Land Use & Development Director’s Report Director Tolliver presented his written report to Committee for review. There were no questions. Director Tolliver stated that Moto Mart had withdrawn their petition and will resubmit a petition that would include a revised site plan and traffic study at a later date.

Community Cat Ordinance Director Tolliver stated that he was not able to contact the individual that forwarded this information to his office and will include this topic on the September agenda.

Smoke Shops Jim Gehrs, City Attorney, indicated that has a home rule municipality it is possible to regulate certain uses though there is the possibility of legal challenge. Director Tolliver discussed with Committee the possibility of regulating smoke shops.

Director Tolliver along with the City Attorney will do further research and propose ideas on defining and regulating smoke shops.

5K Approval for the Junior Service Club Director Beaston presented to Committee a motion to allow the Monster Dash 5K for Junior Service Club to be held on October 21, 2017 in Everett Moody Park, and to approve the collection of fees or donations during the event.

Motion and second to recommend to City Council to enter into an Agreement with the Metro East Park and Recreation District to accept a grant under the FY17 Park and Trail Grant Matching Program for Recreation Complex exterior amenities were made by Aldermen Pat Baeske/Harry Zimmerman. The motion carried by voice vote and was unanimous.

Director Beaston requested approval to apply for a grant with St. Clair County Parks Grant Commission for funding of the renovation of George Lanxon Field Grandstand located in Everett Moody Park.

DEVELOPMENT PLAN REQUEST The applicant, Blue Iguana Car Wash, is requesting a Special Use Permit within the B-3 Community Business District for the construction an automatic car wash at 5315 N. Illinois St. The automatic car wash would consist of automatic Kiosk for payment, 130 foot long building containing the car wash tunnel and one 210 foot structures for 21 vacuums and 21 vacuum spaces along the eastern property line. Applicant indicates that the car was would be in operation seven days a week from 7:00 A.M. to 10:00 P.M.

The applicant has provided an ALTA survey, site plan, building perspective, and building elevations, for this proposed development.

Area Land Use and Zoning The subject property, 5305 & 5315 N. Illinois, 2 Linda Drive and adjoining undeveloped parcel to the south, is zoned "B-3" Community Business District. The properties directly to the north, south and east across N. Illinois St. are likewise zoned B-3 Community Business or PB Planned Business District. The adjoining property to the south is developed with a strip commercial center, to the north the property is vacant with a strip commercial center planned and east across N. Illinois Street uses include commercial developments and two small multi-family residential buildings. The properties to the west are zoned "R-4" Single Family Residential District and are developed as such. There is one lot to the northwest corner of the development which is zoned B-3 and developed with a duplex which has a carport and accessibility through the subject property.

Setback And Buffer Section 14-2-2 (B) "Minimum Business and Industrial Zone District Regulations", requires each principal building shall be located at least 75 feet from the front property line and Section 14-3-8 Accessory Uses also restricts accessory structures to the same set back of 75 feet and that minimum distance of 12 feet from the principal structure to accessory structure a setback. The principal structure, car wash tunnel, and canopy meet the front setback requirement. All rear and side setback requirements have been met. The accessory vacuum structure is proposed to be within 6 feet of the principal structure. The perspective indicates a row of vacuum stations located along the eastern property approximately 20 feet from the right of way line.

Section 14-4-23.1 "Buffer Standards, General Standards" states that buffers shall be located on the outer perimeter of a lot or parcel, extending to the lot or parcel boundary line, or between differing land uses on a single parcel, but may not occupy any portion of a dedicated or reserved public or private street or right of way. The table of buffer requirements details the width and density of the planting based on the intensity of the proposed development or use and the uses which are developed on the adjacent properties. Table 14.4.23.1 (D) is attached for reference. The Applicant shows that they have provided for an approximate 55 foot rear yard containing a 6' feet high sound fence, the storm water detention facility and approximately 15 feet deep landscaped area with dense vegetation adjoining Linda drive on the west side and along the north portion adjoining the duplex. The buffer to the east of the duplex consists of fencing along the carwash entrance access drive and the dumpster also including landscaping around the dumpster.

