Regulations

§1 General Principles

(1) The habilitation certifies the ability to independently represent a particular in research and teaching.

(2) CEU may issue the Habilitation Document (decretium habilitationis) in those fields that CEU has obtained Hungarian accreditation for the respective doctoral schools (Economics and History , “Közgazdaságtudományok és Történelemtudományok” ) as of October 2005.

§2 Accomplishments

(1) Habilitation may be achieved through fulfillment of the following criteria: a) Doctoral degree b) book or completed book manuscript (habilitation monograph) which represents substantial new knowledge in the science to which the habilitation request refers, and which covers a field of knowledge differing substantially from the field explored in the Doctoral or published research results equaling a habilitation monograph c) at least three academic years of continuous university teaching after the Doctoral degree has been conferred (evidence of pedagogical ability) d) habilitation lecture in the science for which the habilitation is requested e) habilitation colloquium

§3 The Habilitation Request

(1) The Habilitation Request is to be submitted to the and President of CEU

(2) Attachments to the request are: a) certified copy of the undergraduate degree b) certified copy of the doctoral degree c) detailed curriculum vitae d) detailed list of publications since completion of the doctoral degree e) summary of the major research achievement in the habilitation monograph (or publications equaling the monograph) f) summary evaluation of the teaching and supervision performance of the candidate written by the Representative of the home department of the candidate, and based on the written input of at least three doctoral and three MA jointly selected by the Head of Department and the Student Representative; and a written evaluation by the Head of Department based on the written student evaluations of the teaching performance. g) three copies of the habilitation monograph (or publications equaling the monograph) h) one copy of all other relevant publications since completion of the doctoral degree i) proofs of university teaching since completion of the doctoral degree j) titles and short description of three possible habilitation lectures k) declaration stating that the candidate has not submitted a habilitation request (pending) to any other university, and that no such request has been refused within the past two years l) applications are accepted any time of the academic year

§4 The Habilitation Committee

(1) The Habilitation Committee (HC) consists of three representatives of CEU’s permanent senior (two full , one associate ), and two non CEU scholars holding at least a doctoral degree.

(2) The HC is elected by the Senate of CEU for a period of three years. The Rector and President of CEU certifies the composition of the HC.

(3) The Head of the HC is elected by the members of the HC from among the CEU representatives for a period of three years.

(4) Decisions of the HC are taken by vote. The vote is secret in all questions related to individual Habilitation Requests. The minutes of the HC spell out the decisions and summarize their rationale.

(5) Decision-making requires the participation of at least four members of the committee, and a two-thirds majority at least.

§5 Initiation of the Habilitation Procedure

(1) The HC will decide within a period of maximum three months after submission of the request whether to initiate the habilitation procedure.

(2) The initiation of the habilitation procedure shall be denied when a) CEU does not hold accreditation for a concomitant doctoral school b) the candidate does not fulfill the criteria listed in §2 (1) a-c c) the request is incomplete and the candidate does not fulfill the HC’s request for completion within 15 days.

§6 Academic Review

(1) Upon initiation of the Habilitation Procedure, the HC nominates two CEU and one non- CEU specialist in the science or field of the research work of the candidate. Each of these reviewers will submit a written evaluation of the habilitation monograph and the research- based publications of the candidate since completion of the doctoral degree.

(2) All reviewers must hold at least a habilitation or a qualification equaling the habilitation.

(3) Among the CEU reviewers normally one should be a member of the HC. If no suitable specialist is member of the HC, both CEU reviewers may be non-members. (4) Upon acceptance of the request by the HC, the reviewers must submit their reviews within a period of maximum two months.

§7 Habilitation Lecture and Habilitation Colloquium

(1) Upon receipt of all three reviews the HC will proceed as follows: a) If all three reviews recommend inviting the candidate for the Habilitation Lecture and Habilitation Colloquium, the HC decides on the lecture topic. b) If one review is negative, the HC will nominate an additional reviewer. c) If two reviews are negative, the HC will reject the Habilitation Request and terminate the Habilitation Procedure.

(2) Upon invitation of the candidate the HC agrees with the candidate upon a date for the Habilitation Lecture and Habilitation Colloquium. A period of at least three weeks is given to the candidate in order to prepare her/his reaction to the reviews (a copy of these is to be handed to him/her) and to prepare for the Habilitation Lecture.

(3) The Habilitation Request with all attachments as well as the reviews is made available to CEU faculty and students (in the office of the Academic Secretary of CEU) for at least three weeks prior to the habilitation lecture and colloquium.

(4) The 45 minute Habilitation Lecture is public. After the lecture there is the possibility for discussion by the members of the HC, the reviewers, and the general academic public (maximum 30 minutes).

(5) The Habilitation Colloquium is public and may last for a maximum of one hour. The candidate is given the possibility to react to the three reviews. The reviewers, and after them the members of the HC and the general academic public are given the possibility of discussion.

§8 The Habilitation

(1) After the Habilitation Lecture and Colloquium the HC and the reviewers withdraw for deliberation, to vote, and to summarize the rationale for their decision in writing. The decision of the HC will be based on considering information gained through all attachments to the Habilitation Request and the Reviews. The Head of the HC presents the decision and the rationale to the candidate and the public.

(2) After a positive decision by the HC and the reviewers, the Rector and President of CEU releases the Habilitation Document (decretium habilitationis), spelling out the science for which the “dr. habil” was awarded, within one month.

§9 Appeal

(1) The candidate may appeal against the formal and procedural steps and decisions of the HC. No appeal may be filed with reference to the academic reviews and related decision- making. (2) The appeal is to be submitted to the Academic Pro-Rector of CEU. The appeal is to be handled by the Appeal Committee consisting of the Academic Pro-Rector, one CEU senior faculty member nominated by the candidate, and one CEU senior faculty member nominated by the Academic Pro-Rector. None of the members of the Appeal Committee may be involved in the related habilitation procedure.

These regulations were approved on May 21, 2004 by the Senate of the Central European University.
