The energy reserves and production potential of the Caspian The issue of Caspian energy development has been dominated by four factors. The first is uncertain oil prices. These pose a challenge both to oilfield devel- opers and to the promoters of pipelines. The boom prices of 2000, coupled with supply shortages within the Organization of the Petroleum Exporting Countries (OPEC), have made development of the resources of the Caspian area very attractive. By contrast, when oil prices hovered around the $10 per barrel level in late 1998 and early 1999, the price downturn threatened not only the viability of some of the more grandiose pipeline projects to carry Caspian oil to the outside world, but also the economics of basic oilfield exploration in the region. While there will be some fly-by-night operators who endeavour to secure swift returns in an era of high prices, the major energy developers, as well as the majority of smaller investors, will continue to predicate total production costs (including carriage to market) not exceeding $10–12 a barrel. The second is the geology and geography of the area. The importance of its geology was highlighted when two of the first four international consortia formed to look for oil in blocks off Azerbaijan where no wells had previously been drilled pulled out in the wake of poor results.1 The geography of the area involves the complex problem of export pipeline development and the chicken- and-egg question whether lack of pipelines is holding back oil and gas pro- duction or vice versa. -

Abstract The Nagorno‐Karabakh territorial dispute is one of the longest inter‐ethnic conflicts from the former Soviet Union, devastating Azerbaijan and Armenia since 1988. The geographic location complicates the situation from a geopolitical perspective by bringing several outside stakeholders to the discussion table. The efforts of one key organization to mitigate the conflict, the Minsk Group, have been questioned by both Armenia and Azerbaijan. The Minsk Group was established in 1992 to provide a peaceful resolution to this territorial dispute by the Organization for Security and Cooperation in Europe. Competing regional and international interests further complicate this stalemate and finding a single resolution that fits all involved parties’ interests has been an arduous path. This paper explores the complexities of this conflict, discusses if Minsk Group should continue leading negotiation efforts, and proposes possible courses of actions for the international community to take with these countries. Background and Involved Parties The inter‐ethnic tensions between Armenia and Azerbaijan over the Karabakh region can be traced back to the Russian Empire and the Soviet Union era (Migdalovitz 2001, 6). For a brief period in 1921, Nagorno‐Karabakh (NK) was part of Armenia before Stalin acknowledged their ties to Azerbaijan (ibid). -

Key Considerations for Returns to Nagorno-Karabakh and the Adjacent Districts November 2020 With the latest developments in the Nagorno-Karabakh (NK) region and seven adjacent districts, the issue of return of persons originating from these areas (IDPs and refugees1), who were displaced in the past and most recent conflicts, has emerged as a new core issue that is also specifically mentioned, along with UNHCR’s supervisory role in this regard, in the statement on cessation of hostilities issued by the parties on 9 November 2020 under the auspices of the Russian Federation.2 Regarding specifically the return of IDPs from Azerbaijan, according to different sources, the Azeri authorities developed in 2005 broad elements of an IDP return concept, together with international agencies, which emphasizes the principle of voluntary returns in dignity and safety.3 No such plan exists for the return of refugees and persons in a refugee-like situation in Armenia, as the displacement of the Armenian population from NK only took place recently. It is also to note that the recent developments in NK do not open the possibility for the return of ethnic Armenian refugees and former refugees, who were displaced in the early 1990s from Baku, Sumgait and other parts of Azerbaijan, nor for the return of ethnic Azeris who left Armenia proper and settled in Azerbaijan and were since naturalized. The purpose of this note is to spell out the basic parameters to be considered under international law for these returns with a view to inform UNHCR and the UN’s possible support and assistance role. -

Unofficial translation LAW OF THE REPUBLIC OF AZERBAIJAN “ON STATUS OF REFUGEES AND FORCIBLY DISPLACED (PERSONS DISPLACED WITHIN THE COUNTRY) PERSONS” CHAPTER I GENERAL PRINCIPLES Article 1. Basic concepts used in this Law. The basic concepts used in this Law have the following meanings: The term “Refugee” shall apply to person who owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it. The term Forcibly Displaced Person (FDP) (person displaced within the country) shall apply to any person who has moved to another place being forced to leave his/her permanent residence within the territory of the Republic of Azerbaijan in connection with military aggression, natural or technological disaster. The FDP status can be granted according to decision of appropriate executive authority to the citizen of the Republic of Azerbaijan, being forced to leave the place of the permanent residence in the other country and came to the Republic of Azerbaijan by the reasons, indicated in part 1 of this Article. Article 2. Conditions when status of refugee is not granted. The status of refugee is not granted to the following persons: • If the person committed a crime against peace, a war crime, or a crime against humanity and mankind as defined in the international law; • If the person committed a serious non-political crime outside of the Republic of Azerbaijan prior to his/her arrival in the territory of Azerbaijan; • If the person is considered guilty in making the actions, which contradict to the purposes and principles of United Nation. -