Parking, Access, and Site Circulation: The applicant is proposing an automatic car wash without parking other than utilization of vacuums and provision of adequate queuing spaces for vehicles waiting to enter car wash tunnel. Applicant has indicated that there will be personnel onsite during all hours of operation.

Traffic will enter at the northeast corner of site from the N. Illinois curb cut into double wide driveway for 240' leading to three (3) wide stacking lanes, 100 feet long, up to the payment kiosk. The queuing lanes will provide capacity for approximately 43 vehicles waiting to pay for wash. Section 14-6-12 "Parking Spaces Required" states that automatic car washes shall provide stacking to accommodate five (5) times the capacity of car wash. Parking/queuing requirements ate compliant.

Section 14-6-5 "Design Standards, Access Aisle and Space Requirements" states that drive aisles permitting two-way traffic shall be a minimum of twenty-two feet in width. The site has only one two-way aisle providing access to vacuums, all other drive aisles are one-way with adequate width. The access drives and aisles appears to meet all of the requirements set forth in Section 14-6-5 "Design Standards, Access Aisle and Space Requirements".

Exterior Building Materials Section 14-3-35 "Exterior Building Material and Design: Business and Industrial Districts" of the Development Code lists some general requirements for architectural design that appear to be met by the proposed design. This section of the code also lists a specific requirement that "all exterior walls shall consist of a minimum of sixty percent (60%) glass and/or masonry materials (brick, natural clay, natural stone and architectural concrete units, excluding smooth faced block except when used as an accent) on all sides." The applicant is proposing to clad the exterior of the principal building with a combination of EIFS, cast stone wainscot and PVC form panel. The cast stone is identified as only 3'6" wainscot and the exterior does meet the Code requirements

Misc Info. The Applicant has provided information indicating the presence of a dumpster with an appropriate enclosure as required in Section 14-3-9 "Unenclosed Refuse Containers."

All curb cut access locations are determined by the Illinois Department of Transportation. Planning Considerations

1) The Applicant is proposing to install landscaping and fencing along the west portion of the site. Fencing along with landscaping would meet the buffer requirement under Bufferyard C though not so adjoining the duplex. 2) Front accessory setback along N. Illinois Street (IL Rte. 159) contains vacuum structures. 3) Exterior building material requirement as proposed should comply.

NOW THEREFORE, BE IT RESOLVED BY THIS PLANNING COMMISSION OF THE CITY OF FAIRVIEW HEIGHTS, ST. 12. The proposed use will be consistent with the Comprehensive Plan.

13. That this Special Use Permit approval will allow for the applicant's development of an automatic car wash at the property as it is proposed per the Development Plan by the Applicant.

14. That the exterior will meet Development Code requirements of Section 14-3-35 "Exterior Building Material and Design: Business and Industrial District".

15. That the hours of operation units shall be 7:00 a.m. to 10:00 p.m. seven days a week. 16. That the Development Plan approval shall be contingent upon the Department of Public Works approval of the drainage and grading plan, the storm water management plan, the erosion control plan and other relevant planning design documents.

17. That the Permittee shall be responsible for all City costs incurred in administering and enforcing this Permit.

18. That the Director of Land Use, and his/her designee, shall have the right to inspect the premises for compliance and safety purposes annually or at any time, upon reasonable request.

19. That this Special Use Permit Approval shall automatically expire if the use is not initiated within one year of City Council approval.

20. That this Special Use approval allows for the site plan as presented. Any significant changes to traffic circulation, materials on the building, landscaping or signage on this site not provided for in the site plans on the Subject Property will require additional review and approval by the City Council.

We have taken the time to provide substantial improvements to our site plan. We have spent time, in the field, measuring actual noise levels at our existing site presently in service. The building and the equipment will be the same on this project. With this new information, we have made major improvements to our plan. We have provided multiple-redundant sound protection for the residentially zoned areas. We believe because of these proposed sound reduction items, that the existing road noise that the residence experience from Route 159, will even be reduced. We have added a dense vegetative landscape buffer along the residentially zoned areas for additional noise protection as well as substantially improved the visuals along this area compared to the existing buildings that are in extremely poor shape.

