1 ROYAL HISTORICAL SOCIETY OF QUEENSLAND JOURNAL Volume XIV, No.1 February 1990 Queensland v. The Commonwealth: The State's Objection to the Australian Standard Garratt Programme by Alan Whiting Presented at a meeting of the Society, 22 June, 1989 The entry of Japan into the Second World War brought massive traffic demands to the government railway system of Queensland (QGR). As a partial resolution to those demands the Commonwealth resolved to construct a number of locomotives for use on some of the narrow (3'6") gauge rail systems, including the QGR. That locomotive type became known as the Australian Standard Garratt (ASG), a name that even now, almost fifty years later evokes acrimonious memories in some circles. The ASG project ultimately cost Australia dearly, not only in the direct losses of millions of pounds of public funds but more importantly in the waste of thousands of tons of fabricated metal, and countless hours of added congestion to valuable workshop resources and, worse still, to overcrowded lines, which became so vital to the defence of Australia. The ASG's most outstanding feature was controversy and what this paper examines is not the public controversy that resulted after the locomotive had proved itself as an horrendous and indeed dangerous mechanical failure, but the bitter, relatively private dispute that raged between the Commonwealth and Queensland primarily before and during the construction of the machine. Essentially, that contest was over who, as between the Commonwealth and the State, had the right to determine how the QGR as the State's largest enterprise was to be managed, as it was Alan Whiting, BA, LLB, is a solicitor who has extensively researched the role of Queensland Railways during World War II and pubUshed Engine of Destruction. -

Thanks to our supporters’ continued generosity, over £3.5m has now been donated or pledged – this equates to over 70% of the required £5m. This month see the launch of a brand new club - The Pony (Truck) Club - please see below for more information. Stephenson Engineering Ltd have sent us a fabulous video of the CNC machining programme that will be carried out on the coupling rods - it can be found in the Motion Update section, below. We are following Government guidelines with regards to the coronavirus, and whilst our office-based staff are now working from home, our workshop staff are continuing to work at Darlington Locomotive Works where they are taking all necessary precautions. However, as many of our supporters and volunteers are from vulnerable groups, the Works is currently closed to non-essential staff. In addition, Nene Valley Railway have cancelled all their events until the end of May 2020 so this means we can no longer hold the P2 Roadshow on Saturday 23rd May 2020 and the Supporters’ and Tornado Team day on Sunday 24th May 2020. We are sorry to have to make these changes. We hope you understand that the circumstances are beyond our control and the restrictions are very necessary at this challenging time. -

186 MAY 1887. ON THE CONSTRUCTION OF CANADIAN LOCOMOTIVES. BY MR. FRANCIS R.- F. BROWN, OF MONTREAL. In the present paper the writer purposes dealing morc particularly with those classes of Locomotives wbich have been built from his designs and under his personal supervision at the shops of the Canadian Pacific Railway, Montreal. A few preliminary remarks are desirable, in order to present the subject on a fairer basis for comparison with English practice. The permanent way in Canada consists generally of flat- bottomed rails, weighing from 56 lbs. to 72 lbs. per yard according to class of service and age of road. The rails are spiked to flattened ties or sleepers at about 2 feet centres, or closer if necessary. Either common or angle fish-plates are used ; and brace castings are placed against the outside rails at curves as required. Grades are usually expressed in percentage, or in ft. per mile ; and curvature in degrees of the anglc subteuded by a 100-ft, chord on the curve ; thus a curve of 1" has a radius of 5,730 feet, and a 5730 curve of 6" has a radius of 7= 955 feet. The maximum grades on main lines are commonly 1 per cent. or 52.8 feet per mile, and the sharpest curvature 6" or 955 feet radius ; these limits of course do not apply to mountain sections, The classes of service comprise :-way or stopping freight, that is, goods trains; through or fast freight ; mixed, that is, one or more passenger coaches attached to freight trains for local country service; local passenger; and express. -

