Intoduction of Pcsos at Reading Railway Station BRISTOL AREA NEIGHBOURHOOD POLICING TEAM (NPT) BASED AT BATH SPA RAILWAY STATION Background First Great Western (FGW) has funded a new team of Police Community Support Officers. This agreement means that the British Transport Police Authority have entered into an agreement with First Great Western to provide a specific level and type of policing. This enhanced service has been agreed by the Chief Constable and paid for outside the charges raised for general policing. The team are based at Bath Spa Railway Station. It consists of seven Police Community Support Officers (PCSO’s) (one part-time), two police officers and is supervised and managed by the co-ordinator Police Sergeant Mark Harris. After recruiting, training and the accommodation being ready at Bath the NPT went fully operational on 6th October 2008. BTP Bristol Area: Bristol Temple Meads is the main arterial station to the South-West. The Bristol police office covers the whole of Avon, Somerset and Wiltshire, plus parts of Gloucestershire and Dorset. From a crime point of view this area has a mixed proportion of offences ranging from serious crime such as robberies, assaults, sexual offences, graffiti and anti social behaviour. It also suffers from a high proportion of low level type crime such as low level disorder, theft, trespass and stone throwing. The Bristol office is currently a 24 hour 365 day station with an establishment of 1 Inspector, 5 sergeants and 16 police officers. Also a CID strength of 1 Insp. 1 Sgts. and 4 detectives. The new NPT team is responsible for high visibility policing along with the allocated police officer. Both will have a reassuring effect and will be able to deal with all levels of crime and disorder. However, the police officers have the flexibility to deal with the more serious matters and make arrests when necessary. The PCSOs have the powers (including a 30 minute detention power with conditions) and training to deal with the less serious matters thus reducing the amount of time they spend away from patrol. Policing Strategy The six PCSO’s are split into two groups of three and are assigned to work with the one dedicated police officer. The Coordinator, Sgt. Mark Harris manages and supervises the team on a daily basis and he is overseen by the Officer in Charge at Bristol, Insp. Andy Irwin-Porter. The team are using the new office at Bath as a base from where there is an East / West divide. The East side takes in the main London line stations of Chippenham and Swindon and stations on the Portsmouth line down as far as Warminster. The team leader is PC Mark Jukes, with PCSO’s James Lucas, Jon Gale and James Turner. The West side, towards Bristol, takes in the small stations of Oldfield Park and Keynsham. Then the Severn Beach line stations, Filton Abbey Wood, Patchway, Bristol Parkway and Yate. The team leader is PC Prav Tailor, with PCSO’s Tim Vousden-White, Anthony Dooley and Mark Taylor Although time is spent there, Bristol Temple Meads is not being adopted by the NPT at this stage as it is covered by the main police office and may be considered as “one station too many” in the early stages. One of the primary aims of the team is to provide a high visible presence and offer reassurance to the public and staff around the late night trains leaving Bath. There have often been instances of anti-social behaviour and drink related problems on the station in the evenings especially at weekends. (See roster) At this stage, as the Bath office does not have facilities for changing, the PCSO’s book on at their local stations, liaise with staff and patrol if necessary, then travel to Bath Spa for daily briefing and deployment. The briefing is conducted by the Coordinator or the Police Officer in Charge. The NPT coordinator has established a tasking meeting with First Great Western. This is held on a monthly basis. Tasking can be requested and issues are discussed. Tasking is intelligence led and agreed by both FGW and BTP. Bids for resources from other First Great Western station managers are encouraged so that emerging or established problems at other stations can be tackled. They are both responsible for investigating allegations of crime; however the PCSOs are restricted to dealing with the limited powers they have been granted such as anti social behaviour, trespass and stone throwing. The police officers conduct enquiries into the more serious investigations that fall outside their legal remit. The PCSOs are not allowed to drive police vehicles, except in exceptional circumstances, and conduct the majority of their patrols at stations and on trains. Police officers will be primarily responsible for reassurance patrols and responding to any requests for police through the use of train patrols or a vehicle. The officers and PCSOs work together with First Great Western staff to reduce instances of crime whilst remaining impartial as office holders. Key performance indicators detailing the activities and work returns of the team are produced monthly and are available to stakeholders. Monthly crime figures are also produced and broken down where necessary in problem areas to initiate the appropriate policing and partnership response. PACT meetings, involving staff, retailers and the local community have been introduced at the major stations and surgeries in the smaller ones. Introduction to Neighbourhood teams: The role of the Neighbourhood teams is in line with a community based policing programme that was adopted by the Home Office in 2003 which focuses on a small team of police officers and community support officers dealing with local problems. The emphasis is about the Neighbourhood team as a whole dealing with issues affecting a local community, getting to know the community and working with the community to tackle and prevent crime and disorder. Although the model was initiated for problems around geographical neighbourhoods, the concept has been applied successfully to other more general areas such as railway lines and their associated communities, dockland areas and marine communities. Officers are dedicated to particular projects with abstractions for other policing duties only accounting for 15% of their patrol time. It has been acknowledged that the police service on its own cannot effectively combat or prevent crime. A local Neighbourhood team is expected to work with local groups and partners from the specific area on a joint basis so that a global or group approach can be implemented to deal with crime and disorder. This enables local groups to tackle local problems with input from a local community. The overall goal is for crime to be reduced, crimes to be detected and to enable people to feel safe. The fear of crime is in fact more than actual crime levels. As a nation (and as a railway) crime is actually going down. However, the fear of crime is going up which often makes people feel that there is more crime than the reality. Neighbourhood teams are designed to deal with this problem and to reassure people that there is a local police presence who are aware of and can deal with local problems. The presence of the NPT means that there is a policing presence that has the powers available to deal with local problems such as minor crime and disorder which on their own can fuel the fear of crime. From a cost point of view a PCSOs are also cheaper and easier to train than a police officer and their duties ensure that they are not bogged down with administrative matters concerned with prosecutions, but are available for patrol and reassurance duties. Advantages of a Neighbourhood Policing Team Greater visible police presence Reassuring effect on passengers to make them feel safe when using the railway Local knowledge of offenders and crime trends Single point of contact for passengers, staff and the community around the railway Ability to deal with minor as well as more serious incidents Ability to concentrate fully on local problems on the First Great Western area Increase in the amount of crimes being detected under current performance targets Reduction in the levels of crime across First Great Western Ability to make local contacts and links to form partnerships with First Great Western and others associated with or using the railway to assist in general duties and to promote intelligence led policing. Maintain and promote links with local police forces. The current BTP team based at Bristol have already developed an excellent working relationship with the Avon & Somerset, Wiltshire, Dorset and Gloucester forces and the Crown Prosecution Service in those areas. I have also attached a chart showing the rise in passages numbers of the Manchester tram Metrolink, which has increased the numbers traveling by tram almost every year and now stands at 44.3 million journeys in the 2019/20 financial year. Introduction and description of the Character Area General description and form This document is a character appraisal for the City Centre Character Area of Bath Conservation Area. Bath City Centre Character Area sits on a shallow ridge sloping down to a meander of the River Avon; its form is a central polygon extending from Bath Spa railway station in the south to George Street in the north. From this polygon two arms extend roughly in a ‘V’ shape: one following the Avon north-west to Norfolk Crescent, the other following it in the opposite direction north almost to Cleveland Bridge. Bath City Centre includes the walled mediaeval city overlaying a Roman settlement centred on the natural hot springs. It therefore contains the Roman Baths and Pump Room, Bath Abbey, Pulteney Bridge and the main shopping areas from Southgate to Milsom Street and Broad Street.