Blue Iguana Car Wash is a fully automated, state of the art, car wash. The normal hours are 7:00 a.m. to 10 P.M. seven days a week. There are personnel on the site during all hours of operation. We continually work on the speed at which we can wash the cars, because of that (and the actual calculations required by The City), we believe that we will not create and traffic issues in the area. The driver pays at the kiosk and then proceeds to the tunnel entrance for the wash. Upon completion of the wash, the driver may leave the site or use one of the free vacuums on site.

The tract is 2.1 acres and all the existing structures on the site will be removed. Many parts of our design are environmentally based. The operation of the wash it-self has state of the art water recycling facilities. Because of existing storm water concerns, we are voluntarily providing oversized storm water detention. We will be participating with the City (saving the City money) by providing some of the storm water improvements from the pipe that comes from the east side of Route 159.

tam reaching out to you to express my intense concerns and extreme opposition of the proposed Blue Iguana Car Wash at the location that is directly behind my property. My name is Melissa Wise and I own the duplex located at 9 & 11 Linda Drive. There are numerous issues involving noise and lighting coming from the property and the excessive traffic that will arise as a result of this business.

They claim that these are not issues that will be a factor, however, I have been to their locations at St. Charles Rock Rd as well as Paige Ave. in St. Louis and the excessive noise alone from both is extremely loud. I have videos from both locations to prove that. The way they want to build this will have the exit of the tunnel less than 100' from my backyard. They say that they can wash 5 cars every minute and 40 seconds. If that is the case, then the dryer blower that is at the exit of the tunnel will be running potentially every 20 seconds. That is potentially 180 cars an hour. Take that times their proposed hours of operation, 7am-10pm, that is potentially 2700 times a day that the loud blowers could be running. This will be every single day of the week, 365 days a year, year after year. Then you have the fact that there will be 42 vacuums on site. They are loud as it is, but also take into consideration they have to be powered by even louder vacuum producers. Now, I have been over to the Auto Spa on Lincoln Trail and was given permission to walk the property there. I ask how many blowers they had at the exit of their tunnel and they have five blowers. I also asked how many vacuum producers they have and the answer is one. Since the residents are not allowed to ask them questions, could you please ask them how many blowers they plan to install at their exit as well as how many vacuum producers they plan to have? Five blowers at the Auto Spa exit is very loud, and only one vacuum producer, I could only imagine how much louder it would be if they had more than that. I also walked to the very back edge of their property which is 250' from the back of their building and I could still hear much of the noise coming from the front of their property. Im sure you have been there yourself at some point and experienced the noise from there, and they only have four vacuums on their property.

Another concern is the lighting that will come from this property. They say they will have 16' poles with high definition lighting. This will be shining into the back of my house every single night.

Another big issue is the traffic this will generate. We all know that Hwy 159 is a very high traffic area of Fairview Heights. During rush hour alone, the traffic to get onto 1-64 backs up even passed where this car wash would be located. If during this time of the day customers of the car wash want to make a left out of location, it will take them much longer to leave due to the traffic that is stopped and backed up on the road. This could potentially lead to a back up of the flow on the property. Another potential issue that could take place, and question that should be asked, is what would happen to the incoming traffic flow if a pay kiosk goes down or if a car breaks down in the line? Now, they claim that their business is generated from the traffic going by. I can prove that to be false from the video of their Paige Ave. location. I was there on a Saturday evening and the traffic flow on the road was very light, however the car wash was significantly busy. This shows that the car wash was a destination of their customers and not generated by traffic flow. I would also like to bring to your attention the fact that between the Schnucks in Swansea and the intersection of 159 and Lincoln Trail there are a total of eight car washes. There is also another tunnel car wash that is about to be built on 159 in Swansea as well. Do we really need another one? Also, if this car wash is built it would most likely end up closing down other locally owned car washes that already exist on this road.