When, ten days ago, the first copy of the " Evolution of the Steam Locomotive" was ready for sale, I did not expect to be called upon to write a preface for a new edition before 240 hours had expired. The author cannot but be gratified to know that the whole of the extremely large first edition was exhausted practically upon publication, and since many would-be readers are still unsupplied, the demand for another edition is pressing. Under these circumstances but slight modifications have been made in the original text, although additional particulars and illustrations have been inserted in the new edition. The new matter relates to the locomotives of the North Staffordshire, London., Tilbury, and Southend, Great Western, and London and North Western Railways. • Bitten by The Bug Part 1 R J Alliott Britain’s railway history is littered with a perhaps surprising number of one-offs - the Turbomotive, the Hush-Hush, Fowler’s Ghost, the Duke of Gloucester, and the Great Bear. Many of these remained one-offs because they were partially or wholly unsuccessful, because of subsequent changes of direction in locomotive development or because they were only experimental. However, an unusual example of a one-off that was always intended to be unique from the very outset was the LSWR 4-2-4T known officially as Mr. Drummond’s Car , but known far better by locomen of the time and by enthusiasts ever since as “The Bug”. Drummond himself has also gone down in locomotive engineer folklore as something of a one-off. Born at Ardrossan in 1840, he had served on the Dumbartonshire and Caledonian Railways, and at the North British Railway, where he worked under S. W. Johnson, before moving to the Highland Railway at Inverness under William Stroudley. After a spell with Stroudley again at Brighton, he had become locomotive superintendent of the North British Railway in 1875. Seven years later he joined the Caledonian, but then jointly formed the unsuccessful Australasian Locomotive Engine Works at Sydney. He had then returned quickly to Scotland and founded the Glasgow Railway Engineering Company, finally joining the London and South Western on 1st August 1895 at the very considerable salary of £1,500, this being sharply increased to £2,000 the following year. At the LSWR, he varied between the brilliant and the sadly unsuccessful in his designs and between the severe and compassionate in his dealings with his men and his machines. -

Railway locomotive and rollingstock drawings Research Guide to Railway locomotive and rollingstock drawings records at Queensland State Archives Research Guide to Railway Locomotive and Rollingstock Drawings Records This research guide provides an overview of the drawings produced by or for the Chief Mechanical Engineer’s Branch (or Locomotive Branch) of the Railway Department. The drawings are available on microfilm at Queensland State Archives (QSA). These railway drawings trace the development of Queensland railway locomotive and rollingstock from 1864. Most of the drawings consist of general arrangement and working drawings for the construction of rollingstock. The QSA references for these records are in the Queensland State Archives’ catalogue. Note: QSA does not hold all drawings proposed for or adopted by Queensland Rail (QR). Queensland Rail Heritage Collection The Queensland Rail Heritage Collection consists of 72 series of records transferred to Queensland State Archives from the Workshops Rail Museum, Ipswich, in 2019. The QRHS spans the years 1864 to 2007. All the records are open. These holdings give us a glimpse into Queensland’s past with railway brass bands, railway refreshment rooms and clock repair registers. There are many treasures in the plans, drawings, photographs and audio-visual material. A search of our catalogue using the keywords - Queensland Rail Heritage Collection - will find all the series of records including hyperlinks to descriptions. Interested researchers are welcome to visit Queensland State Archives to request and view the records. Each series has a Queensland Rail/Queensland Museum catalogue number. A list in numerical order by catalogue numbers is in the Research Guide to railway records at Queensland State Archives. -

REPORT OF SOCIETY MEETING TfL’s RAIL ACTIVITIES IN 2019 by Kim Rennie A report of the LURS meeting at All Souls Clubhouse on Tuesday 11 February 2020 As has become customary, Kim began the presentation starting in January 2019 and progressed through the year with subjects featured in chronological order. Waltham Forest had been designated the first “London Borough of Culture” – a new civic arts and performance festival – and dedicated platform roundels, affixed over certain standard name signs, marked this at TfL stations within the borough. These included Highams Park, Leyton and Leytonstone. The relative lack of overall significant events on LU during the year meant that speaker had drawn on a greater number of non-LU rail subjects than he would have liked, for which he apologised, but such is life. Among these were the new Class 717 units introduced by Great Northern from January, and whose link with LU is their use on the former Northern City Line between Drayton Park and Moorgate. Both external and internal views were shown. Associated with this was the gradual replacement of the existing Class 313 units, which were also depicted, some in truly appalling external condition and with a mixture of liveries from former operators. Also beginning in January was the short-term use of LO Class 378/2 units on the Gospel Oak – Barking Line due to delays in commissioning the new Class 710/2 trains. These 378s were reformed from 5- cars to 4-cars in order to fit the existing operational length of platforms. Finsbury Park gained new lifts to all areas the same month.
