Crager (Texas Tech University)Published on H-US-Japan (March, 2009) Commissioned by Yone Sugita Japanese Interwar Diplomacy In Japan and the League of Nations, Thomas W. Burkman recounts the history of Japan's foreign affairs from the close of World War I through the beginning of the Second Sino-Japanese War. Traditional understanding of Japan's role in the world during this era has been grossly simplified, according to the author, and a new and more balanced treatment of this topic was necessary to help bring about a fuller understanding of the developments in East Asia and the Pacific region prior to the Second World War. Although generally considered to have been an aggressive world power that largely eschewed international involvement to pursue its national interests, the empire, as Burkman insists, was very much committed to the promotion of ideals espoused by Woodrow Wilson and embodied in the League of Nations. Even though the Japanese readily embraced internationalist ideas, and participated fully, Japanese internationalism was influenced by peculiarly Japanese ideas concerning power and place. The author believes that when Wilsonian internationalism began to wane and when the economic pressures of the global depression began to set in, Japanese policymakers sought to protect national interests in the region rather than holding fast to internationalist policies that would make the empire vulnerable to foreign powers. -

Renunciation of Armament Provisions of Versailles Treaty. 21 May 1935 was a very important date in the Nazi calendar. It was on that date that the Nazis passed the secret Reich Defense Law (2261-PS). The secrecy of their armament operations had already reached the point beyond which they could no longer maintain successful camouflage. Since their program called for still further expansion, they unilaterally renounced the armament provisions of the Versailles Treaty on the same date, 21 May 1935. Hitler’s speech to the Reichstag on that day (2288-PS) was published in “Voelkischer Beobachter” under the heading “The Fuehrer Notifies the World of the Way to Real Peace.” Hitler declared: “1. The German Reich Government refuses to adhere to the Geneva Resolution of 17 May. The Treaty of Versailles was not broken by Germany unilaterally, but the well-known paragraphs of the dictate of Versailles were violated, and consequently invalidated, by those powers who could not make up their minds to follow t he disarmament requested of Germany with their own disarmament as agreed upon by Treaty. 2. Because the other powers did not live up to their obligations under the disarmament program, the Government of the German Reich no longer considers itself bound to those articles, which are nothing but a discrimination against the German nation for an unlimited period of time, since, through them, Germany is being nailed down in a unilateral manner contrary to the spirit of the agreement.” (...) At this point, on 14 October 1933, Germany withdrew from the International Disarmament Conference and from the League of Nations. -

Page 7 Chapter 2 Munich: Anatomy of A Crisis eptember 28, 1938, “Black Wednesday,” dawned on a frightened Europe. Since the spring Adolf Hitler had spoken often about the Sudetenland, the western part of Czechoslovakia. Many of the 3 Smillion German-speaking people who lived there had complained that they were being badly mistreated by the Czechs and Slovaks. Cooperating closely with Sudeten Nazis, Hitler at first simply demanded that the Czechs give the German-speakers within their borders self-government. Then, he upped the ante. If the Czechs did not hand the Sudetenland to him by October 1, 1938, he would order his well-armed and trained soldiers to attack Czechoslovakia, destroy its army, and seize the Sudetenland. The Strategic Location of the Sudetenland Germany’s demand quickly reverberated throughout the European continent. Many countries, tied down by various commitments and alliances, pondered whether—and how—to respond to Hitler’s latest threat. France had signed a treaty to defend the Czechs and Britain had a treaty with France; the USSR had promised to defend Czechoslovakia against a German attack. Britain, in particular, found itself in an awkward position. To back the French and their Czech allies would almost guarantee the outbreak of an unpredictable and potentially ruinous continental war; yet to refrain from confronting Hitler over the Sudetenland would mean victory for the Germans. The Beneš-Decrees and the Czech Restitution Laws from a Human Rights and European Community Law Perspective Konrad Biihler, Gregor Schusterschitz and Michael Wimmer' I. Introduction In the years preceding the accession of the Czech Republic to the European Union on 1 May 2004, the discussion of the so-called Benes-Decrees and the expulsion of the Sudeten Germans from the former Czechoslovakia intensified not only in the Czech Republic, Germany and Austria, but also on the European level. The EC Commis- sion and the European Parliament have repeatedly dealt with this topic throughout the preparation of the accession. They have instructed their respective legal departments to examine the compatibility of the Decrees and the relevant restitution laws with the political accession criteria and Community law. The Commission appointed a group of experts who discussed open questions in collaboration with Czech government representatives and submitted its conclusions on 14 October 2001.2 The Parliament commissioned the international lawyers Frowein, Bernitz and Lord Kingsland to prepare an external legal opinion. Primarily through loans to build up the economy and diplomatic pressure, the United States and Great Britain helped to maintain an independent Austrian state and prevent an Anschluss or union with Germany from 1918 to 1934. In addition, this study examines the minority of Austrians who opposed an Anschluss . The three main groups of Austrians that supported independence were the Christian Social Party, monarchists, and some industries and industrialists. These Austrian nationalists cooperated with the Americans and British in sustaining an unwilling Austrian nation. Ultimately, the global depression weakened American and British capacity to practice dollar and pound diplomacy, and the popular appeal of Hitler combined with Nazi Germany’s aggression led to the realization of the Anschluss . -

