Working Paper: WP/CMPB/1/2020 COUNTRY AND MARINE PARKS BOARD Summary Report of the Country Parks Committee 1. Purpose 1.1 This paper aims to inform members of the major issues discussed at the Country Parks Committee (CPC) meeting held on 12 November 2019. 2. Proposal on Enhancement of Public Toilets in Country Parks 2.1 The Agriculture, Fisheries and Conservation Department (AFCD) has commissioned a consultancy study on “Review of Toilet Facilities in Various Country Parks in Hong Kong, Package 1” in August 2018 with an aim to studying and investigating the options for enhancing the hygiene, convenience, safety and comfort of the toilets in country parks (hereinafter referred to as the Study). In the meeting, the consultants of the Study briefed members on the findings and evaluation on the options for enhancing toilets in country parks and the preliminary recommendations for the ten toilets selected for enhancement. Besides, AFCD introduced the measures that were currently on trial to enhance the facilities and services of toilets in country parks. 2.2 Members appreciated AFCD’s efforts on enhancing the country park toilet facilities and services and they made some suggestions to AFCD, such as to increase the size of toilet compartments, install hooks in each compartments for the convenience of hikers with rucksack, provide light to the toilets as far as possible, etc. AFCD responded positively to these suggestions and indicated that careful considerations would be given to the enhancement of the toilets in country parks. 2.3 Regarding the preliminary recommendations for the ten selected toilets under the Study, members were most interested in the composting sawdust toilet. -

Ecological acoustic recorders obtained 2711 days of recording at 13 sites from December 2012 to December 2014. Humpback dolphin sounds were manually detected on more than half of days with recordings at 12 sites, 8 of which were within proposed reclamation areas. Dolphin detection rates were greatest at Lung Kwu Chau, with other high-occurrence locations northeast of the Hong Kong International Airport and within the Lung Kwu Tan and Siu Ho Wan regions. Dolphin detection rates were greatest in sum- mer and autumn (June–November) and were significantly reduced in spring (March–May) com- pared to other times of year. Click detection rates were significantly higher at night than during daylight hours. -

Summary of Minutes of the 15th Meeting of Tuen Mun District Council (2012-2015) Meeting The Tuen Mun District Council (“TMDC”) held its 15th meeting on 4 March 2014. Meeting between Director of Agriculture, Fisheries and Conservation and Tuen Mun District Councillors 2. The Director of Agriculture, Fisheries and Conservation (“DAFC”) and the representatives of the Department attended the meeting of Tuen Mun District Council (“TMDC”) to brief Members on the work of the Department and listen to the views of Members on items of concern of the local community. Representatives of the Department highlighted five service areas which included: “agriculture”, “fisheries”, “country and marine parks”, “conservation” and “inspection and quarantine”. 3. A number of Members put forward their views and questions on the work of the Department which covered: (a) country parks in Hong Kong; (b) the Sha Chau and Lung Kwu Chau Marine Park; (c) the Hong Kong Global Geopark of China; (d) the Hong Kong Wetland Park; (e) local pig farming, chicken rearing industry, fisheries and agriculture; (f) beef supply; (g) pork prices; (h) avian influenza; (i) bird carcasses; (j) inhabiting of wild birds; (k) agricultural rehabilitation; (l) organic vegetables; (m) stray dogs; (n) illegal feeding of stray cats and dogs; (o) marine safety of the Castle Peak Bay Typhoon Shelter; and (p) human resources of the Department. Adults are about 1-4 mm long, dark-coloured with female possessing piercing and sucking mouthparts. 2. Larvae are aquatic or semi-aquatic, being found in damp places or in mud. Adults can usually hatch in about 40 days but cooler weather will lengthen the process to about several months. Adults rest in dense vegetation and sometimes shady places. They fly in zigzag patterns and seldom fly more than 100 meter from their breeding grounds; however, dispersal by wind is possible. Nevertheless, wind over 5 .6 kilometers/hour and temperatures below 10°C inhibit flying. In fact they are so fragile that cool and dry weather will shorten their longevity. Only female bite but they rarely do it indoors. Since they have short mouthparts, they cannot bite through clothing and so exposed body parts are more often attacked. 3. Irritation caused by bites of these midges can last for days, or even weeks. Scratching aggravates the pruritus and may lead to bacterial infection and slow healing sores. However, biting midges are not considered important vectors of human diseases locally. 4. Different genera ofCeratopogonidae vary in their habits and biology. The control methodology for different genera should be tailor-made so as to enhance the effectiveness of the control measures. Almost all Culicoides ()!f[~/!111) tend to be crepuscular or nocturnal feeders while Lasiohelea (@~)!ill) are diurnal and bite human at daytime. -