I also understand that this business will not generate any tax revenue for the city. That is money the city would be losing year after year if say something like a strip mall with retail businesses were located there instead. Also, take into consideration the possibility of other surrounding businesses losing money if excessive traffic causes potential patrons of those businesses to not shop there. That is also losing money for the city.

It was addressed in the 2nd meeting.that the existing structures are run down and that the car wash would give a fresh new look to the location. I fully agree that the location needs updated, but I would much rather see a business go up that is quiet. Speaking of an update on the property, has the city come down on the current property owners requiring them to keep the existing structures maintained?

The engineer giving the presentations has stated that they have tried to offer me a buyout. Yes, that is true, however, their offer was $8000 more than my purchase price. I have invested over $15,.000 into my property as soon as I bought it doing much needed renovations. Even if I hadn't put any money into the property, $8000 is not worth my time and effort to relocate.

Another thing I would like to mention is that in the 2nd meeting, they changed their presentation entirely and never once mentioned the fact that my duplex is there. They stated that the closest residental property to them are the homes across the street. It wasn't until one of the alderman asked what the "notch" was in the corner of the property. He quickly answered there is a duplex there and then got off the subject.

If this car wash is built, my property value would plummet. The likelihood of getting tennants to live there would also drop drasticlly. Overall, this would be a huge financial loss to me, as well as my neighbors, if this car wash is built.

Melissa Wise My concerns regarding the proposal for Blue Iguana car wash being built on Illinois 159, directly to the east of my home:

• NOISE LEVEL- the noise measurements that have been taken are supposedly equivalent to "office conversation". This is still more noise than we currently live with on a daily basis, and it would be a constant noise from 7:00 am until 10:00 pm, 7 days per week. There would be noise generated from multiple sources to include the 42 vacuum cleaners, the generator that powers those vacuums, the dryer tunnel, car engine noise, and customer car radios. It has been mentioned that there are signs posted requesting that customers turn down their radios and that attendants will ask them to turn their radios down, but I feel that the chances of this being consistently monitored and carried out are slim. The lines of waiting cars will be directly on the other side of the fencing that would run behind the property; my home being directly on the opposite side of that fencing. The actual impact of all of this noise won't be truly evident until after the car wash is up and running ... and once it's built we're stuck with it and all of the noise that comes with it.

• LIGHTING- despite the "directness" of LED lighting, the height of and number of lights will more than likely be shining in our front windows until at least 10:00 pm every night.

• TRAFFIC- traffic is already an issue when leaving our neighborhood; especially when trying to turn left out of Kassing Ave. onto N. Illinois Street. With the addition of this car wash, the potential is there for traffic to back-up on N. Illinois Street, which would make this left turn difficult and unsafe.

•THE VIEW- it has been suggested that the car wash will be a visual improvement for our neighborhood. It was noted that the buildings currently located on this property are in disrepair. I would question why the current property owner has been allowed to keep these buildings in such a state. As a residential property owner, we are expected to maintain our property and abide by certain standards. I see no reason why a commercial property owner should be held to lesser standards. Blue Iguana has proposed fencing and "fast growing" vegetation to be planted. Regardless of how quickly the vegetation grows, we will still be looking at a massive carwash from our front lawns for many years to come.

In conclusion, as a resident and property owner of Fairview Heights, I feel that I have a right to live comfortably and enjoy my home. The constant noise and traffic from this carwash would prevent me from doing this. I am a responsible property owner and keep my home well-maintained; making many costly home improvements throughout the years. To think that after all of that cost and work my home value would decrease is rather discouraging. During the previous Blue Iguana proposal presentations, the only individuals that spoke in favor of this project will benefit financially if it is built. I have nothing to gain if this proposal is approved, but I do have a lot to lose. I realize that this piece of property was zoned commercial when I purchased my home 15 years ago, and I am not at all opposed to a business being built on it. However, I am opposed to a business that will negatively impact my daily life and the property value of my home.

