the appraisal (unless otherwise specified) is April 2015, although more up-to-date information has been used where available. 4.2 Development of Evidence Base Evidence Used in Appraisal and Plan Preparation Schedule 2 of the SEA Regulations states that the SA Report should include a description of: “The relevant aspects of the current state of the environment and the likely evolution thereof without implementation of the plan or programme;” “The environmental characteristics of areas likely to be significantly affected;” and “Any existing environmental problems which are relevant to the plan or programme, including areas of particular environmental importance,” such as ‘European Sites’ designated under the Habitats and Birds Directives.1 This Chapter addresses these requirements (see Appendix P).
