El estudio de las relaciones entre España y Cuba en tomo a la época de la Revolución ha sido objeto de aportaciones recientes^ si bien puede señalarse que, en el estado actual de nuestros conocimientos, se hace nece­ saria una labor continuada de investigación y de publicación de estudios y, desde luego, de fuentes primarias que contribuyan a arrojar nueva luz sobre un acontecimiento tan singular de la Historia Contemporánea de España y de América, sobre todo analizando el problema desde una pers­ pectiva española. Las pecuUaridades de la relación entre la España de Franco y la Cuba revolucionaria, sostenidas a lo largo de los años a pesar de la hostilidad de los Estados Unidos y, entre otros factores, de las profundas diferencias ideológicas entre el régimen de Franco y el sistema socialista implantado en la Perla del Caribe, adquieren una dimensión aun más sugerente y par­ ticular cuando se examinan determinados instantes cruciales, como sucede en este caso con el conjunto de acontecimientos que jalonan el triunfo revolucionario en enero de 1959, y, un año después, la crisis diplomática de enero de 1960, cuyo resultado se saldó, como es bien sabido, con la expulsión del embajador Juan Pablo de Lojendio e Irure, tras su interrup­ ción del discurso televisivo de Fidel Castro, en la noche del 20 al 21 de enero de 1960.

Yo salí de Cuba Cpocos días después del asalto al Moncada y me instalé en Miami en agosto de 1953. Pensé que mi exilio duraria, a lo más, unos seis meses. Grave error. Han pasado 47 años y todavía no he vuelto a vivir en mi país de manera permanente. De hecho, no he regresado. Ni creo que regrese nunca. Debo confesar que el exilio fue para mí una especie de liberación. Pude dedicarme con tiempo a lo que fue siempre mi pasión, es decir, la lectura. Yo nunca he sido un escritor sino un lector. Durante los años que estuve en Miami, hasta la caída de Batista, me enteré de cosas sorpren- dentes. Por ejemplo, Carlos Prío, con la venia de Batista, siguió cobrando $400,000 anuales que era la parte del botín que le había tocado en el negocio de las mieles. Batista no puso obstáculos a la entre- ga anual de ese dinero. De modo que teníamos un presidente constitucional depuesto por un golpe de estado, que vivía en el exilio y se dedicaba a conspirar contra el gobierno de Cuba y hasta anuncia- ba que pronto estallaría una revolución en la isla... y cobraba un dinero anual con la anuencia del mismo gobierno. Y nadie se asombraba. Algo más. Todos los representantes y senadores del disuelto Congreso de la República, con dos o tres excepciones de honor, siguieron cobrando sus sueldos.

TREATIES AS LAW IN NATIONAL COURTS: LATIN AMERICA* Ernesto Dihigo** The problem of the validity of international treaties and their application by the courts of one of the contracting States arises mainly in connection with claims of private individuals affected by said conventions. Leaving aside the question of whether States are the only subjects of international law or whether individuals may also be such, there is no doubt that while some treaties are effective only as regards the contracting States, others do affect the interests of private persons. When a conflict regarding the fulfillment of a treaty arises between the respective governments, the courts of one of the parties are not prone to intervene, because as Hyde has said, the other "contracting State, complaining of the infraction of the treaty, is believed to be justified in declining to admit that its rights under the agreement can be ultimately determined by a foreign local court without the consent of each party to the agreement."' At times, it does not even accept that jurisdiction to decide upon the rights of its citizens.
