National Forest Policy, Timor-Leste, December 2005 SUPPORT for the FORMULATION of a NATIONAL FOREST POLICY STATEMENT – TIMOR LESTE FORESTRY SECTOR POLICY GOAL, OBJECTIVES and STRATEGIES Introduction The National Development Plan (2002) assigns the Ministry of Agriculture, Fisheries and Forestry (MAFF) as the Government agency having prime responsibility for forestry development. New law defined the Ministry’s mandate and structure in 2002. The National Directorate of Coffee and Forestry (NDCF) is one of three national directorates within the ministry and has broad responsibilities for community forestry, watershed management, forest protection, plantation forestry, protected natural areas development and other aspects of forestry development. The National Development Plan emphasises a sustainable approach to the development and management of the forest resources of the country. It recognizes that forests are important for their biological diversity and that forest conservation is a priority task in forest development planning. National development strategies recognise the limited ability of NDCF to support field programmes and it asserts that they will mainly focus on improving that capability and assist in providing the basic steps that will enable the NDCF to work towards achieving the national objective of sustainable forest management. The strategies also attempt to make a contribution to other relevant Government short-term objectives, such as rural poverty alleviation. The NDCF will make a major contribution towards combating deforestation and forest degradation by initiating, in close cooperation with other sections of MAFF, a series of integrated programmes that will closely involve rural communities. Emphasis will be placed on reducing the adverse effects of shifting cultivation and other pressures on forests and encouraging the participation of communities to protect forests and watersheds. -

Forest Management Planning Basic knowledge Welcome to the Forest Management Planning Module. This module is intended for forest owners and managers wishing to plan SFM activities and to enable monitoring and control. The module provides information and links to tools and case studies, to guide users in planning the implementation of SFM at the forest management unit level. Forest management is the process of planning and implementing practices for the stewardship and use of forests and other wooded land targeted at specific environmental, economic, social and cultural objectives. Forest management planning is a fundamental component of SFM, and it may be required at various scales, from local to national; this module focuses on the local (or forest management unit) scale. The role of forest management planning is to determine and express the objectives of forest management in a specified area of forest and to set out the steps to be taken to achieve those objectives. Forest management planning is important for many reasons. For example, it can: help forest owners and managers identify what they want from the forest and provide an efficient course of action to meet those objectives; provide a means by which stakeholders can participate in forest management and ensure clarity on the roles and responsibilities of the various stakeholders; ensure the existence and functionality of the resource while also increasing its value (e.g. specifying where, how and under what conditions and constraints the resource may be used); save time and reduce costs (e.g. in road construction and wood harvesting); reduce risks and their impacts and avoid potentially costly forest management mistakes (e.g. -

However, roads are one of the main deforestation drivers in the tropics. In this study we analyzed the impact of road investments on both deforestation and jaguar habitat loss, in the Mayan Forest. As well we used these results to forecast the impact of two road investments planned in the region. Our results show that roads are the single deforestation driver in low developed areas, whether many other drivers play and important role in high developed areas. In the short term, the impact of a road in a low developed area is lower than in a road in a high developed area, which could be the result of the lag effect between road construction and forest colonization. -

Assessing the promise and limitations of Joint Forest Management in an era of globalisation: the case of West Bengal.1 Douglas Hill, Australian National University. Introduction This paper seeks to interrogate the claims of the dominant discourses of globalisation with regard to their compatibility with mechanisms for empowering marginalised communities and providing a basis for sustainable livelihood strategies. These concerns are examined from the perspective of the development experience of India, including the New Economic Policy (NEP) regime initiated in India in 1991, and its subsequent structural transformation towards greater conformity with the imperatives of ‘economic liberalisation’. It suggests that the Indian institutional structure of development has been such that resources have been unequally distributed and that this has reinforced certain biases particularly on a caste/class and gender basis. The analysis suggests that these biases have reduced the legitimacy of previous models of resource management and continue to hamper the prospects of current formulations. These concerns are analysed utilising an examination of the management of forest-based Common Property Resources (CPRs) within the context of rural West Bengal, specifically the system of Joint Forest Management (JFM) i. Such an examination is pertinent since those communities dependent upon CPRs for a substantial part of their subsistence requirements are amongst the most vulnerable strata of society. As Agrawhal, (1999), Platteau (1999, 1997) and others have argued, these CPRs function as a “social safety net” or “fall-back position”ii. This should be seen within the broader context of rural development, since the success or failure of the total rural development environment including poverty alleviation programs, agriculture, rural credit and employment (both on and off farm), will influence the relative dependence on these CPRs. -

BRIEFING Desertification and agriculture SUMMARY Desertification is a land degradation process that occurs in drylands. It affects the land's capacity to supply ecosystem services, such as producing food or hosting biodiversity, to mention the most well-known ones. Its drivers are related to both human activity and the climate, and depend on the specific context. More than 1 billion people in some 100 countries face some level of risk related to the effects of desertification. Climate change can further increase the risk of desertification for those regions of the world that may change into drylands for climatic reasons. Desertification is reversible, but that requires proper indicators to send out alerts about the potential risk of desertification while there is still time and scope for remedial action. However, issues related to the availability and comparability of data across various regions of the world pose big challenges when it comes to measuring and monitoring desertification processes. The United Nations Convention to Combat Desertification and the UN sustainable development goals provide a global framework for assessing desertification. The 2018 World Atlas of Desertification introduced the concept of 'convergence of evidence' to identify areas where multiple pressures cause land change processes relevant to land degradation, of which desertification is a striking example. Desertification involves many environmental and socio-economic aspects. It has many causes and triggers many consequences. A major cause is unsustainable agriculture, a major consequence is the threat to food production. To fully comprehend this two-way relationship requires to understand how agriculture affects land quality, what risks land degradation poses for agricultural production and to what extent a change in agricultural practices can reverse the trend. -
