Hundreds of thousands have fanned out southwestward, southward, and southeastward into various parts of the Pacific world. Many thousands have moved eastward to Hawaii and be- yond to the mainland of North and South America. Other thousands have been borne to Panama and to Cuba. The movement was in part forced, or at least semi-forced. This movement was the consequence of, and it like- wise entailed, many problems of a social and economic nature, with added political aspects and implications. It was a movement of human beings which, while it has had superficial notice in various works, has not yet been ade- quately investigated. It is important enough to merit a full historical record, particularly as we are now in an era when international understanding is of such extreme mo- ment. The peoples of the world will better understand one another if the antecedents of present conditions are thoroughly and widely known. -

In particular, they resist viewers’ designation of “syncretic” or “hybrid” to produce knowledge about art that has been fashioned by indigenous hands. Epistemological claims of “syncretism” and “hybridity” may be intended to transcend the borders between “us” and “them,” between West and non-West, or between eras in Latin America that depend on the presence or absence of Spanish colonists, but such iterations can reinvest viewers in a history of misrecognition. Nevertheless, such terms are not sedimented, for indigenous artists continue to reclaim visuality as they steadfastly hold a mirror toward artistic and epistemic paradigms that attempt to translate, erase, or manage localized colonial differences. -

Environmental and Social Review Summary (ESRS) Project: Cálidda Original language of the document: Spanish Analysis Cut-Off Date: June 2020 1 General Information of the Project and Scope of IDB Invest's Environmental and Social Review Gas Natural de Lima y Callao, S.A. (“Cálidda” or “The Company”) is the sole concessionaire for the pipeline distribution of natural gas in the Department of Lima and the Constitutional Province of Callao. Its main shareholder is Grupo de Energía de Bogotá (“GEB”), a business leader in the energy sector with operations in Colombia, Brazil, Peru, and Guatemala. The operation consists of an unsecured corporate loan for up to US$100 million (one hundred million United States dollars) with an 8-year repayment period. The funds will finance the expansion of the Natural Gas Distribution System (“NGDS”) in 2020–2021 (the “Project”) in order to reach more users, mainly households and small and medium-sized enterprises (SMEs). The scope of the IDB Invest Environmental and Social Review included a documentary review of the Company's environmental and social performance and occupational health and safety (“OHS”) over time; online meetings with Cálidda representatives; analysis of the documents associated with environmental and social (“E&S”) and OHS manuals, procedures, licenses, and permits of the Project, and operational reports of the NGDS. 2 Environmental and Social Categorization and Rationale This has been classified as a Category B operation under the IDB Invest Environmental and Social Sustainability Policy, given that its environmental and social risks and impacts are generally expected to be reversible and mitigable through available measures and existing technologies. -

Brandshaug Gothenburg University, Gothenburg, Sweden; [email protected] ABSTRACT: Global warming, shrinking glaciers and water scarcity pose challenges to the governance of fresh water in Peru. On the one hand, Peruʼs water management regime and its legal framework allow for increased private involvement in water management, commercialisation and, ultimately, commodification of water. On the other hand, the state and its 2009 Water Resource Law emphasise that water is public property and a common good for its citizens. This article explores how this seeming paradox in Peruʼs water politics unfolds in the district of Yanque in the southern Peruvian Andes. Further, it seeks to challenge a commons/commodity binary found in water management debates and to move beyond the underlying hegemonic view of water as a resource. Through analysing state-initiated practices and practices of a more-than-human commoning – that is, practices not grounded in a human/nature divide, where water and other non-humans participate as sentient persons – the article argues that in Yanque many versions of water emerge through the heterogeneous practices that are entangled in water management.
