JULY 12, 2007 PART I OVERVIEW 1.0 Mission Statement To maintain and enhance the historic integrity, sense of place, and quality of life in Lincoln Heights and to preserve the neighborhood for future generations, the HPOZ and preservation plan shall: • Promote interest in the cultural, social, and architectural history of Lincoln Heights; • Provide clear guidelines for rehabilitation, new construction, and relocation of structures; • Give residents pertinent information about historic preservation resources and opportunities; • Foster neighborhood pride among residents and property owners; and • Encourage residents to participate in the preservation process. 1.0 MISSION STATEMENT 1 GOALS AND OBJECTIVES LINCOLN HEIGHTS PRESERVATION PLAN - JULY 12, 2007 2.0 Goals and Objectives GOAL 1 Preserve the historic character of the community. Objective 1.1 Safeguard the character of historic buildings and sites. Objective 1.2 Recognize and protect the historic streetscape and development patterns. Objective 1.3 Ensure that rehabilitation and new construction within the district complements the historic fabric. Objective 1.4 Recognize that the preservation of the character of the district as a whole takes precedence over the treatment of individual structures or sites. Objective 1.5 Encourage new design and construction that is differentiated from the old, responds to its surrounding context, and is compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. GOAL 2 Preserve the integrity of historic buildings and structures. Objective 2.1 Ensure the retention of historically significant architectural details and features. Objective 2.2 Ensure that maintenance, repair, and rehabilitation are historically appropriate. GOAL 3 Achieve widespread public awareness and involvement in historic preserva- tion throughout the HPOZ. Objective 3.1 Keep local residents, the preservation community, the general public, and decision makers informed about historic preservation issues and initiatives, and facilitate access to this information. Objective 3.2 Increase public knowledge about preservation programs and practices and how they may be used to preserve historic properties and enhance the quality of life. Objective 3.3 Inform the public and preservation community about effective preservation tech- niques and resources. GOAL 4 Assist in the effective implementation of the HPOZ ordinance. Objective 4.1 Facilitate fair and impartial decisions regarding proposed projects within the HPOZ. Aubrey Davidson’s laudatory address to an excited crowd attending the opening of the Panama-California Exposition on January 1, 1915, gave no inkling that the Spanish Colonial architectural legacy that is so familiar to San Diegans today was ever in doubt. The buildings of this exposition have not been thrown up with the careless unconcern that characterizes a transient pleasure resort. They are part of the surroundings, with the aspect of permanence and far-seeing design...Here is pictured this happy combination of splendid temples, the story of the friars, the thrilling tale of the pioneers, the orderly conquest of commerce, coupled with the hopes of an El Dorado where life 1 can expand in this fragrant land of opportunity. Scharf, Editor The Making of the Panama-California Exposition, 1909-1915 by Richard W. Amero Researcher and Writer on the history of Balboa Park Images from this article On July 9, 1901, G. Aubrey Davidson, founder of the Southern Trust and Commerce Bank and Commerce Bank and president of the San Diego Chamber of Commerce, said San Diego should stage an exposition in 1915 to celebrate the completion of the Panama Canal. He told his fellow Chamber of Commerce members that San Diego would be the first American port of call north of the Panama Canal on the Pacific Coast. An exposition would call attention to the city and bolster an economy still shaky from the Wall Street panic of 1907. The Chamber of Commerce authorized Davidson to appoint a committee to look into his idea.1 Because the idea began with him, Davidson is called "the father of the exposition."2 On September 3, 1909, a special Chamber of Commerce committee formed the Panama- California Exposition Company and sent articles of incorporation to the Secretary of State in Sacramento.3 In 1910 San Diego had a population of 39,578, San Diego County 61,665, Los Angeles 319,198 and San Francisco 416,912. A second edition was printed in 2002 with a few minor changes. Since that printing, Wichita property owners have expressed a growing interest in listing their properties in the Register of Historic Kansas Places (RHKP) and the National Register of Historic Places (NRHP) and many have been added. Also, a commercial area, the Warehouse and Jobbers District, was listed in 2003 and Wichita’s four historic districts were listed in the RHKP and NRHP in 2004. In this latest edition additional research was conduct- ed to ensure accuracy. The brochure is organized alphabetically by the name of the structure. The entries are also numbered to correspond with locations on the map found at the front of the brochure. An online publication of the Discover Historic Wichita brochure is updated as properties and/or his- toric districts are added to Wichita’s inventory of list- ed properties. The current version is on the Historic Preservation Office website at http://www.wichita. gov/Residents/History/. Biographical notes of relevant architects have been added to this brochure.
