JOHN WILLIAMS GGNNISON 1812- 1853 CAPTAIN

Captain John Williams Gunnison was Goshen's most famous native son. He was born November 11, 1812 in the old red farmhouse on Goshen Center Road now owned by Doris and John Newman. His boyhood and youth were spent in Goshen. He taught school briefly and then entered West Point from which he graduated in 1837 with a standing of second in a class of fifty and embarked on a military career. After serving in the campaign to subdue the Seminole Indians in and participating in the removal of the Cherokee Nation from Georgia to the Territory of Oklahoma, he transferred to the Corps of Topographical Engineers. Within a relatively few years he had a national reputation in the field of survey and exploration.

While on an exploring expedition he spent the winter of 1849-50 in Salt Lake City where he took the opportunity of studying the tenets of the . As a result of that experience he wrote a book, The Mormons, or Latter Day Saints, in the Valley of the ; a History of Their Rise and Progress, Peculiar Doctrines, Present Condition, and Prospects. It was published in 1852 and had a widespread sale in the and was reprinted in Europe.

The climax of his career came when the Secretary of War, Jefferson Davis (later president of the Confederacy), chose him to survey a route through the Rockies for the building of the transcontinental railroad. He was well along on that project when, on October 26, 1853, he was killed in an ambush by hostile Indians.

Many historians rank Captain Gunnison with those in that heroic band of Western explorers so well known to fame, Zebulon Pike, Stephen H. Long and John C. Freemont. He made a permanent, far-reaching impact on the map of the West. Eight places in bear his name including the whose waters go through the Gunnison Tunnel to irrigate the Uncompahgre Valley, Gunnison County, the town of Gunnison, , Gunnison's Pass, Gunnison Creek, and .

Seven places in Utah perpetuate his memory. They are historic Fort Gunnison, a town named Gunnison, Gunnison Bend on the where he died, Gunnison Valley, Gunnison Crossing on the Green River, Gunnison Reservoir, and Gunnison Island in the Great Salt Lake.

In addition to these there are several monuments which have been erected in his honor. One is in Gunnison, Colorado, another in Delta, Colorado, a third marks the site of the massacre which cost him his life, and a fourth marks his lonely grave in Fillmore, Utah.

1978 was a year of challenges to our town's right to govern itself and determine what kind of community it wants to be. There were challenges to our zoning ordinances, our right to dispose of solid waste as we see fit, and

many others. 1 979 will see more of the same as Federal and State government, as well as other outside influences, try to exert their will upon our town. It will only be with the support of the townspeople that we will be able to assert our right of self-determination as a town and we ask you for that support.

1978 was also a year of unhappiness about high property taxes with too few services. However, we feel that the opposite is true, that the quality of most

services in the town is far superior to surrounding communities, including those with budgets many times greater than ours.

Our Fire Department is certainly unequalled in the area especially with the addition of our new fire truck, which is considered one of the best examples of contemporary fire equipment in rural New England. Our Police Department has undergone modernization in the past few years and now includes some equipment that is superior to the State Highway Patrol equipment. Our Highway Department, likewise, has undergone modernization with the purchase of the new highway truck and construction of the new town garage.

The town is also fortunate to have good zoning ordinances and a Planning Board which is willing to exert all effort to see them enforced, sometimes in the face of stiff opposition.

The Selectmen do not, of course, take credit for making these things happen but rather recognize the fact that it is the result of a combined effort of citizens who are willing to become involved in town activities, often with no compensation other than knowing that they are helping make Goshen a community they can be proud of.

We pledge that we will try to make 1979 a year in which all citizens will be urged to participate in town activities and help make Goshen an example for other communities to follow.

The polls will be open from 1:00 P.M. to 7:30 P.M. on Tuesday, March 13, 1979 and for 15 minutes after Town Meeting has adjourned. The business portion of Town Meeting will begin at 7:30 P.M. at the Town Hall in Goshen, N.H.

1. To choose all necessary Town Officers for the year ensuing.

2. To see if the Town will adopt the proposals of the Goshen Planning Board included on the Official Ballot.

3. To receive the reports of the Town Officers and take action thereon.

4. To see if the Town will vote to pay up to $400.00 towards BC / BS for the Road Agent under the NHMA Group Plan.

5. To see if the Town will raise and appropriate the sum of $7,700.00 for Town Officers' salaries to include the following changes and additions:

a. Town Clerk - $400.00 per year increase to a total of $800.00 per year plus fees.

b. Tax Collector - $400.00 per year increase to a total of $1,800.00 per year.

c. Treasurer - $400. 00 per year increase to a total of $800. 00 per year.

d. Chairman of the Board of Selectmen - $ 1 00. 00 per year increase to a total of $1,100.00 per year.

e. Other 2 members of the Board of Selectmen - $100.00 per year increase to a total of $600.00 per year each.

f. Timber Agent - $250.00 per year.