DOI : 10.14746/pp.2017.22.3.11 Rusif HUSEYNOV ThePoliticon.net, Azerbaijan Azerbaijan – Kazakhstan relations: current situation and prospects1 Abstract: Azerbaijan and Kazakhstan should not be seen as two states which are close because of their Soviet past. In fact, the titular ethnic groups of Azerbaijan and Kazakhstan – Azerbaijanis and Kazakhs – come from a greater Turkic family. Azerbaijani-Kazakh brotherhood takes its roots from the very origins of the Turkic peoples that spread from the Altai Mountains and has been cemented by the Islamic factor. Maintaining maritime borders through the Caspian Sea, Azerbaijan and Kazakhstan are important nations for one another. Azerbaijan is seen as a bridge for Kazakhstan to access Turkey and Europe, while Kazakhstan offers Azerbaijan routes to Central Asia and China. The two countries attach great importance to their mutual relations, both bilateral and within vari- ous international organizations. These relations have only increased and not experienced any downturns or problems in the past 25 years. Kazakhstan recognized the territorial integrity of Azerbaijan, which is an important deal for Azerbaijan in its current conflict with neighboring Armenia. The countries even reached an agreement on the legal status of the Caspian Sea quite rapidly, while similar accords are still absent with other littoral countries. They are both interested in developing an East-West transport and energy corridor, enjoying a favorable geopolitical location that could serve as a bridge between the continents. The Programme for International Student Assessment (PISA) is a triennial survey of 15-year-old students that assesses the extent to which they have acquired the key knowledge and skills essential for full participation in society. The assessment focuses on proficiency in reading, mathematics, science and an innovative domain (in 2018, the innovative domain was global competence), and on students’ well-being. What students know and can do in reading • In Baku (Azerbaijan), 40% of students attained at least Level 2 proficiency in reading (OECD average: 77%). At a minimum, these students can identify the main idea in a text of moderate length, find information based on explicit, though sometimes complex criteria, and can reflect on the purpose and form of texts when explicitly directed to do so. • Some a negligible percentage of students in Baku (Azerbaijan) were top performers in reading, meaning that they attained Level 5 or 6 in the PISA reading test (OECD average: 9%). -
Resolution in Recognition of Artsakh and in Support of Academic Leniency for Students Affected by the Ongoing Armenia-Azerbaijan Conflict
RESOLUTION IN RECOGNITION OF ARTSAKH AND IN SUPPORT OF ACADEMIC LENIENCY FOR STUDENTS AFFECTED BY THE ONGOING ARMENIA-AZERBAIJAN CONFLICT WHEREAS, this council stands in solidarity with the University’s Armenian student population and recognizes the impact that the ongoing conflict between Azerbaijan and Armenia has on their wellbeing. WHEREAS, ancestral Armenian lands were colonized by Turkic empires from the 1000s to the 1700s, resulting in the displacement of many indigenous Armenians. In the historical Armenian region of Artsakh, the indigenous Armenians largely retreated to the highlands of Artsakh by the 1700s. Indigenous Armenians were also subject to ethnic cleansing at the hands of Turkey from 1915-1923, a genocide that remains unrecognized internationally to this day, despite having lasting effects on Armenians globally. WHEREAS, Soviet authorities drew state borders such that the Armenian-inhabited highlands of Artsakh were placed into Soviet Azerbaijan in 1923. Most of these lands were drawn into the Nagorno-Karabakh Autonomous Oblast (NKAO), whose population was 89.1% Armenian in 19261. Notably, neighboring Armenian regions in Artsakh such as Shahumyan were excluded from the NKAO and lacked all autonomy in Soviet Azerbaijan. For decades, the Armenians of the NKAO were subject to economic and cultural discrimination by Soviet Azerbaijan and petitioned the Central Soviet repeatedly to be transferred to Soviet Armenia to no avail. Meanwhile, the Azerbaijani SSR settled Azerbaijanis into the NKAO to reduce the Armenians’ demographic majority, which fell to 75.9% in 1979.2 WHEREAS, following the rise of the democratic movement for the self-determination of the Armenians of Nagorno-Karabakh in 1987-88, Soviet Azerbaijani and later central Soviet authorities began violently persecuting and suppressing ethnic Armenians. -
