January 25, 2008 The Honorable Mayor, Tom Leppert Councilmember Pauline Medrano Chairperson, Quality of Life and Government Services Committee City of Dallas 1500 Marilla St., Room 5FN Dallas, Texas 75201 Re: Dallas Urban Forest Advisory Committee Annual Report and 2008 Goals Dear Mayor Leppert and Councilmember Medrano, The members of the City of Dallas Urban Forest Advisory Committee wish to extend our sincere appreciation to you for your continuing support and commitment to the advancement of urban forest initiatives in the City of Dallas. The committee enjoyed tremendous success in reaching many important goals and objectives as well as addressing the many challenges we faced. As a result, we are very pleased to present our Annual Report detailing significant progress in many critical areas. In 2007, committee members, advisors and Citizen Foresters contributed 3,775 hours of expert/professional time as volunteers with a value of $ 284,223.00 toward improving our green infrastructure (details in reference section). To date, the committee raised $79,410.00 in donations and grants. In general, our region is beginning to understand that we are all responsible for the environment we leave for future generations. As a result, the “green” movement is gaining momentum. This bodes well for the future public support of urban forestry in Dallas as well as in our region. Recent scientific research shows that for every dollar ($1.00) spent on urban forestry, over five dollars ($5.00) in benefits are received by the public. As the public learns of the direct correlation between trees and our air quality, stormwater runoff, heat island effect and much more, support for urban forestry will continue to grow. -

Southwestern Medical District Area Plan
STEMMONS CORRIDOR - SOUTHWESTERN MEDICAL DISTRICT AREA PLAN Background he Stemmons Corridor is one of the most important areas in the City of Dallas, encompassing more than 5,000 Tbusinesses, more than 100,000 employees, and producing about one-fourth of the taxes collected by the City of Dallas. Within Stemmons Corridor, the Southwestern Medical District, the World Trade Center, the Dallas Design District and the Southwestern Medical TIF District are all developing master plans for expansion to retain pre-eminence within their respective fields. Of particular interest is the area organized as the Southwestern Medical District. It contains a considerable number of Dallas’ most significant medical facilities. Together these facilities have begun developing a coordinated plan for growth and expansion. Although the medical facilities have been coordinating their plans, there are major opportunities for further economic development within the Stemmons Corridor – Southwestern Medical District Stemmons Corridor area. The Trinity River Plan initiative also has Study Area. an impact on the southern portion of Stemmons Corridor. The Trinity River Plan includes recreational opportunities for pedestrians and bicyclists as well as providing mobility and access between the existing and future DART stations and Trinity River Corridor parks. The vision for the Trinity River is one that encompasses mixed use redevelopment and provides pedestrian, bicyclist and transit access that can be used to support the major employment centers within Stemmons Corridor. Additionally, there are three future DART stations that show potential for residential and mixed-use development. We enrich the lives of citizens by bringing design thinking to areas of our city where resources are most scarce. To do so, [bc] recognizes that it must first understand the social, economic, and environmental issues facing a community before beginning work. EXECUTIVE SUMMARY The U.S. Department of Housing and Urban Development and the United States Supreme Court have both recently verified that race-based, and by proxy class-based, segregation is not only unacceptable but must be actively dismantled. Cities must identify strategies to integrate their neighborhoods, and for good reason: recent studies have demonstrated the overwhelming positive benefits moving to high opportunity areas, places with good schools, lots of jobs and low crime, have on poor children and children of color. Like most large cities, Dallas struggles with housing affordability and creating policies to promote it. Building affordable housing in high opportunity areas can be prohibitively expensive, particularly with limited available land. DART stations across the city and region have under- utilized land in their parking lots. These assets should be utilized to make affordable housing more economically feasible. Dallas has reason to encourage transit-oriented development (TOD) beyond these untapped assets. Developing under-utilized DART parking lots Transit Oriented affordable housing increases ridership, stimulates economic development, puts spending money back in the hands of low-to-moderate income families, and helps promote desegregation. -

Upon completion, the Dallas Circuit Trail will be a 50-mile hike and bike trail within the city that links people to neighborhoods, DART stations, employment centers, natural open spaces and recreation centers. CIRCUIT TRAIL CONSERVANCY THE DALLAS CIRCUIT TRAIL THE DALLAS INTEGRATED CIRCUIT TRAIL More than a decade ago, the City of Dallas created an ambitious master plan for a trail system to unify Dallas and make our city more livable and pedestrian-friendly. While many miles of trail have been built, the current trail system is fragmented as a result of time and budget constraints. Dallas needs a bold new vision for our trails - a truly unified trail system. THE PLAN Turn Dallas’ existing trails into a nationally-recognized and truly premier trail system. By building an additional 11-miles of new, strategically placed connecting trails, we can connect East Dallas, Downtown Dallas and the Trinity River Corridor through a 50-mile loop of hike and bike pedestrian trails. To make this dream a reality, the city needs help from civic-minded individuals, foundations and corporations. THE PURPOSE “Dallas is home to beautiful natural open spaces and destination spots which draw residents and visitors to our active and vibrant city.
