Line 3 replacement project (the "Project"). Poundmaker has reserve lands located within 10 km of the Project right-of-way. Poundmaker's membership has historically and currently hunts, fishes, gathers and traps in the lands and waters included in the Project area, and in adjacent areas. As a result of their lengthy history in the area, Poundmaker's members are deeply and closely familiar with the lands near the Project. The Project passes through Treaty 6 territory.

Poundmaker has both significant local community insight and substantial Aboriginal traditional knowledge about the Project area and has a direct interest in how the Project will impact its own reserve lands, traditional territories, current use areas and its related claims and rights, including treaty land entitlement claims.

A First Nation Traditional Knowledge and Traditional Land Use Study ("Poundmaker TK/TLU Study") was completed with respect to the Project area in 2007 and 2008, in relation to the Enbridge Alberta Clipper pipeline. The Poundmaker TK/TLU Study is directly relevant, as the current Project shares the right of way with the Enbridge Alberta Clipper pipeline.

The Poundmaker TK/TLU Study directly evidences current traditional use by Poundmaker in the area of the Project, including in the Project right-of-way.

Poundmaker's unique contribution to the hearing process will include direct knowledge of specific local areas which the Project will traverse, including the specific local Aboriginal traditional knowledge which its members have in relation to the Project area, and the specific route. Poundmaker's unique contribution will include information regarding: archaeological sites and artifacts; and how the Project will impact Poundmaker's reserve lands, current harvesting and ceremonial activities, traditional territories and/or related claims and rights. Poundmaker can also contribute by identifying potential mitigation to ensure impacts to wildlife, harvesting rights and culture are minimized and rights are preserved.

No person other than Poundmaker can provide this specific knowledge to the Board during the course of the hearing process in relation to the Project area and route.

Poundmaker also anticipates that it will provide expert information relevant to the issues before the Board (provided sufficient funding is provided), including the effects the Project may have on Poundmaker's members, rights and interests.

Poundmaker's participation as an intervenor in the hearing process will assist the Board in its consideration of the issues checked above with respect to the proposed Project.

Poundmaker has commenced engagement with Enbridge with respect to the Project and, to date, such engagement has resulted in respectful communications. This intervention is being filed to ensure Poundmaker's concerns and information are provided to the Board. Access, Notification and Service
