(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets. Proceedings on Consideration and up to and including Third Reading (4) Proceedings on Consideration and any proceedings in legislative grand committee shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which proceedings on Consideration are commenced. (6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and up to and including Third Reading. Up to one hour (Order of 26 February) Secretary Grant Shapps That if a Bill is presented to this House in this session in the same terms as those in which the High Speed Rail (West Midlands - Crewe) Bill stood at the last stage of its proceedings in this House in the 2019 session— (a) the Bill so presented shall be deemed to have passed through all its stages in this House, and (b) the Standing Orders and practice of the House applicable to the Bill, so far as complied with or dispensed with in the 2019 session, shall be deemed to have been complied with or (as the case may be) dispensed with in this session. That the above Orders be Standing Orders of the House.
