Activities and Other Seminars Activities and Other Seminars 35 34 Activities and Other Seminars Activities and Other Seminars 35 > International Seminars FIFTH FORUM OF THE SPANISH-ITALIAN DIALOGUE Organised by the CIDOB Foundation and the Agency of Research and Legislation (AREL). The Spanish-Italian Dialogue brings together, on an alternating basis in each country, some seventy representatives of civil society, chosen from the political, business and academic worlds, with a carefully-chosen plural and multi- disciplinary composition. Through the initiative of different independent institutions from both countries, this annual meeting began in Genoa in May, 1999, and since then it has been held in Barcelona, Rome and Valencia. The Milan meeting focused on the following topics: the problems and prospects of the stability pact, the large infrastructure networks (transportation and energy) and Europe’s role in the world (Iraq, the Middle East, etc.). The Forum featured a debate among four prominent mayors (those of Barcelona, Milan, Madrid and Rome) and interventions from the two countries’ Fifth Forum of the Spanish-Italian Dialogue › Ministers of Foreign Affairs. WAR AND PEACE IN THE 21ST CENTURY: “BUILDING A UNITED AND DIVERSE EUROPE FOR GLOBAL SECURITY” A debate series on Europe’s role in the world, sponsored by the Barcelona City Council and launched in January, 2002, in the perspective of the 2004 Forum of Cultures and organised by the CIDOB Foundation, under the direction of its President, Narcís Serra, and Professor Manuel Castells. The objective of the meeting is to establish a rigorous analytical framework for trying to understand the causes and underlying dynamics of the situation in the world. This year, the meeting dealt with the analysis of the creation of a feeling of European identity. Experts, intellectuals and ranking politicians, both Spanish and from abroad, reflected and debated on a series of questions that dominate the agenda of European construction: What does it mean to be European? Can one speak of a European political, economic and social model? How should difference be managed and integration and diversity be harmonised? Likewise, the participants dealt with Europe’s role in the world: Can Europe make a specific contribution to global governance and security? War and Peace in the 21st Century › 36 Activities and other seminars SECOND EUROPEAN MAYORS CONFERENCE Organised by the Cities Programme of the London School of Economics (LSE) and the CIDOB Foundation’s Aula Barcelona. This meeting brought together 15 mayors from large European cities, who, with several urban experts from London, Barcelona and Washington, debated, exchanged experiences and compared projects. Each mayor presented an emblematic project from his or her city, one which related governability and social cohesion with the processes of immigration and urban segregation, which was subsequently debated with the other mayors and the experts. The aim was to allow the mayors, scholars and experts to freely discuss the trends, models and policies that make up the emerging reality of the “Europe of Cities”. The aim was also to exchange opinions and experiences concerning the interrelationships between social cohesion, governability and urban development. The European Mayors Conference is a meeting of mayors which, in an academic framework and with an informal tone, deals with issues relating to social changes and the physical transformation of cities. It is also a space in which mayors reflect, discuss and are at the centre of a high-level debate, without political, electoral or media-based determining factors. Conclusions ABSTRACT The paper offers a first analysis of the recent plan to establish a Conference on the Future of Europe to reform the European Union (EU), comparing this initiative with two historical precedents to relaunch the EU – namely the Conference of Messina and the Convention on the Future of Europe – and considering the legal rules and political options for treaty reform in the contemporary EU. To this end, the paper overviews prior efforts to reform the EU, and points out the conditions that led to the success or failures of these initiatives. Subsequently it examines the technicalities of the EU treaty amendment rules and emphasizes the challenge towards treaty reform resulting from the need to obtain unanimous approval by all member states. The paper then assesses the increasing tendency by member states to use inter-se international treaties – particularly in response to the euro-crisis – and underlines how these have introduce new ratification rules, overcoming unanimity. Drawing lessons from these precedents, finally, the paper suggests what will be a condition for the success of the Conference on the Future of Europe, and argues that this should resolve to draft a new treaty – a Political Compact – designed to push forward integration among those member states that so wish.

The history of the U.S. monetary/fiscal union is often given as a template for Europe. In this paper we describe how the push towards creation of the American fiscal union was long and arduous—it took from 1790 to the mid-1930s. In the European case, unlike the U.S. story, there is strong opposition to creating a fiscal union because members fear the loss of sovereignty that is entailed. As a compromise between the status quo and a U.S. style fiscal union we highlight a series of measures which amount to partial fiscalization. These include: a banking union; a tax union; a capital markets union; a social security union; an energy union; and a military union. These fiscalizations can be viewed as a variety of insurance mechanisms in which different risks for different participants are covered. Each taken by itself may produce substantial objections from those who fear that someone else’s risks are being covered at their expense. The answer to such objections may be to think not in terms of partial but comprehensive reform packages as are often negotiated in the sphere of international trade. Among the distinguished speakers will be former EP Presidents Enrique Barón Crespo, Pat Cox, and Klaus Hänsch, Monica Frassoni, Co-chair of the European Green Party, Alain Lamassoure, Member of the European Parliament, Íñigo Méndez de Vigo, member of the Spanish Parliament, as well as nearly 20 ex-MEPs brought over by the European Parliament’s Former Members Association. The Conference is jointly organised by the Alcide de Gasperi Research Centre and the Historical Archives of the European Union, with the support of the EUI Robert Schuman Centre, the EUI School of Transnational Governance, the Rome Office of the Konrad-Adenauer-Stiftung, the Association ‘Friends of the Historical Archives of the EU’, the European Parliamentary Research Service, the European Parliament’s Office in Rome, and the European Parliament’s Former Members Association. Since the first direct elections to the European Parliament in 1979, the political and institutional relevance of this institution has steadily grown.
