This handbook will provide you with all the information you will need to have the best experience in Hay River!

On behalf of the 2018 Host Society I want to welcome you to the 2018 South Slave Arctic Winter Games! As a past Arctic Winter Games athlete and coach, I know the tremendous effort it has taken each of you to get to this point in your Games journey.

Just as you have been preparing for the 2018 Games, the communities of Hay River and Fort Smith, and our friends from other communities, have been pre- paring for this day. Over the last three years, volunteer committees and staff have been working tirelessly to plan and organize a Games that you are sure to enjoy and remember. It is guaranteed to be a fast-paced week of intense com- petition and exciting cultural performances, so please enjoy every moment!

I am tremendously proud to welcome you to the magnificent South Slave Re- gion and I wish you the very best of luck in all your pursuits! I know that each of you will Find Your Power through your participation at the 2018 Games!

1. GENERAL

• House rules apply to all participant accommodation, including food services, athlete enter tainment, and athlete lounges. • Any violations or problems will be report to Mission Staff, Accommodation Staff, Village Mayor or Security volunteer.

2. ACCOMMODATION

• Curfew for participants (athletes, coaches and chaperones), will be 11:00pm nightly. • Exceptions will only be made if received in writing from Mission Staff. • QUIET TIME in all Athlete Villages is a strict 11:00pm (23:00) • LIGHTS OUT is Midnight (12:00am) • All rooms will be locked at all times. Please request a door opening from the Mayor or a security volunteer. Participant badge must match room list on door. • All rooms will lock automatically upon exit. • No food permitted in any rooms. Food may be eaten in lounge space but participants are responsible for putting garbage in trash bins. • No alcohol will be allowed in any rooms. • No smoking will be permitted in any room. Smoking must be done outside in designated smoking areas, as designated by signs (minimum 25 feet away from nearest building entrance). • Fire doors are to remain in closed/secure position. Door propping is not permitted. • Only those registered as participants and accredited may stay in accommodation provided. • Visitors will not be permitted in accommodation venues. Participants must meet with visitors in non-restricted areas. • All rooms are set up with bunk beds. These are not to be altered. Mattresses are to remain on the bunk beds. Sheets and sleeping bag are provided to each guest.

3. ENTRY TO ACCOMMODATION

• Accreditation badge must be worn at all times. • All persons entering the accommodation venue must go through an Access Control point and show their accreditation badge. Access control will verify its authenticity and that it is properly coded for access to that specific accommodation venue. • Security and Access Control will ask for participants to show their badge if it is not clearly visible.

4. STORAGE

• Coaches/Managers/Chaperones will be responsible for storage of athletes’ personal items and sports equipment. • Security personnel WILL NOT hold or store any personal item on behalf of anyone. • Delegations will have a tote at the Village Mayor desk where they can sign in/out their valuable when they leave the village. PERSONAL PROPERTY

• Participants are solely responsible for their personal items and are urged to keep valuables in a secure location and label all personal items. • The Mayor’s Office at each Athlete’s Village will have a Lost and Found. Lost and Found locations will be identified at each venue.

CUSTODIAL

• Outdoor footwear is to be removed upon entry of Athlete’s Village and carried to be stored in participant’s room. A boot mat will be provided in each room. • Each room will have a garbage bin. Extra garbage bags will be available upon request. • Recycling bins will be located throughout the Athletes’ Villages. • It is the responsibility of participants to keep rooms clean. Janitorial services will maintain public areas of the accommodation venue as well as portable toilets and showers, but it is the expectation that participants will use garbage and recycling bins. • Cleaning supplies will be provided by request at the Village Mayor’s Office. • It is at the discretion of the Mayor to do room checks and will report any rooms that are not up to dorm policy or hygiene standards to Mission staff. ATHLETE SERVICES TRANSPORTATION

The accommodation pickup location for DJSS, Harry Camsell, Princess Alexandra and Ecole Boreal Vil- lages will be in between Princess Alexandra and Harry Camsell School. Participants are encouraged to keep their bag check items to a mini- mum to help prevent delays and misplaced items.

If an athlete loses their accreditation, they will need to contact their appropriate mission staff and accompany them to the accreditation centre to have their accreditation pass reprinted. Also, if an athlete does not show up to 2018AWG, team staff will be directed to return their accreditation to the accreditation centre to confirm that they will no longer be participating in the games.

SAFETY AND SECURITY • The 2018 Arctic Winter Games will have security measures that are strictly enforced for the safety of all athletes, participants, volunteers, and spectators. During the Games, you will need proper accreditation badges visible at all times to Security and Access Control volunteers. • Participants will be asked to show their accreditation badge to access restricted areas. • All criminal activity will be reported to the Royal Canadian Mounted Police (RCMP). • If you see any suspicious activity, report it to your Coach, Mission Staff, or Village Mayor.

IN CASE OF EMERGENCY • In the event of an emergency, remain calm, stop what you are doing, and follow directions provided to you. • If you identify an emergency yourself, notify the nearest security personnel or Games volunteer immediately. If, at your residence, notify the Mayor’s office immediately. • Emergency exit information is posted in each room in athlete villages. • Always seek assistance rather than trying to handle an emergency on your own.

