FIFTH FORUM OF THE SPANISH-ITALIAN DIALOGUE Organised by the CIDOB Foundation and the Agency of Research and Legislation (AREL). The Spanish-Italian Dialogue brings together, on an alternating basis in each country, some seventy representatives of civil society, chosen from the political, business and academic worlds, with a carefully-chosen plural and multi- disciplinary composition. Through the initiative of different independent institutions from both countries, this annual meeting began in Genoa in May, 1999, and since then it has been held in Barcelona, and Valencia. The Milan meeting focused on the following topics: the problems and prospects of the stability pact, the large infrastructure networks (transportation and energy) and Europe’s role in the world (Iraq, the Middle East, etc.). The Forum featured a debate among four prominent mayors (those of Barcelona, Milan, and Rome) and interventions from the two countries’ Fifth Forum of the Spanish-Italian Dialogue › Ministers of Foreign Affairs. WAR AND PEACE IN THE 21ST CENTURY: “BUILDING A UNITED AND DIVERSE EUROPE FOR GLOBAL SECURITY” A debate series on Europe’s role in the world, sponsored by the Barcelona City Council and launched in January, 2002, in the perspective of the 2004 Forum of Cultures and organised by the CIDOB Foundation, under the direction of its President, Narcís Serra, and Professor Manuel Castells. The objective of the meeting is to establish a rigorous analytical framework for trying to understand the causes and underlying dynamics of the situation in the world. This year, the meeting dealt with the analysis of the creation of a feeling of European identity. Experts, intellectuals and ranking politicians, both Spanish and from abroad, reflected and debated on a series of questions that dominate the agenda of European construction: What does it mean to be European? Can one speak of a European political, economic and social model? How should difference be managed and integration and diversity be harmonised? Likewise, the participants dealt with Europe’s role in the world: Can Europe make a specific contribution to global governance and security? SECOND EUROPEAN MAYORS CONFERENCE Organised by the Cities Programme of the London School of Economics (LSE) and the CIDOB Foundation’s Aula Barcelona. This meeting brought together 15 mayors from large European cities, who, with several urban experts from London, Barcelona and Washington, debated, exchanged experiences and compared projects. Each mayor presented an emblematic project from his or her city, one which related governability and social cohesion with the processes of immigration and urban segregation, which was subsequently debated with the other mayors and the experts. The aim was to allow the mayors, scholars and experts to freely discuss the trends, models and policies that make up the emerging reality of the “Europe of Cities”. The aim was also to exchange opinions and experiences concerning the interrelationships between social cohesion, governability and urban development. The European Mayors Conference is a meeting of mayors which, in an academic framework and with an informal tone, deals with issues relating to social changes and the physical transformation of cities. It is also a space in which mayors reflect, discuss and are at the centre of a high-level debate, without political, electoral or media-based determining factors. MEETING OF PRIZE LAUREATES, 1950-2004: During the event, which was attended by one thousand people, “THE ROLE OF EUROPE IN THE WORLD” homage was paid to the whole set of winners “The Role of Europe in the World” was the title chosen for the most through an audiovisual presentation, and there was a reading of a prominent meeting that Forum 2004 dedicated to the declaration that was agreed upon through consensus among all of commemoration of, reflection on and analysis of the process of the Charlemagne Prize laureates on the values and role of Europe European construction. LAUNCHING OF THE CIDOB INTERNATIONAL YEARBOOK. 2004 EDITION On the occasion of the launching of the 2004 edition of the CIDOB International Yearbook, the Spanish Minister of Foreign Affairs, Miguel Ángel Moratinos gave a lecture entitled “Spain’s Foreign Action: A Diplomacy Committed to Peace and Effective Multilateralism”. The launching of the Yearbook, dedicated this year to Brazil, also featured interventions by Lourdes Sola, Professor of Political Science at the University of Sao Paolo, on “the economic relations between Spain and Brazil”; and Francisco Luzón, Councillor and Director-General of BSCH, on “Brazil’s role in Latin America”. LAUNCHING OF MED.2003: THE YEARBOOK OF THE MEDITERRANEAN Publishers: The CIDOB Foundation and the European Institute of the Mediterranean (IEMed) Presentation by , President of the Generalitat of Catalonia; Narcís Serra, President of the CIDOB Foundation; de Torres, Bernardino León, Pasqual Maragall, Ricard Pérez Casado, Chairman of the Delegate Committee of Narcís Serra and Ricard Pérez Casado IEMed; Bernardino León, Secretary of State for Foreign Affairs and for Latin America; and Santiago de Torres, Delegate of the Government of the Generalitat of Catalonia in Madrid. This Yearbook offers elements of analysis and reflection on international relations in the Mediterranean, through articles by prominent analysts. It is divided into three main sections: prospects and keys, a central dossier (which in this edition concerns the role of the media in the Mediterranean), and an assessment of the year. It contains complete, up-to-date statistical information on the different Mediterranean countries in its appendices. FROM THE WASHINGTON CONSENSUS TO A NEW WORLD GOVERNABILITY The objective of the seminar was to bring together politicians and experts to arrive at the establishment of a “code of good conduct” for economic reform; to arrive at the proclamation of a kind of Barcelona Consensus that would go beyond the proposals contained in the so-called Washington Consensus and which would include plausible alternatives not only for economic reform but also for advancing toward a larger global governability. The seminar featured the participation of a group of high-level economists, among whom were Joseph Stiglitz, José Antonio Ocampo, Paul Krugman and Dani Rodrik. The seminar produced a final document of conclusions, The Barcelona Agenda on Development, which lays out eight key points in the economic strategy of development. These conclusions were debated the following day at a political round table which included Felipe González and Lionel Jospin, among others. The intention is that the Barcelona Agenda be a point of departure for different debates that would go deeper into and reflect on this subject. For this, the CIDOB Foundation will organise a seminar on “The Development Agenda in Latin America” in 2005.
