WHY THE MESS The above situation (mess) has come about as a result of certain basic problems with the systems of operation as outlined below.

The effectiveness of the Town and Country Planning Department: The population of Ghana has almost quadrupled since independence leading to population pressure on the few facilities that have been created. In some situations, this has led to the creation of “slums” (building without provision of basic facilities) such as the “Sodom and Gomorrah in Accra”. This brings to question the effectiveness of the Town and Country Planning Departments and their ability to manage development. After 50 years of independence, not much has changed and what used to exist has deteriorated. The Town and Country Planning Department seems to have lost its effectiveness ii. Rezoning: This term refers to the change of original land use to other land uses. The most affected land use in this regard are recreational areas and sometimes educational sites. With population increase, these land uses are mostly converted to residential land use and sometimes commercial land use. iii. The role of traditional rulers: The problem of increased population coupled with the desire of people to build has resulted in the double sale of land by some of our traditional rulers. This is a practice which is causing a lot of problems in our towns and cities today.

Special Leader’s Meeting - The Leaders Meeting as a court of Discipline S.O. 721 (2) or making enquiry into the character of the leaders S.O. 723. Another requirement of Leaders’ meeting is that all members of Leaders’ meeting shall not be less than eighteen years of age, and shall have been full members for at least two years, immediately prior to appointment and if married, they shall have complied with requirement of S.O 742 3c which requires every office holder in the church to have his marriage blessed. S.O. 742 3c states “ All Catechist, Local Preachers, Leaders and Stewards shall, if and when they marry, do so in Church or seek blessing of the marriage in Church shortly afterwards. When such blessing is for any valid reason impossible, the office bearer shall be required to affirm before the Local Preachers’ Meeting of Leaders’ Meeting his/her acceptance of the Christian law of marriage for himself/herself. Those who are married but fail to seek blessing in Church or to make the required affirmation shall after due warning be excluded from office.

The basic difference between the two is that not all leaders belong to the second one. Only leaders with class books are members when functioning as a court of discipline.

INTRODUCTION Obadiah, the shortest book in the Old Testament, is a dramatic example of God’s response to anyone who would harm God’s children. The Edomites were blood relatives of Israel. They were rugged, fierce, and proud warriors with a seemingly invincible mountain home. Of all people, they should have rushed to the aid of their northern brothers. Instead, they gloated over Israel’s problems, captured and delivered fugitives to the enemy, and even looted Israel’s countryside. These they did because of the long standing feud between Edom and Israel. Obadiah was thus raised as a prophet to

INTRODUCTION This week we will discuss the modes of baptism based on the scriptures and more importantly on the several precedents set by the Early Church that the Church today THE PROPHET OBADIAH AND THE would be wise to follow. The practice of immediate baptism changed with time when non-Jews became converts. In contemporary times adult candidates for baptism go through a period of instructions before they are baptised. Such people are known as catechumens in the Methodist Church. Regarding the practice of water baptism in the Early Church, William A. BeVier writes: In the first century most of the converts were from Judaism and baptism immediately followed profession of faith. By the third and fourth centuries most converts were pagans and a period of instruction was set up between profession and baptism, generally of three years duration but sometimes less. The early converts had to go through this long period of instructions because it was preparation into full membership of the Church and for the Lord’s Supper. It was more or less like the confirmation classes of today.

54 75 What about the mode of baptism? What will God do? This is a very hotly debated topic within the Church. Many methods are used but which  He will hear our prayers methods are the correct methods of baptism? Three kinds of baptism have been widely practiced, these include: sprinkling, pouring, and immersion. The earliest statement of how baptism was performed came from the Didache. The Didache was a manual that was written around 70 AD.

From the Didache ". . . baptize in the name of the Father and of the Son and of the Holy Spirit in living (running) water. But if thou hast not living water, then baptize in other water; and if thou art not able in cold, then in warm But if thou hast neither, then pour water on the head thrice in the name of the Father and of the Son and of the Holy Spirit But before the baptism let him that baptizeth and him that is baptized fast, and any others also who are able; and thou shalt order him that is baptized to fast a day or two before."

The Didache authorizes two forms of baptism. Its preference is for triple immersion. However, if there is not enough water, triple pouring is proper. We note, however, as long as water was applied in some way the Early Church felt that it was effective baptism. It is quite obvious from this Early Church document that mode was not an issue. Identification with Christ through the symbolic use of water was the important stress, not how it was administered. This flexibility is witnessed elsewhere in the writings of the Church Fathers.

Hippolytus in Rome "A candidate stands knee-deep in water while a deacon pours the water over his head or presses his head down into the water." This seems to suggest both pouring and immersion

This week our focus is on Infant Baptism. Among Christians, there are two different opinions about who should be baptized. Some Christians believe people should only be baptized when they are old enough to understand what they are doing and make the choice to follow Jesus. Other Christians think that it is right to baptize children of Christian parents. They argue that it is not right to exclude babies and very young children from being in the Christian family just because they cannot yet understand what is going on. There is no verse in scripture which says infants must be baptized. By the same token, there is no verse that forbids the baptism of children. However, it must be stated that those who practice infant baptism do not support their position by giving undue authority to tradition or church history, but they do base their position on the word of God. The Methodist Church is one of those denominations which practice infant baptism. What is the basis for this?

EXPOSITION Biblical Basis The New Testament speaks of the establishment of a new covenant, mediated by Jesus Christ (Hebrews 8:8-10). A survey of the New Testament conveys that the sign of the New Covenant is baptism; Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit (Matt. 28:19). Proponents of infant baptism base their arguments on some New Testament incidents.

A. HOUSEHOLD BAPTISMS i. Lydia and her household Acts 16:11-15 talks about the conversion of Lydia in Philippi where we are told: One of those listening was a woman named Lydia, a dealer in purple cloth from the city of Thyatira, who was a worshipper of God. The Lord opened her heart to respond to Paul’s message. When she and the members of her household were baptized, she invited us to her home. Here it was only Lydia who responded to Paul’s message yet her entire household was baptized based on her faith. Since children could be part of the household they would not be left out.

The Abrahamic Covenant in Genesis 17 was ratified with the sign of circumcision when Abraham was ninety-nine years, yet the rite was to embrace all children of eight days old in his household. This covenant which makes us to become children of God is based not on our own merit, but on the merit of Christ, by reason of which we and our children are admitted to membership of the Church of Christ. It was for this reason Christ promised the Kingdom to young children in his famous loving words:

“Let the little children come to me, and do not hinder them, for the Kingdom of heaven belongs to such as these” (Matt. 19:14).
