RESUME OF BUSINESS TRANSACTED DURING THE EIGHTH SESSION OF THE THIRTEENTH KERALA LEGISLATIVE ASSEMBLY The summons dated March 1, 2013 for the Eighth Session of the Thirteenth Kerala Legislative Assembly was issued to the Members on March 2, 2013. The session commenced at 9.00 a.m. on Friday, March 15, 2013 and adjourned sine-die at 7.14 p.m. on Wednesday, April 10, 2013. The House met on the following days viz., March 15, 18, 19, 20, 21, 22, 25, 26 April 1, 2, 3, 9, 10 (13 days of sittings). The House transacted business for 92 hours and 51 minutes. Obituary Reference On March 18, 2013, the Speaker made references on the demise of C.O. Poulose former member of Rajya Sabha. As a mark of respect to the deceased, the members stood in silence for a while. On April 9, 2013, the Speaker made reference on the demise of S. Ramachandran Pillai, former member of Kerala Legislative Assembly. As a mark of respect to the deceased, the members stood in silence for a while. Message from the Governor On March 18, 2013, the Speaker reported to the Assembly the Governor’s reply to the Motion of Thanks which was adopted by the House on February 7, 2013. Panel of Chairmen The following members were nominated to the Panel of Chairmen for the session: Shri Varkala Kahar Shri M. Ummer Shri Mullakkara Retnakaran Questions Details regarding the number of questions received and the number of questions answered on the floor of the House etc., are given in Appendix I and IA. 1079/2013. 2 Correction of answers to Unstarred Questions On 18th March, 2013 corrected Answers to Unstarred Question No. 256(c), (d), (e) dated 10-12-2012 of the Sixth Session of Thirteenth Kerala Legislative Assembly were laid on the Table by the Minister for Home and Vigilance. On 9th April, 2013 corrected Answer to Unstarred Question No. 74 of the Fourth Session of the Thirteenth Kerala Legislative Assembly was laid on the Table by the Chief Minister. Adjournment Motion During the session 11 notices of Adjournment Motion were received. Out of which one was taken up for discussion, the details of which is given below. The remaining 10 notices were not admitted during the session. On April 10, 2013, the Speaker informed the House that Shri M. Chandran and four other members have given notice for moving of an adjournment motion regarding the serious situation that has arised due to the reported inaction on the part of the Government to extend relief measures to solve the crisis being faced by people, consequent on the severe drought that has affected the State leading to the drying up of water sources, destruction of crops and spreading of diseases. As the Cheif Minister expressed the readiness of the Government to discuss the matter, Shri M. Chandran moved the adjournment motion and a discussion was held. Shri Adoor Prakash, Minister for Revenue and Coir, Shri Shibu Baby John, Minister for Labour and Rehabilitation, Shri K. C. Joseph, Minister for Rural Development, Planning, Culture and NORKA, Shri P. J. Joseph, Minister for Water Resources and Shri Oommen Chandy, Chief Minister replied to the points raised in the discussion. Then the motion was withdrawn by the leave of the House. Details of adjournment motions in respect of which consent was withheld after hearing the views of Ministers concerned on the floor of the House are given in Appendix II. Is there any evidence that Thamarakshan discriminated/harassed Christians? RESPONSE 1. Could you please provide details of his political activities? Research undertaken using the resources available to the Tribunal identified one person with the name Thamarakshan who is involved in politics in Kerala State, India. This person is Professor A.V. Thamarakshan. The Election Commission of India first records his involvement in an election in 1977, when he won the seat of Mararikulam in the Kerala Assembly as a member of the Revolutionary Socialist Party (RSP). This seat he won again in the 1980 and 1982 elections (‘Election Results for 99 – Maraikulam Assembly Constituency’ (undated), Election Commission of India website http://www.eci.gov.in/ElectionAnalysis/AE/S11/partycomp99.htm – accessed 25 August 2006 – Attachment 1). He then changed to stand for the Haripad seat, and in 1987 and 1991 elections came second.

(Press Trust of India photo) Kochi/Munnar: The nine­day agitation by women tea plantation workers in Munnar ended today with the management of Kanan Devan Hills Plantations company agreeing to the agitators' major demands in a marathon discussion chaired by Chief Minister Oommen Chandy. Talking to reporters after the parleys, Mr Chandy said that though the management had raised "certain technical and economic issues" regarding the agitators' demand for 20 per cent bonus, they had agreed with the government's position on the matter. "The management said it would accept it as a special case if the government declares that 8.33 per cent bonus and 11.67 ex gratia (total 20 per cent) will be given to the workers. "Based on this understanding, all the stakeholders, including approved trade unions, representatives of the agitating women and elected representatives of the people, reached an agreement," Mr Chandy said. Regarding the plantation workers' demand for a hike in wages, the chief minister said that "a meeting of the Plantation Labour Committee will be convened on September 26 and the issue will be addressed through that mechanism". State Labour Minister Shibu Baby John will attend the meeting, Mr Chandy said. Several rounds of separate discussions were held in Kochi since morning between the government, the company's management and representatives of workers after which a final, consensus decision was arrived at in the presence of the Chief Minister.

ADOOR PRAKASH: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमा셍ग मंत्री be pleased to state: (a) the present status of the construction of new by-pass on NH-66 in Attingal, Kerala by the National Highways Authority of India; (b) whether 3-A notification has been issued for Kazhakkuttam - Kadambattukonam stretch of NH-66 in which Attingal by-pass is proposed and if so, the details thereof; (c) whether the Government of Kerala has agreed for cost sharing in the national highway development projects in the State and if so, the details thereof; and (d) whether the Union Government proposes to take immediate measures for land acquisition and completion of the project without any delay and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Various National Highways of Kerala are identified under Economic Corridors (about 720 km), Inter-corridor Route (about 128 km), National Corridor (about 118 km), etc. of Bharatmala Pariyojana in order to optimize the efficiency of freight and passenger movement. This also includes construction of Bypass at Attingal. (b) The procedure for 3-A notification in this regard has been initiated. (c) to(d)The Government of Kerala has agreed to share 25% land acquisition cost for up-gradation of NH-66 in the State of Kerala. A Financial Participation Agreement to this effect has also been signed in October, 2019 amongst Government of India, Government of Kerala and Kerala Infrastructure Investment Fund Board (KIIFB) with provisions of various modalities adopted in this regard for expeditious land acquisition.

Kerala is emerged and flourished under the Hindu Brahman religion. The process of formation of Kerala culture as a regionalized community of culture also was parallel to those that evolved politically and linguistically in almost all other parts of India. In Kerala, caste ranking places the Nambudiri at the peak of the ritual hierarchy who hold a command ritual status. The most important caste ranking below the Nambudiri is the Nayar, the traditional warrior.
