You propose that the President and Senate leader ofthe opposite party select in equal numbers members ofcitizen judicial nominating commissions in each State and circuit who would then select one nominee for each judicial vacancy. The President then would be required to nominate the individual selected by the commission and the Senate required to confirm that individual, at least absent “evidence” that the candidate is “unfit for judicial service.” You propose this as a permanent change to the constitutional scheme for appointment offederal judges.