AREA LAND USE AND ZONING

The subject property, an approximate 1.4 acre tract, is bounded by Judy Lane on the west, Lincoln Highway on the north, Frey Lane on the east and residential on the rear. The property is developed with an approximate 12,800 square foot building occupied by Rent N Roll. The north 225 feet are zoned "PB" Planned Business District with the southern 140 feet zoned "R-3" Single Family Residential District. The properties adjoining the northern portion of this subject tract are to the west across Judy Lane is Long John Silvers, north across Lincoln Highway is the Sears Automotive and small strip center, east across Frey Lane is a commercial center with McAlisters Deli. Properties adjoining the southern portion of the tract across Judy Lane, Frey Lane and to the south are zoned R-3 Single Family Residential and developed as such.

DEVELOPMENT PLAN REQUEST

The applicant, Steven Carrico, is requesting approval of a Development Plan to allow use of for a health and fitness club space in approximately 6050 square feet on the east side of building. Rent N Roll occupies approximately 6,800 square feet on the west side of building. The occupant Burn Boot camp will conduct 8 exercise classes per day Monday through Friday. Each class will be 45 minutes in duration with 15-20 participants lead by a trainer. Childcare would be provided for members during classes.

PLANNING CONSIDERATIONS

Resolution No. 2219-95 and Ordinance No. 1362-2007 approved the development which has been constructed in substantial compliance with those plans and for retail use. The development has 54 parking spaces in accordance with the parking ratio of one parking space per each 200 square feet of display area, 9,000 square feet.

The city code does not specify a parking ratio for health and fitness clubs but the standard is 200 to 300 square feet of floor area. If we use the high end parking ratio for health and physical fitness clubs of one space per each 200 square feet of useable area, the same as for retail store and commercial /service use, the site has adequate parking available

The asphalt area to the rear of the building has a landscape buffer and vinyl fence adjoining the single family residential area.

A RESOLUTION ADOPTING FINDINGS OF FACT PC008-17 RELATING TO APPROVAL OF DEVELOPMENT PLAN REQUEST FROM STEVE CARRICO TO ALLOW A HEALTH AND FITNESS CLUB WITHIN THE PLANNED BUSINESS DISTRICT.

WHEREAS, Steve Carrico, hereinafter referred to as the "Applicant," has properly applied for a Development Plan for a health and fitness club within the "PB" Planned Business District located 328 Lincoln Highway, PIN 03-27.0-303-001, 03-27.0-303-002, and 03-27.0-303- 003.

NOW THEREFORE, BE IT RESOLVED BY THIS PLANNING COMMISSION OF THE CITY OF FAIRVIEW HEIGHTS, ST. CLAIR COUNTY, STATE OF ILLINOIS that the findings of fact relating to the request are determined to be as follows:

1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 14-10-8 of the City of Fairview Heights Development Code on August 8, 2017, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference.

2. The subject property is zoned "PB" Planned Business District. The subject property is situated as identified by the previous description.

3. That the Subject Property contains approximately 1.4 acres.

4. That this permit will not require any changes to traffic circulation and ingress/egress.

5. That this permit will require any changes to lighting, landscaping, or the existing site usage.

6. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare.

7. That the proposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property.

8. That the proposed use will not be hazardous or disturbing to existing neighboring uses.

9. That the proposed use will not be served adequately by public facilities and services such as highways and streets. 10. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community.

11. That the proposed use will not involve activities and uses that will be detrimental to any persons, property, or the general welfare by reason of excessive production of traffic, noise, smoke fumes, glare or odors.

12. That this Special Use Permit approval will allow for the applicant's use of a health and fitness club at the property as it is proposed per the Development Plan by the Applicant.

13. That parking lot illumination in rear of building shall be enhanced as necessary.

14. That the Development Plan approval shall be contingent upon the Department of Public Works approval of the drainage and grading plan, the storm water management plan, the erosion control plan and other relevant planning design documents.

15. That the Permittee shall be responsible for all City costs incurred in administering and enforcing this Permit.

16. That the Director of Land Use, and his/her designee, shall have the right to inspect the premises for compliance and safety purposes annually or at any time, upon reasonable request.

17. That this Special Use Permit Approval shall automatically expire ifthe use is not initiated within one year of City Council approval.