6. To see if the Town will vote to change the Police Chiefs hourly wage to $5.00 per hour.

7. To see if the Town will vote to change the Town Treasurer's term of office from one year to three years effective at next year's Town Meeting.

8. To see if the Town will vote to raise and appropriate the sum of $4,500.00 for the completion of the new Highway Garage and authorize the withdrawal of $4,200.00 for this purpose from the Revenue Sharing Fund established under the provisions of the State and Local Assistance Act of 1972. 9. To see if the Town will vote to raise and appropriate the sum of $2,500.00 for the Highway Department Capital Reserve Fund and authorize the withdrawal of this sum for this purpose from the Revenue Sharing Fund established under the provisions of the State and Local Assistance Act of 1972.

10. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the Police Department Capital Reserve Fund and authorize the withdrawal of this sum for this purpose from the Revenue Sharing Fund established under the provisions of the State and Local Assistance Act of 1972.

11. To see if the town will vote to authorize the Selectmen to sell the Town Loader.

12. To see if the Town wishes to exclude from its Social Security Plan, services performed by Election Officials or Election Workers for each

calendar year in which the remuneration paid for such services is less than $100.00.

To see if the Town will vote to provide workers' compensation coverage for eligible employees by participating in the New Hampshire Muni- cipal Association Self-Funded Workers' Compensation Program commencing March 13, 1979, and to authorize the selectmen to take such action in furtherance of this vote as may be necessary.

14. To raise and appropriate the sum of $1,000.00 for the Tax Map Reserve Fund.

15. To raise and appropriate the following sums of money: Town Officers' Expenses $4,100.00; Election and Registration Expenses $300.00; Social Security Payments $1,600.00; Police Department $3,200.00; Fire Department $2,550.00; Insurance $4,800.00; Civil Defense $100.00; Vital Statistics $15.00; Town Dump $3,000.00; Street Lighting $100. 00; Town Road Aid $360.00; Libraries $2,000.00; Town Poor $300.00; Aid to Permanently and Totally Disabled $1,200.00; Patriotic Purposes $25.00; Cemeteries $500.00; Payment of Principal on Fire Truck Bond $3,800.00; Payment of Interest on Fire Truck Bond $1,710.00; Interest on Temporary Loans $250.00.

16. To raise and appropriate the sum of $3,500.00 for Maintenance and Repairs of the Town Hall and other Town Buildings.

17. To raise and appropriate the sum of $7,500.00 to complete the repairs to the foundation of Town Hall and renovate Town Hall in compliance with the State Fire Marshal's standards.

18. To raise and appropriate the sum of $600.00 for the expense of the Planning and Zoning Boards.

19. To raise and appropriate the sum of $4,800.00 for Damages and Legal Expenses. 20. To raise and appropriate the sum of $750.00 for Unemployment Com- pensation Contributions.

21. To raise and appropriate the sum of $1,986.79 for the Health Depart- ment (Newport Ambulance Service $1,054.00; Newport Area Home Health Agency $932.79).

22. To raise and appropriate the sum of $250.00 for the Sullivan Nutrition Program ("Meals-on-Wheels").

23. To raise and appropriate the sum of $12,400.00 for Summer Mainten- ance of Roads.

24. To raise and appropriate the sum of $10,000.00 for Winter Mainten- ance of Roads.

25. To raise and appropriate the sum of $6,500.00 for the General Expenses of the Highway Department.

26. To raise and appropriate the sum of $1,000.00 for the purpose of pur- chasing new tools for the Highway Department.

27. To raise and appropriate the sum of $114.00 for Advertising and Regional Associations.

28. To raise and appropriate the sum of $2,945.98 for the construction or reconstruction of Town Roads and to accept from the State approxi- mately $2,945.98 of Additional Highway Subsidy Funds for this pur- pose, in accordance with RSA 241.15.

29. To raise and appropriate the sum of $3,000.00 to construct a Solid Waste Transfer Station.

30. To raise and appropriate the sum of $5, 100.00 for solid waste disposal

by a private contractor from July 1, 1979 to December 31, 1979.

31. To see if the Town will vote to consider supporting the completion of a County Area Solid Waste Study and should said Study prove environ- mentally and economically feasible would consider supporting a County/Area Solid Waste Facility.

