Brown, Advisor Between 1984 and 1991, heavy metal became one of the most publicly popular and commercially successful rock music subgenres. The focus of this dissertation is to explore the following research questions: How did the subculture of heavy metal music between 1984 and 1991 evolve and what meanings can be derived from this ongoing process? How did the contextual circumstances surrounding heavy metal music during this period impact the performative choices exhibited by artists, and from a position of retrospection, what lasting significance does this particular era of heavy metal merit today? A textual analysis of metal- related materials fostered the development of themes relating to the selective choices made and performances enacted by metal artists. These themes were then considered in terms of gender, sexuality, race, and age constructions as well as the ongoing negotiations of the metal artist within multiple performative realms. Occurring at the juncture of art and commerce, heavy metal music is a purposeful construction. Metal musicians made performative choices for serving particular aims, be it fame, wealth, or art. These same individuals worked within a greater system of influence. Metal bands were the contracted employees of record labels whose own corporate aims needed to be recognized.

(-1.0%) Absolute Radio’s reach has grown by 224,000 to over 1.6 million, an increase of 16.3% Yr on Yr and stable Qtr on Qtr (-0.3%) Absolute Radio has grown it’s reach by 6% in London to 816,000 Qtr on Qtr, up 21% Yr on Yr. The Christian O’Connell Breakfast Show has increased to 1.2 million reach, up significantly by 22.7% Yr on Yr and 6.2% Qtr on Qtr. 71% of Absolute Radio’s Network total listening is now via a Digital platform, against a industry average of 29% The Absolute Radio Network has posted a solid performance this RAJAR, significantly increasing its reach by over a quarter (27%) year on year - taking the station to 2.8 million listeners. On the quarter, the station has remained steady (-1.0%). Absolute Radio Network’s hours have risen to 18.9 million, an increase of 18.6% year on year with only a dip on the quarter of 7.2%. The Absolute Radio station now has a 1.6 million reach, an increase of 16.3% year on year, and again, stable on the quarter (-0.3%). The station has 11.2 million hours, an increase of 18.1% year on year and 8.8% on the quarter.

Without these documents, the best investigative reporting in the world could not have produced a book, and the secrets of CIA mind-control work would have remained buried forever, as the men who knew them had always intended. From the documentary base, I was able to expand my knowledge through interviews and readings in the behavioral sciences. Neverthe- less, the final result is not the whole story of the CIA's attack on the mind. Only a few insiders could have written that, and they choose to remain silent. I have done the best I can to make the book as accurate as possible, but I have been hampered by the refusal of most of the principal characters to be interviewed and by the CIA's destruction in 1973 of many of the key docu- ments.

This relates to performance up to the end of the first quarter 2015/16. 2 Financial Implication(s) 2.1 There are no direct financial implications for the Council arising from this report. Any decisions around capital expenditure are dealt with by specific reporting. 3 Recommendation(s) 3.1 It is recommended that the Panel note the report 4 Background 4.1 Welwyn Hatfield Community Housing Trust was set up on 1 April 2010. A management agreement sets out the roles and responsibilities of the Trust. Each year the Trust and the council agree a Delivery Plan, which sets out the aims and objectives for that year. 4.2 As part of the Monitoring Framework timely performance management information will be reported to this committee each quarter. The committee has requested that full statistics for all the service areas managed by the Trust are presented twice a year (at close of Quarter Two and Quarter Four). 4.3 In addition, a detailed presentation, setting out how a particular area of service is managed, will be presented twice a year (at close of Quarter One and Quarter Three. 4.4 The monitoring framework will ensure that: • The Trust delivers the key goals and objectives set out in the Annual Delivery Plan • The best possible service is provided for the customers and the wider community • The Trust delivers continuous improvement in the services it provides and the way these are delivered.

II ABSTRACT Title: The Evolution of British Asian Radio in England: 1960 – 2004 Author: Gloria Khamkar This doctoral research examines the evolution of British Asian radio in England from 1960 to 2004. During the post-war period an Asian community started migrating to Britain to seek employment as a result of the industrial labour shortage. The BBC and the independent local radio sector tried to cater to this newly arrived migrant community through its radio output either in their mother tongue or in the English language. Later, this Asian community started its own separate radio services. This research project explores this transformation of Asian radio, from broadcasting radio programmes for the Asian community on existing radio stations, to the creation of independent local and community radio stations, catering to the Asian community exclusively in England. Existing research concentrates on the stereotype images and lack of representation of Asian community on the British radio; it lacks a comprehensive overview of the role of radio during the settlement period of the newly migrant Asian community.
