I am especially pleased to see a number of my fellow heads of government of CARICOM countries and to be able to welcome amongst us the Secretaries-General of the United Nations, the Commonwealth and the Organisation of American States. I also extend a word of thanks to the many organisations and individuals who have made this gathering possible and who will be contributing to our discussions today. Among these, I thank, in particular, Sir George Alleyne, Chancellor of the University of the West Indies, distinguished Caribbean scholar and leader who will be the moderator of today's session. Su carrera política comenzó en 1958 cuando fue uno de los candidatos del Partido Laboral de Barbados, en esa oportunidad ganaron cuatro de los cinco escaños de la Cámara de Representantes del Parlamento Federal de Barbados. Colegio Harrison. Entre 1976 y 1984 Deighton Ward ocupó el cargo de Gobernador General. Fue nombrado Caballero de la Grand Cross de la Orden Real Victoriana y también fue Caballero de Saint Michael y Saint George. SIR HUGH SPRINGER Período de mandato: 1984 - 1990 Estudió leyes en el Inner Temple, en London. En lo que respecta a su carrera política, fue reconocido como un excelente administrador. Fue el primer Secretario General de la Unión de trabajadores de Barbados entre 1940 a 1947. Ese año se fue de Barbados para ocupar el cargo de Secretario de universidad de West Indies en Jamaica. Tuvo una larga carrera como profesional: Fue miembro de la Cámara de la Asamblea. Secretario General del Partido Laboral. Gobernador Interino. Sir Hugh Springer. Comandante en Jefe de Barbados. Director de Commonwealth Education Liaison Unit. 147 Presidentes | América Central Secretario General de la Commonwealth. Secretario General de la Asociación de Universidades de la Commonwealth. Sus habilidades administrativas benefi ciaron la Liga Sus habilidades administrativas benefi ciaron la Liga Progresista, en la misma se desempeñó como Secretario General y creo una sección económica de registros.     Mr. Speaker, It with a sense of great humility that I accept the honour to present the Financial Statement and Budgetary Proposals for the year 2010 on behalf of this Democratic Labour Party Government. I do so Sir, chastened by the enormity of the circumstances, challenged by the task that confronts me, but comforted by my belief that Almighty does not place upon the shoulders of any man more that he is able to bear. I am even more fortified in the view that God will not inflict upon the people of this nation a burden too difficult to carry. I make bold this declaration mindful of the fact that I speak at a time when the nation still grieves for its fallen leader; Is still 1 reconstructing from the devastation wreaked by Tropical Storm Tomas, and still recovering from that awful tragedy that took the lives of those six beautiful young women at the now infamous Campus Trendz fire-bombing incident. All of this Sir, coming against the backdrop of the continuation of a domestic economic recession, almost exclusively driven by the ravages of a global financial and economic crisis characterized by most as the worst since the Great Depression of 1930, in terms of its global reach, duration, and severity of its impact. 2 It is as if Barbados was entering the vortex of the perfect storm. But even so Mr. Speaker Sir, we hold fast to our faith in God, our love of country, and to those fundamental beliefs of equality of rights, charity with wealth and dignity of existence afforded to all who move among us.