32. To see if the Town will vote to consider using the Town of Lempster's Solid Waste Transfer Station and enter into a joint contract with a pri- vate contractor for solid waste disposal; providing that the Town of Lempster votes to construct said Solid Waste Transfer Station and to accept into a joint contract with the Town of Goshen.

33. To see if the Town will authorize the Selectmen to borrow money, in the form of Tax Anticipation Notes, in anticipation of taxes in an amount not to exceed $80,000.00.

34. To take up any other business that may legally come before this meeting.

17 1978 POLICE DEPARTMENT REPORT GOSHEN, N.H.

There have been a few changes in the Goshen Police Department in 1978. On September 11, 1978, Roger Reed resigned as Chief and Andre L. Gentes was appointed to take the position. Roger did an excellent job in starting and equipping the department as we know it today. The town is grateful for his service over the past few years.

A new K-55 Radar unit was purchased this year with the aid of a grant from the New Hampshire Highway Safety Agency at a low cost to the town. It is hoped that this unit will control excessive speeding through the center of town.

The department is presently being reorganized with a new reporting system on police activity, it will participate in the state Integrated Accident Reporting Subsystem, and will conduct crime prevention activities as well as continue responding to all calls and complaints.

1978 NEWPORT AMBULANCE SERVICE REPORT

The Newport Ambulance Service answered 536 calls during 1978. The ambulance service, the vehicles and the crew members are all licensed with the state and meet all regulations. The members are licensed "Emergency Medical Technicians," and Advanced Red Cross members.

Coverage to the area towns has continued this year. Each town that we have covered with service has helped to support the ambulance service with tax assistance based on population at $2.00 per head. The ambulance service hopes to continue service to all communities in our area again in 1979.

The ambulance service has also responded to all major fires, in all communities. This is added protection of life and limb to all concerned.

The Newport Police Dept. has continued to serve as our dispatcher and has proven very valuable to our service and response time. Our telephone number for emergencies is 863-3232 or 863-2355.

The crew consists of Royal Wallace III, director; Albert Gobin, Orren Barton, Tom Clough, Gordon Blood, Babe Frye, Steve Brooks, Sandra Wallace, Larry Gobin, Warren Jensen, Kenneth Merrow, Linda Jensen, Gail Ford and Joyce Merrow.

35 REPORT OF THE LIBRARY TRUSTEES FOR 1978

The Olive G. Pettis Library has continued to grow in its services this year. 102 books have been purchased, 15 of these children's books. Circulation of books reached 1371, 176 more than in 1977.

The Friends of the Library and the Goshen Historical Society have continued to meet at the library. A Book Fair, sponsored by the Friends of the Library, was held in July with good results. Many townspeople cooperated in this project.

The Friends of the Library purchased a new lamp for the librarian's desk. They also gave a donation to the library in memory of Peggy Pike. A smoke detector system for the building has been ordered and will be a gift from the Friends who will also pay for the installation.

At the time of Peggy Pike's death, many of her friends donated money to the library in her memory. The Trustees have decided to purchase a flag and standard for the interior of the library and a proper marker will be placed on this memorial flag standard. The remainder of the Peggy Pike Fund will be used for other purposes deemed appropriate by the trustees and librarian. We feel the flag memorial would please Peggy, as she took great pleasure in raising and lowering the flag in front of the building every morning and evening as long as she was able.

An embroidered wall hanging was presented to the library by Mrs. Michael

Faughnan. It is a nice addition to the furnishings of the room.

M ore room and storage has been made by the cleaning and rearranging of the back room.

The Bookmobile has made its regular calls, leaving a good selection of books chosen by Miss Kingston and some of the trustees.

We are fortunate to have Miss Kingston as librarian. She has done an excellent job, is alert to the patron's needs, and has purchased new books wisely. Following is her report on petty cash for 1978.

Attached is our latest brochure covering our fire apparatus. I wanted to send you one personally since we used a picture of your front mount.

Out of all the trucks that we built last year your truck in our opinion is the best front mount. I am using a slide presentation now when I meet with fire departments and the one truck that catches the eye more and receives more discussion and praise as far as specifications and workmanship is the one we built for Goshen.

This is why we are promoting the unit along side Carvers midship, which is also pictured in the brochure. Fire departments all over New England feel that the Goshen truck is the most useful apparatus for a volunteer department and could also serve a good purpose for City departments that only have custom apparatus and can't get to some places because their trucks are not versatile and functional enough.