18. That this Development Plan approval allows for the site plan as presented. Any significant changes to traffic circulation, materials on the building, landscaping or signage on this site not provided for in the site plans on the Subject Property will require additional review and approval by the City Council.

The motion for the adoption of the foregoing resolution was duly seconded by; Wesemann upon vote being taken thereon, the following voted in favor thereof: Herrington, Hoppe, Mensing, Wesemann, Sudja, Barkley, Correale, Smith, & Bramstedt and the following voted against the same: None and the following abstained: None and the following were absent: Moats whereupon said resolution was declared duly passed and adopted by the Fairview Heights Planning Commission this the 8th day of August, 2017.

Burn Boot camp is a business dedicated to changing women's lives. Our focus will be to create an atmosphere that is motivating, positive and energetic for a community of Mom's. Burn Boot camp will have an expert trainer leading group workouts with individual focus. Class sizes will average 15-20 members with each class 45 minutes in duration. As an added service we provide childcare for members during camp. With a 15 minute window we allow ample time for members to leave and next group of members to arrive. AREA LAND USE AND ZONING

The subject property, 8 Pleasant, is an approximate 30,211 square feet tract developed with the St. John United Church of Christ parsonage. The subject property as well as all the adjoining property fronting Lincoln Trail is zoned B-3 Community Business District. The other adjoining properties to the west across Pleasant Lane, north and east are zoned R-3 Single Family Residential and developed as such.

ZONING MAP AMENDMENT REQUEST

The applicant, St. John United Church of Christ, is requesting approval of Zoning Map Amendment to rezone the subject parcel from "B-3" Community Business District to "R-3" Single Family Residential to allow the separation from the church property. The property has been legally separated from the legal description of the church through the filing of a one lot subdivision "Batha's First Addition.'

PLANNING CONSIDERATIONS

The 2012 Comprehensive Plan for the City of Fairview Heights provides the following guidance:

• Land Use Plan has identified the subject property for Public and Semi-Public in this particular instance as large religious institutional with the adjoining properties to the east identified as multiple family and attached single family residential. • Residential Areas Plan has identified this general area for development as a mix of single family and multi-family development to be encouraged along this portion of Lincoln Trail so as to encourage increased residential population.

WHEREAS, St. John United Church of Christ, hereinafter referred to as the "Applicant," has properly applied for a Zoning Map Amendment approval for property currently zoned "B-3" Community Business District to Planned Residential District located at 8 Pleasant Lane, legally described as Lot 1 Batha's First Addition.

Approval of Minutes Motion and second were made by Tim Tolliver/Gina Rader to approve the December 2, 2016 minutes as written. The motion carried by voice vote and was unanimous.

Review and Discussion of Grant School TIF Application Grant School submitted a Business Assistance Program application to make improvements at their school with the City’s financial participation through the Lincoln Trail Corridor Development Standards Program. Because Grant School falls into TIF #3, they are eligible for TIF expenditures. The total project cost is $421,595, but is without school personnel expenses factored it. Matt Stines, Grant School Superintendent, indicated those dollars would not be counted in the budget and would be performed in house.

The Lincoln Trail Development Standards Program has a maximum dollar amount that the City can allocate up to $75,000 based upon total budget costs. Grant School must meet ten (10) design standards to qualify for the Lincoln Trail Development Standards Program, but have indicated on their application that they are able to comply with eleven (11) design standards. Because the total project costs falls in between $300,000 to $500,000, the City is able to provide 15% of the total project cost per the Lincoln Trail Development Standards Program possible funding guidelines, which is $63,240.

City Clerk Karen Kaufhold discussed Grant School stating in their application that they’re not using competitive bids, but that they utilized a performance contract which was bid. Director of Economic Development Mike Malloy stated that schools have a program where they have preferred vendors, and Ameresco is Grant School’s preferred vendor, which Mike Malloy and Director of Land Use Tim Tolliver stated they have no issues with.

