Dear Lane County Commissioners, The STAR for Lane County campaign had close to 1/2 of our signatures collected with well over a year to go out of the 2 year window when the pandemic hit.

Having now lost 14 mouths out of our two year canvassing window, including a full summer's worth of events, we are now asking you to please take us into consideration and grant us an extension, so that we can continue the democratic process and pick up where we left off last March. Few activities are as high risk as canvassing, and by March of 2020 a few of our team were already down with Covid symptoms. We officially suspended our canvass on March 1st as well as moving all events and meetings online.

At first we thought that the delay was temporary and that we'd be back out soon but history had other plans for us. In order to be able to complete our initiative canvass in time and not waste the thousands of signatures we already have we will need your help. Learn more about STAR Voting here: http://starvoting.us Thank you for your consideration on this important issue!

Video: How Does STAR Voting Work? Necessity is the mother of invention and the last few years have been groundbreaking. Rising to the occasion, STAR Voting is a new voting method that is fair, accurate, and nationally viable.

“Give your favorite 5 stars, give your worst-case-scenario a 0, and arrange the rest in order of preference.”

The star lets us show preference order, as well as our level of support for each candidate.

If your favorites can’t win, your vote still makes a difference.

Highly accurate no matter how many candidates are in the race.

No more . No more spoilers!

Skipping the primary would make it cheaper and more accessible to run for office, helping mitigate the influence of money in .

Our current system forces voters to pick one candidate only, and the incentive is to only vote for front-runners who you think are viable...

... but who gets to decide who’s “viable”? Q: What’s wrong with our current system?

● Our current “choose one” system is wildly inaccurate when there are more than two candidates. Voter blocks who support more than one candidate can end up divided and conquered.

● It’s especially vulnerable to “The Spoiler Effect,” a nasty type of vote splitting that breeds strategic voting, drives polarization, and magnifies the influence of money in politics.

Q: Why not just go with Ranked Choice Voting (IRV)?

● STAR Voting is a hybrid of Ranked Choice and that is more accurate and more strategy-resistant than either.

● Although RCV is an improvement over the current system, it has some serious flaws in with 3 or more viable candidates.

● In RCV, some are “exhausted”, meaning that if your favorite is eliminated your vote may not be transferred to your next choice and your ballot isn’t always counted in the final round.

● STAR Voting is more transparent. It uses simple addition and is counted locally, unlike RCV which must be tabulated centrally.

● In RCV it’s not necessarily a good idea to rank your favorite in 1st place. In some cases your vote can actually backfire. With STAR an honest vote is a strong vote!

Dear Lane County Commissioners,

In spring of last year, we made the difficult decision to officially suspend signature gathering for our STAR Voting for Lane County (petition 20-2019-2) campaign, in order to protect the health of our volunteers and the community. As we are almost entirely a volunteer organization, this was a critical blow to our efforts, but we knew it was the right thing to do. As a consequence, we lost the vital summer months of 2020 to collect signatures, and over a year of time altogether. We are asking you to please extend the deadline for signature collecting due to the extraordinary circumstances of this pandemic. Our robust democratic processes are as necessary for the health of our communities as limiting the spread of Covid- 19 was. Thank-you for listening and giving consideration to doing what's right for Lane County in this situation.

Sincerely, Annie Kallen Chair, Equal Vote Coalition

I encourage the commissioners to extend the canvassing deadline so STAR Voting in Lane County gets a fair shot at reaching the ballot. It would be a shame to let the pandemic's impact on high risk activities like canvassing derail this effort.

Dear Lane County Commissioners,

I will be unable to attend the May 25 meeting to deliver a public comment, but I encourage you to extend voting for the Lane County STAR Voting ballot initiative to make up for lost time during the COVID shut-down. Based on early progress and enthusiasm for the initiative prior to the pandemic, it deserves a fair shot at being brought to vote. Please grant STAR Voting for Lane County, petition 20-2019-2, an extension equaling the lost time from the pandemic, so we can continue the democratic process and pick up where we left off. The canvass was officially suspended on March 1st.

Dear Lane County Commissioners,

I am requesting that you extend the time by 14 months for STAR VOTING to collect the requisite number of petition signatures to place our initiative on the ballot. This is the amount of time the Covid pandemic prevented us from collecting signatures. I personally collected a couple thousand petition signatures as a volunteer. I am a strong believer in and letting the voters speak their minds at the ballot box. A favorable ruling by you will be gratefully appreciated.

Prior to the pandemic, STAR Voting for Lane County canvassing volunteers had collected nearly 1/2 of their required signatures with over a year remaining in the 2 year window. Canvassing was halted March 1, after symptoms of Covid began appearing among our volunteers.

Having lost over 14 months, we are ask that you grant STAR Voting for Lane County, petition 20-2019-2, an extension equaling the lost time from the pandemic.

STAR voting will better engage the electorate, while getting more representative results faster and at less expense to the County.