I hope that everything is going well in Goshen. Sorry that we could not make it for your Old Home Day. We will try to get up to see you again soon.

38 REPORT OF THE FIRE DEPARTMENT

In 1978 the fire department answered 15 calls with 103 men responding. We answered 2 mutual aid calls and our new truck helped save a home in Lempster. We had a reported fire loss in Goshen of $1,150.00 in 1978.

Our new fire engine was delivered March 1 8th and was tested and put into service the day of delivery. The contract price was $39,451.00. With all equipment the truck has now cost us $45,000.00. Every cent above the $38,000.00 FmHA loan has been paid with money earned by the fire fighters.

I was both pleased and proud when I got word that Edward G. Moody & Son featured our new fire engine in their latest color brochure of fire equipment. I understand several towns are interested in equipment built to our specifications.

Gifts of money from the Edith (Peggy) Pike memorial fund have been used to purchase much needed training aids. Training is an important part of firefighting and we have already put this equipment to good use.

It is our hope that we can receive at least an E3 insurance rating in 1979 and please plan to attend any information meetings we have on this subject.

The 1978 Fireman's Auction earned $1,350.00 for our equipment fund. When you do your spring cleaning please remember our auction and give us a call if you are disposing of any saleable items you would like to donate. We pick up year round.

Our Auctioneers, Riviezzo's Auction Service, have served us annually now for 1 years. Frank, Rita and Fred have never failed to do their best for us in Goshen and have always donated their services.

Training classes this year included pump operation, hose lines and nozzles, self contained breathing apparatus, propane firefighting, first aid and C.P.R.

My heartfelt thanks go out to the firefighters, telephone dispatchers, auctioneers, auction helpers, town officials and to all citizens and taxpayers of Goshen for the many hours of help and cooperation given to make the Goshen Volunteer Fire Department a very effective service to the town.

40 REPORT OF DISTRICT FOREST FIRE CHIEF AND YOUR FOREST FIRE WARDEN

For more than 80 years, a cooperative effort between the State of New Hampshire and local forest fire authorities has created a forest fire prevention and suppression program that is recognized as superior throughout the United States.

Since the first forest fire laws were written in 1895, the state and local community governments have worked together to prevent and combat forest fires.

Today, 249 forest fire wardens and more than 1,800 deputy wardens are appointed every three years by the State Forester to work with the members of the State Forest Fire staff in this effort. State funds are used to pay one-half the cost of forest fire suppression costs incurred by local forest fire organizations, within pay rates established by the Governor and Council. State funds matched by local funds are used to purchase hand tools to suppress forest fires, to train local forest fire crews and in forest fire prevention work.

All outside burning, when the ground is not covered with snow, is permitted only after obtaining a written fire permit from your local Forest

Fire Warden. Penalty for burning without a permit when one is required is a misdemeanor punishable by a fine up to $1 ,000 or a jail term of up to one year or both.

41 GOSHEN HISTORICAL SOCIETY

On November 24, 1969, following a very successful Bicentennial celebration for the Town of Goshen, the Bicentennial Committee met with all who were interested in forming the Goshen Historical Society. At this meeting a committee on by-laws was appointed, namely, Walter Nelson, Phyllis Baker, Edith Pike, and Arthur Nelson. Arthur Nelson was appointed temporary chairman. On December 8th, the by-laws were read and accepted, and thus the Association was formed and is now in its tenth year. The first order of business at the January 12, 1970 meeting was to sponsor an Old Home Day in the first week of October. Later, this was decided to be a yearly event and has been the prime activity since that time.

Other activities have been the publishing of the book "The Supplement to the History of Goshen", the placing of the bronze plate on the War Memorial, locating the old cemetery on Province Road and placing a marker there, the marking of the roads in the town, the publishing of several booklets, and the research and collecting of historical artifacts.

The Society was designated by the town to sponsor any activities during the 1975-1976 Bicentennial. Mrs. John Newman was appointed by the Society as the chairman of this project. Through the efforts of the Society and the assistance of the town, we were accepted as a Bicentennial Town and received the flag at a ceremony at the Town Hall. Other activities followed, including the band concert with the dedication of the War Memorial in front of the library, and the signing of the scroll which was sent to Valley Forge.

The Association is open to any who wish to join. Meetings are held at the Olive G. Pettis Library on the second Tuesday of January, April, July, and October. Present officers are Rev. Ronald G. Whitney, President; Barbara Killoran, Vice-President; Elizabeth T. Nelson, Secretary; Arthur W.Nelson, Treasurer; and Ivan Scranton, Doris Newman and Thomas J. Durham, Directors.