CHAPTER 10 World War II and the Czechoslovak Exile, 1938–1945 One of Hitler’s identity-forming experiences was the united struggle of his native Austria-Hungary and Germany in World War I. As Nazi Germany’s leader he reassembled most of the Central Powers of World War I to form the Axis coalition of World War II. Thus the European distribution of the pow- ers largely repeated itself: Britain and France fought against Germany/Austria and Hungary. In both wars the United States emerged as the deus-ex-machina that saved Britain and France, while Russia or the Soviets ‘changed sides’ both times in the middle of the war (although in opposite directions). By the end of the largest war in history, an estimated 50,000,000 people had lost their lives around the globe, about half as soldiers killed in battle, and half as civilians or POWs who died as ‘collateral damage’ or were deliberately mur- dered, a significant portion of which in the Nazi genocide (see Chapter 9).1 The collapse of the military onto the civilian spheres was evident in the physical erasure of entire cities along with much of their populations. The two nuclear bombs, which the United States dropped onto a collapsing Japan in August 1945, marked the beginning of a new and perhaps last era of human history. Like Hitler, Beneš frequently projected World War I onto World War II. The resistance network, he maintained in Prague was modeled after his World War I “Maffia,” and he even maintained some personal continuities.2 Most impor- tantly, Beneš’s goal was the same: the (re-)establishment of a Czechoslovak state. -

University Archives Inventory Record Group Number: UR001.03 Title: Burney Lynch Parkinson Presidential Records Date: 1926-1969 Bulk Date: 1932-1952 Extent: 42 boxes Creator: Burney Lynch Parkinson Administrative/Biographical Notes: Burney Lynch Parkinson (1887-1972) was an educator from Lincoln, Tennessee. He received his B.S. from Erskine College in 1909, and rose up the administrative ranks from English teacher in Laurens, South Carolina public schools. He received his M.A. from Peabody College in 1920, and Ph.D. from Peabody in 1926, after which he became president of Presbyterian College in Clinton, SC in 1927. He was employed as Director of Teacher Training, Certification, and Elementary Education at the Alabama Dept. of Education just before coming to MSCW to become president in 1932. In December 1932, the university was re-accredited by the Southern Association of Colleges and Schools, ending the crisis brought on the purge of faculty under Governor Theodore Bilbo, but appropriations to the university were cut by 54 percent, and faculty and staff were reduced by 33 percent, as enrollment had declined from 1410 in 1929 to 804 in 1932. Parkinson authorized a study of MSCW by Peabody college, ultimately pursuing its recommendations to focus on liberal arts at the cost of its traditional role in industrial, vocational, and technical education. Building projects were kept to a minimum during the Parkinson years. Old Main was restored and named for Mary Calloway in 1938. Franklin Hall was converted to a dorm, and the Whitfield Gymnasium into a student center with the Golden Goose Tearoom inside. Parkinson Hall was constructed in 1951 and named for Dr.
