    OCEAN TO OCEAN G. M. Grant's 'roundunvarnisk'd tale' David Jackel GIEORGE MONRO GRANT'S Ocean to Ocean has often been described as a classic Canadian travel book, and rightly so. Few other works of its kind retain their appeal three generations after publication, when the novelty of the experiences described has long dissipated and the writer himself has long ceased to be a figure in the popular mind. Grant still speaks to us, more than a hundred years after his journey, and his book would, I think, stand comparison with such non-Canadian classics of the genre as Defoe's Tour through the Whole Island of Great Britain and Boswell's Journal of a Tour to the Hebrides. Such a comparison is not, however, my purpose here. Although Grant's Ocean to Ocean is, indeed, a masterful travel narrative, it is also much more than that, and just how much more does not seem to have been recognized. In the revised Literary History of Canada R. G. Moyles does make brief reference to Grant's "narrative stances" and proposes that we view the book as a "combination of adventure- story and mythic chronicle."1 These comments are suggestive, but they do not go nearly far enough to explain either the significance of Grant's ideas or his artistry in expressing them. The word artistry I choose deliberately, because a literary analysis of Ocean to Ocean reveals that Grant has, notwithstanding his disclaimers, done more than simply forward to the printer the notes hastily taken during his transcontinental journey.

    Wartime Training at Canadian Universities during the Second World War Anne Millar Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the Doctorate of Philosophy degree in history Department of History Faculty of Arts University of Ottawa © Anne Millar, Ottawa, Canada, 2015 ii Abstract This dissertation provides an account of the contributions of Canadian universities to the Second World War. It examines the deliberations and negotiations of university, government, and military officials on how best to utilize and direct the resources of Canadian institutions of higher learning towards the prosecution of the war and postwar reconstruction. During the Second World War, university leaders worked with the Dominion Government and high-ranking military officials to establish comprehensive training programs on campuses across the country. These programs were designed to produce service personnel, provide skilled labour for essential war and civilian industries, impart specialized and technical knowledge to enlisted service members, and educate returning veterans. University administrators actively participated in the formation and expansion of these training initiatives and lobbied the government for adequate funding to ensure the success of their efforts. This study shows that university heads, deans, and prominent faculty members eagerly collaborated with both the government and the military to ensure that their institutions’ material and human resources were best directed in support of the war effort and that, in contrast to the First World War, skilled graduates would not be heedlessly wasted. At the center of these negotiations was the National Conference of Canadian Universities, a body consisting of heads of universities and colleges from across the country.

    Placenaming on Cape Breton Island A different view from the sea: placenaming on Cape Breton Island William Davey Cape Breton University Sydney NS Canada [email protected] ABSTRACT : George Story’s paper A view from the sea: Newfoundland place-naming suggests that there are other, complementary methods of collection and analysis than those used by his colleague E. R. Seary. Story examines the wealth of material found in travel accounts and the knowledge of fishers. This paper takes a different view from the sea as it considers the development of Cape Breton placenames using cartographic evidence from several influential historic maps from 1632 to 1878. The paper’s focus is on the shift names that were first given to water and coastal features and later shifted to designate settlements. As the seasonal fishing stations became permanent settlements, these new communities retained the names originally given to water and coastal features, so, for example, Glace Bay names a town and bay. By the 1870s, shift names account for a little more than 80% of the community names recorded on the Cape Breton county maps in the Atlas of the Maritime Provinces . Other patterns of naming also reflect a view from the sea. Landmarks and boundary markers appear on early maps and are consistently repeated, and perimeter naming occurs along the seacoasts, lakes, and rivers. This view from the sea is a distinctive quality of the island’s names. Using a semiotic approach based on the work of Roland Barthes, this dissertation explores marijuana’s signification within the House of Commons and Senate debates between 1891 and 2018. When examined through this conceptual lens, the ongoing parliamentary debates about marijuana over the last 127 years are revealed to be rife with what Barthes referred to as myths, ideas that have become so familiar that they cease to be recognized as constructions and appear innocent and natural. Exploring one such myth—the necessity of asserting “paternal power” over individuals deemed incapable of rational calculation—this dissertation demonstrates that the processes of political debate and law-making are also a complex “politics of signification” in which myths are continually being invoked, (re)produced, and (re)transmitted. The evolution of this myth is traced to the contemporary era and it is shown that recent attempts to criminalize, decriminalize, and legalize marijuana are indices of a process of juridification that is entrenching legal regulation into increasingly new areas of Canadian life in order to assert greater control over the consumption of marijuana and, importantly, over the risks that this activity has been semiologically associated with.

    Volunteering A Traditional Canadian Value Janet Lautenschlager Voluntary Action Program Foreword IN 1996, VOLUNTEERING IS A WAY OF LIFE FOR MANY CANADIANS. The spirit of volunteerism is rooted in the traditions and values of the pioneers who built this country, and it is inspired by the concept of mutual help and co-operation that lies at the heart of our Native societies. Although enormous amounts of volunteer time have been devoted to humanitarian causes over the years, history has yet to chronicle these endeavours. This booklet is a first sketch of volunteering in Canada from a historical perspective, drawing together specific examples to illustrate the role of volunteers from earliest times to the present. The volunteer activities highlighted here represent only a small sample of the massive achievements of Canadian volunteers. The terms "volunteer" and "volunteerism" may never have been used by some of the people whose activities are described. Today, we apply these terms to the community involvement of countless Canadians who have acted of their own choice to meet a need without concern for monetary benefit -- people who have translated their sense of civic responsibility into action. We hope this short history of volunteerism in Canada will help increase public understanding of the size and diversity of voluntary action as a historic force in Canadian society. When added together, the day-to-day efforts of Canadian volunteers over the years have met countless human and social needs and show what can be accomplished through the active involvement of ordinary citizens. In recognizing the contributions of volunteers from a historical point of view, we hope that modern-day volunteering will become more visible and will achieve its full potential in years to come.
