The primary goal of the HHI is to protect children from housing conditions that are responsible for multiple diseases and injuries. As part of this initiative, HUD has prepared a series of papers to provide background information to their current HHI grantees, as well as other programs considering adopting a healthy homes approach. This background paper focuses on pesticides and provides a brief overview of the current status of knowledge on: . The extent and nature of pesticide uses and hazards in the home; . Assessment methods for pesticide hazards in the home; . Mitigation methods for pesticide hazards in the home, including preventive measures such as integrated pest management (IPM); and . Research needs regarding residential pesticide hazards and IPM in the home. The use of pesticides is widespread in the United States, particularly in agricultural settings, though use in home and garden applications is on the rise. Pesticides are generally classified by their target pest group and function, as well as by their formulation and chemical class. Use patterns for residential and agricultural insecticides have evolved over the last 50 years, during which time three major classes of compounds — the organochlorines, the organophosphates, and the pyrethroids — have been used. The prevalence of pesticide use has raised significant concern over the potential health effects associated with both acute and chronic exposure to these compounds. Children, in particular, may be especially vulnerable to the toxicants present in many commercial pest control products. Based on evidence of or potential for serious and persistent toxic effects, the primary compounds used in the pesticide market have undergone a dramatic shift in recent years, with the elimination of some substances from commercial use and the development of alternative strategies for controlling pests in and around the home. Multiple hazards are associated with pesticide use in the home. Low-dose, chronic exposure may negatively impact the nervous system, though long-term effects are still not thoroughly understood. Cases of poisoning resulting from accidental acute exposure to pesticides have been well documented in children. Some research has suggested a possible link between pesticide exposure and neurodevelopmental effects, as well as potential asthma exacerbation. These risks may be amplified in low-income urban neighborhoods, where substandard housing conditions increase the chances of pest infestation and, consequently, pesticide usage. Efforts are underway to assess the degree of residential pesticide use in the U.S. and effects of exposure, particularly upon children and pregnant women. Methods of quantifying pesticide use include home surveys and questionnaires, human biological sampling, and sampling of environmental media within the home. Because of the potential health effects of pesticide exposure, it is preferable to minimize pesticide use in residential situations. Techniques to mitigate pesticide hazards include the following: Public education to prevent improper pesticide use; Decontamination following inappropriate use of pest control substances; and Adoption of an integrated pest management (IPM) approach to pest control, which minimizes the use of chemical pesticides. Case studies on the use of IPM in schools and residential settings provide examples of promising results from the use of IPM in lieu of “traditional” pest control methods. Additional studies are needed to better characterize the risks of exposure to pest control products and to evaluate the effects of intervention strategies, such as those used in integrated pest management, on health outcomes associated with pest infestation and pesticide use. Williams, Professor Entomology and Plant Pathology Cockroaches are the number one pest in homes or other buildings They have successfully adapted to living wherever people live and are common on ships, in warehouses, restaurants, stores, apartments, offices, hotels and one-family dwellings. In fact, cockroaches are often the first occupant in a new building. Cockroaches are frequently carried into buildings in bags or boxes. They can live outside in water meters, garbage dumps or sewage systems and then migrate into buildings. Cockroaches hide in sheltered, dark places during the day. Because they avoid light, they may not be detected in a home for months. Most homes have many cracks or crevices where they hide. At night, cockroaches leave their hiding places to seek out food and water. If a light is turned on, they will run rapidly for shelter, disappearing through openings into their hiding places. Cockroaches can carry bacteria, fungi and filth on their legs and bodies. Their habit of hiding in empty spaces and moving under cover of darkness carrying bacteria is a health menace. They may pollute food or cooking utensils with this filth. Description Cockroaches have a broad, flattened shape and six long legs. They are dark drown, reddish- brown, light brown or black. The adults of most species have wings. The male Oriental cockroach has wings which cover only part of the back. The female's wings are reduced to small pads. The young cockroach is called a nymph. It looks like the adult, except it is smaller and has no wings.

Lead arsenate (PbHAsO4) was first used in apple orchards in the late 1890’s to combat the codling moth, Cydia pomonella (Linnaeus). The affordable and persistent pesticide was applied in ever increasing amounts for the next half century. The persistence in the environment in addition to the heavy applications during the early 1900’s may have led to many of the current and former orchards in this country being contaminated. In this study, soil samples were taken from several apple orchards across the state, ranging from Southwest to Northern Virginia and were analyzed for arsenic and lead. Based on naturally occurring background levels and standards set by other states, two orchards sampled in this study were found to have very high levels of arsenic and lead in the soil, Snead Farm and Mint Spring Recreational Park. Average arsenic levels at Mint Spring Recreational Park and Snead Farm were found to be 65.2 ppm and 107.6 ppm, respectively.

They were used primarily by pest control operators in Hawaii’s urban areas, but also by homeowners, the military, the state, and counties to protect buildings against termite damage. In the 1970s and 1980s, the U.S. Environmental Protection Agency (EPA) banned all uses of these organochlorine pesticides except for heptachlor, which can be used today only for control of fire ants in underground power transformers.

Truth is our farmers are professionals and with today’s pricing cannot afford to be over- or misapplying inputs that affect their bottom lines…. I strongly suggest that you…allow producers of the world’s food source to continue using the product chlorpyrifos.” – North Dakota farmer. “Many food crop industries in the Pacific Northwest are concerned about the impacts to pest management based on EPA’s proposed tolerance revocation of chlorpyrifos, including several minor crop groups with limited pesticide options. These industries include processed vegetables, strawberry, grass seed, mint, and cranberry. For many of these industries, chlorpyrifos has unique properties that make it an essential part of their Integrated Pest Management program. It is also an important tool for resistance management. Several of these industries have conducted research to identify effective alternatives to chlorpyrifos, but currently there aren’t viable alternatives that match the efficacy and low risk of this product for managing a number of critical pests…. A revocation of all chlorpyrifos tolerances would eliminate a number of low-risk, critical uses in cases where few alternatives exist at present, and in many cases those alternatives (neonicotinoids, pyrethroids) would be less efficacious, more expensive and have greater impacts on nontarget species including pollinators and beneficial insects. Further, the economic impacts based on resulting crop damage would be substantial.” – Oregon State University Agronomist.
