C., June 8, 1904- SIR: I have the honor to transmit herewith the manuscript of a report on " The lead, zinc, and fluorspar deposits of western Kentucky," by E. O. Ulrich and W. S. Tangier Smith, and to recommend its publication as a professional paper. Field work was carried on during the summer of 1902 under cooperative agreement with the State Survey of Kentucky, and a brief summary of the results was published in Bulletin No. 213, ''Contributions to Economic Geology for 1902." Prior to the investigation in 1902, however, Mr. Ulrich spent the greater part of two years (1889 and 1890) in the same territory, while attached to the Geological Survey of Kentucky. The field was again visited by Mr. Ulrich in 1903, and the results of all these studies are brought together in this paper. The district is one of peculiar interest,, having a complicated fault structure and unique lithologic and mineralogic associations. While the report contains much matter of purely scientific interest, it has been prepared with especial reference to the needs of the mining industry, and in such form that its conclusions should be of great practical benefit in developing the industry in this district. In reply to a severe critique of the recapitulation theory, or biogenetic law. by Hurst (30), Bather remarks that "If the embryologists had not forestalled them, the paleontologists would have had to invent the theory of recapitulation." (1) This may be considered as a fair sample of the general attitude of paleontologists of the Hyatt school, to which Bather belongs, toward the recapitulation theory. Even the more conservative paleontologists, while inclined to use the theory cum grano salts, recognize the weight of evidence that Hyatt and his coworkers in the realm of paleobiology, have brought together, as is evidenced by the following quotation from Zittel (65) : "Nevertheless embyrcnic types are not entirely wanting among invertebrates. The Pale- ozoic Belinurida? are bewilderingly like the larvae of the living Limulus. The pentacrinoid larva of Antedon is nearer many fossil crinoids than the full grown animal Among pelecypods the stages of early youth of oysters and Pectinidse may be compared with Paleozoic Aviculida?. Among brachiopods, according to Beecher. the stages which lhing Tere- hratulida* pass through in the development of their arm-skeleton correspond with a number of fossil genera. The beautiful researches of Hyatt, Wiir- tenburger and Branco. have shown that all Ammonites and Ceratites pass through a goniatite stage, and that the inner whorls of an Ammonite con- stantly resemble, in form, ornament and suture line the adult condition of some previously existing genus or other." In violent contrast with this full acceptance, or this guarded ac- ceptance of the theory on the part of the paleontologists, is the position of a considerable school of embryologists and zoologists.

The high degree of structural organization and distinctive morphologies of echinoderms make them ideal zonal indicators, and for parts of the Appalachian Basin Mississippian section, they provide greater biostratigraphic resolution than do conodonts or foraminifera. The occurrence of various echinoderm groups in time and space, however, is clearly related to the tectonic and sedimentologic differentiation of the Appalachian Basin through time. By Early Mississippian time on the Laurussian continent, most echinoderms had already made the shift to clastic-rich environments, which predominated in the basin until Middle Mississippian time. Although present, well-preserved Kinderhookian, Osagean, and Meramecian echinoderms are rare in the Appalachian Basin, and most are endemic forms with little diagnostic value. Echinoderms did, however, become especially abundant in the succeeding, late Middle and early Late Mississippian (Late Meramecian–Middle Chesterian), carbonate-rich seas, and it is for this time interval that biostratigraphic resolution, based especially on crinoids and blastoids, is best.

Since the publication of the second volume of the Illinois Geological Re- ports, in 1866, other engagements have, until recently, prevented us from at- tempting any further investigations of the Crinoidea, beyond the preparation of some specific descriptions for the third volume. On several occasions we have ex- pressed the opinion, that the classification of these animals, as entireli/'based upon the number and arrangement of the pieces composing the walls of the body below the arms, without regard to the most extrao?-dinan/ diSevences in other parts, is, to a considerable extent, artificial ; and that when larger collections, containing perfect specimens, showing the whole structure of a greater number of species of various types could be obtained for study, considerable modifications in the limits of genera, as most generally understood, would be found necessary. Im- pressed with this opinion, we separated in the third vo'urae of the Illinois Geo- logical Reports and elsewhere, either as distinct genera, subgenera, or less important sections, various types that had already been named by difi'erent parties in this country and Europe, as distinct genera, but which had been almost entirely overlooked or neglected by most authors, while to a few other types we gave, for the first time, distinct names. Having recently had an opportunity to study in Mr. Wachsmuth's collection at Burlington, Iowa, what we really believe to be by far the most extensive collection of finely preserved Carboniferous Crinoids ever brought together, either in this country or Europe, we have been more than ever impressed, not only with the importance of the separations we had previously admitted, but with the necessity for giving even greater prominence to some of those groups than we have hitherto done, as well as for making other divisions.