Discussion was also held about labor union requirements. One hundred percent of Developer’s labor must be provided by contractors using labor provided by participating member trade unions affiliated with the Southwestern Illinois Building and Trades Council for any project as stated in the Business Assistance Program manual. City Attorney Kevin Hoerner stated that Grant School’s application notes using prevailing wages, but does not state that labor union will be utilized from the Southwestern Illinois Building and Trades Council. Kevin Hoerner suggested that the City conditions that all labor must be provided by trade unions affiliated with the Southwestern Illinois Building and Trades Council to ensure that this project is using local labor.

Tim Tolliver discussed Grant School stating that they would be able to comply with eleven (11) of the development standards, but the site plan documents that were submitted with the application were a faded, black and white aerial view of the building and surrounding property with brief notes on design standards. Tim inquired as to the applicant submitting something more specific in regards to what design standards can actually be complied with to be reviewed. Mike Malloy suggested that Grant School enhance their site plan indicating all of the eleven (11) improvements that are taking place that are in compliance with the design standards.

Bill Poletti discussed whether they need to bring their development plan before Planning Commission. Tim states that because they are rehabilitating and improving their property, not building new structures, nothing would require review through Planning Commission or City Council. Mayor Mark Kupsky discussed if Tim had heard about their new maintenance building, to which Tim stated he has not heard anything about a new maintenance building in two months. Tim stated there have been no building permits and plans submitted. Mayor Mark referred back to Bill Poletti’s question as to if they put something on the site, like an accessory structure, if the applicant would need to apply for a permit, in which Tim Tolliver stated that the applicant is allowed two (2) accessory structures on the site without review in accordance with City Code, but that they would need to apply for a building permit, which they have not do so thus far.

Discussion was also held about issuing a one-time payment upon completion of the project versus three payments.

Recommendation of Review Committee on Grant School TIF Application Motion and second were made by Gina Rader/Mayor Mark Kupsky for the City to provide Grant School $63,240 within 30 days of issuance of all necessary permits with substantial completion of all work with the contingency on the ability for Grant School to show all eleven (11) proposed development standard designs on a specific site plan and for the ability for Ameresco to demonstrate that 100% of contracted labor is affiliated with the Southwestern Illinois Building and Trades Council. The motion carried by voice vote and was unanimous.

This motion will go to the Community Committee meeting on August 16th, 2017.

We will also be refurbishing Carla Randolph David Pardue the front of the building and adding signage to make the school more identifiable.

We plan to begin the work in the early fall, contingent upon our contractors schedule. All of the contract work, along with school personnel, work in accordance with the prevailing wage act in Illinois and is subject to bid/ spec or performance contracting rules.

ECONOMIC DEVELOPMENT DIRECTOR’S REPORT:

1. Two (2) items are on the Agenda that require action.

2. The former Rocket Fizz space (2,300 sq. ft.), according to the L3 Corporation, will have a retail tenant in early fall.

3. The former H.H. Gregg space, according to the L3 Corporation, anticipates a signed tenant lease in the fall of 2017 with occupancy in the spring of 2018.

4. The Director and a representative of Oates and Associates have held initial land acquisition meetings with DLC, Pace Properties, and Kimco concerning the Streetscape project.

5. The Director is working with a local realtor/broker to allow them to serve as leasing agent for Wells Fargo concerning the recent foreclosure of Fairview Heights Plaza.

6. Director is working with three (3) consulting firms concerning a proposed Economic Development Strategy for the City. The three (3) proposals are scheduled to be heard by the Development Committee on September 20, 2017.

7. Director has been assisting the Grant School Superintendent on the preparation of a TIF application for site improvements at the Middle School.

8. Staff continues to coordinate interviews and project film clips for KMOV Channel 4 concerning their week long coverage (August 21-27) of Salute to the Arts.

9. Director is working with City Attorney’s office on preparing land conveyance documents for the Streetscape project.

10. Director continues to work with an individual seeking to purchase with TIF assistance the former medical office located at the southeast corner of Lincoln Trail and Bunkum.

11. Director is working with a realtor to fill the former restaurant space at #1 Pleasant Lane.

The unemployment rate identifies those who are out of work and looking for work, and is not tied to collecting unemployment insurance benefits.