Name: AWG-Games-Participants Passcode: FindYourPower ABOUT HAY RIVER... BRIEF HISTORY… Dating back to 1892 Chief Shatla of the Slavey Dene decided to make the north-east side of the bank of Hay River a permanent location for his people as this area was a prime location for fishing. In 1945 an agreement was signed between the Federal and Alberta Government to build an all-weather highway from Grimshaw, Alberta to Hay River, Northwest Territories. This highway was completed in 1948 and would be known as the Mackenzie Highway, the main road to ship goods further north. Thus, Hay River became the “Hub of the North”.

CURRENT TIMES… During the summer Hay River is bustling with activity, it has anything from its Fisherman’s Wharf, to its beautiful waterfalls that are only 25 minutes away on the Mackenzie Highway! Our Mackenzie River, which flows into the Great Slave Lake is a prime spot for fishing, kaya- king or just taking a nice boat ride. Hay River also showcases a beautiful golf course, which turns into an excellent cross-country skiing trail during the winter months. During the win- ter months, be sure to gaze up to catch a spectacular northern light show as the aurora dances across the sky!

FUN FACT… Hay River hosted the Arctic Winter Games back in 1978 alongside Pine Point, which is no longer of existence. Back in 1978, this AWG’s had one of the youngest ever competitors to take part in the games, competing for Whitehorse at only 9 years old! KECHI THE MASCOT

THE NAME? The name Kechi (pronounced Kee-chee) comes from the Cree Language and means ‘Power’.

HISTORY OF KECHI? In the Spring of 2016, a request was made of youth in the South Slave Region through school boards, social media, and community posters. As of May 31, over 80 submissions were received, and the Host Society Board chose their favourite five (which included a bear, fox, lynx, wolf, and owl). These concepts were brought to a culture committee as well as Elders in the Region, for con- sideration. Upon review, the Host Society Board chose the Owl; specifically, the snowy owl, and thus the official mascot of the AWG 2018 was born!

THE MEANING? Kechi, a snowy owl, was chosen to represent the Games with contribution from the youth, community members, and el- ders of the South Slave Region, Northwest Territories (NWT). Kechi is considered the ‘Mes- senger,’ the wise one, non-judg- mental, and an Elder. Kechi is 11 years old. The number 11, is a master number, the most intu- itive of all numbers. PURPOSE OF THE AWARD The Hodgson Trophy is presented to the Contingent that demonstrates the best understaning of the philosophy of the Arctic Winter Games and most ex- emplifies the spirit of fair play during the Games week. Individual members of that Contingent wil also receive a special Hodgson Trophy pin.

VOTING CRITERIA Ballots will be distributed to the above noted individuals with their registration kits. “Voting Instructions” will be attached to each ballot.

BALLOT TABULATION An AWGIC member will collect ballots prior to 5:00 pm on the second last day of the Games. This member, in coordination with a second AWGIC memebr, will then tabulate the votes and report their findings to the president of the AWGIC who will announce the winning Contingent at the closing ceremonies of the Games. All Contingents participating are eligable to cast votes and re- ceive that award.

PIN TRADING AT THE GAMES Pin trading is, for some, an obsession and at the Arctic Winter Games, it’s an unofficial sport! It’s a great way to meet team members from around the world and encourages people to take part in the Games. For the first-time trader, trading for another pin may be challenging, but after a few trades, one usually finds themselves caught up in the excitement of it all. Pin traders, commonly known as “Pinheads,” see the trading experience as a great way of meeting people and learning more about the games and culture of other countries.

You can communicate with people who don’t speak your language by pointing at pins on one’s shirt, scarf or hat, offering another pin as an acceptable exchange, smiling and shaking hands when the trade is accepted, and expressing a “thank you” when the trade is completed.

PIN TRADING ETIQUETTE You will come across individuals who have very little trading knowledge to those who have traded for many years. Use this opportunity to learn and practice proper etiquette and enjoy the experience! The following points to consider will help you get started.

• People who want to trade pins usually show their pins in full view on their vest, hat, scarf, lanyard, shirt, jacket or even a towel. If you want to look at their pins, approach them and politely ask if they would like to trade. Don’t touch the other persons pins unless they say it’s alright. If you’d like a closer look, ask the person first.

• Remember that while you are looking for a pin, the person you are trading with will also be look- ing for a pin for their collection. If you’re both happy with the trade, trade one pin at a time, hand to hand, with the pin backs attached. Always thank the other person for the opportunity to exchange pins.

• You might not have a pin in your collection yet that the other person is looking for. Don’t get dis- couraged. Thank them and try someone else, and maybe after doing some more trading you will have something that person was looking for. It’s all part of the game!

• Don’t interrupt a trade between two other people. Wait until their trading is finished.

• Never let someone pressure you into making a trade that you are not happy with. Negotiating is part of the fun but it’s important to not be too pushy.

• Hard-to-find pins will sometimes trade for a full set of pins. It’s important to know how rare your pins are before you trade them. Visit the The Trading Post daily to find out what’s been newly re- leased and what is becoming rare among traders.

• Sometimes, no matter hard you try, and no matter how much you want a particular pin, a trade is not going to happen. Traders have turned down multiple pins for a single pin because they are look- ing for something just as special as the pin they’re ready to trade away.