43 PLANNING BOARD REPORT

Several important decisions from the New Hampshire Supreme Court suggest that your Planning Board is moving in the right direction in working on a Master Plan for Goshen. It has been noted before that a Planning Board

is not to promote growth or to thwart it nor is it to play one segment of a community against another. It should neither try to impose its own will but rather should point out how to direct growth in a manner consistent with the community's goals; goals which should be set by the community itself. Of the several ways commonly used to determine community goals, a Master Plan certainly is a key factor.

As the slow growth of the sixties has turned into an unexpected and unplanned avalanche in the seventies, municipalities in many sections of the state have blindly groped for means of control with such measures as building moratoriums, limits on building permits, lot size increases, bans on some type of activities and curtailments on variances and exceptions. The recent court decisions have made clear that many of these growth control measures are legal only if they are combined with state-wide or local long range planning. The days of reacting to specific circumstances are over and have been replaced instead with thoughtful and consistent guidelines and long range planning. A Master Plan tries to combine long range town goals, determined by questionnaires, with the existing physical terrain, human developments or structures to map out a strategy for the growth of our town to the benefit of everyone.

The change proposed for ballot vote at this year's Town Meeting is mainly for further defining existing ordinances. The proposed change is basically for clarification and does not change what is already in practice. At last year's meeting, 3 acre lots were approved with an allowance for one 2 acre lot in any subdivision. Since this exception would only apply to the original lot, it was felt that the point should be more clearly stated so as to avoid future mis- understandings in case of further subdivisions of the original parcel. Hence, the following proposed amendment is presented to be voted on at the March 13, 1979 Town Meeting:

Section III C. (Add the following sentence to the present wording) "In this context 'lots' refers to all lots in existence on the date of passage of this amendment (3/13/79)"

75 REPORT OF HEAD TEACHER

There exist many efforts and activities that our faculty members and students are involved in on a daily basis. These functions are available and open for observation by the public at any time during the school day. Some of the events that are not common occurrences often go without mention. The following is the 1978 calendar of special events at the Goshen-Lempster School:

January 12th - An electrical knowledge and safety program was presented to Mrs. Longenecker's fourth and fifth grade classes. The representatives of the Public Service Company of New Hampshire introduced concepts on parallel and series circuits. They also demonstrated very important safety procedures.

February 2nd - Poland was visited via a slide presentation by Ronald Waring. The International 4-H Youth Exchange delegate gave an interesting account of his recent travels; the students had many questions for Mr. Waring to answer.

10th- A school food sale was conducted by Mrs. Longenecker's class. The students sold assorted pastries in an effort to support their classroom library corner. In the evening a Valentine's Dance was sponsored by the eighth grade class. Attending were fourth through eighth grade students and their friends.

13th - A fire-safety contest was held by the Goshen Fire Department. First grade students colored pictures, second through fifth made posters, and sixth through eighth wrote essays. The competition was judged by members of the Fire Dept., and cash prizes were awarded.

18th & 19th - The Ghost from Outer Space and Terror Walks Tonight were produced by sixth, seventh and eighth grade students. The production was the result of an unselfish effort put forth by Mrs. RuthLeClair and other members of the Lovewell Drama Company who helped the students. There were many hours of rehearsals for the plays, after which Mr. and Mrs. LeClair transported the youngsters to their homes. The students were introduced to the various workings of a theatrical production (staging, acting, lighting, advertising, financing, etc.) Hard work, nervousness, then production and a sigh of relief - "Ah, the play is done, but it was fun."

March 16th - India was the subject of Heather Shurburne's presentation to a student assembly. The International 4-H delegate exhibited slides of her travel and artifacts of the Indian culture.

18th - A spaghetti dinner was held by the eighth grade class just prior to the School Meeting at the school. The students organized the full course dinner under the guidance of Mrs. Linda Smith; community members had their choice of salad ingredients, beverages, side dishes, and desserts.

76 April 4th - Mr. Harrison accompanied the eighth grade on a field trip to Mystic Seaport in Connecticut. The students visited whaling and seaport museums in a colonial seacoast setting. The highlight of the trip was the boarding of the Charles Morgan, the last remaining whaling vessel.

14th - A spring dance was sponsored by the eighth grade class. Several parents chaperoned the evening event.

1 8th - A fire drill was conducted by the Lempster Fire Department, under the direction of Chief Phillip Tirrell and accompanied by Fire Warden Steve Flynn. The morning evacuation was speedy and orderly.

May 3rd - In preparation of Sun Day (a celebration of solar energy), the sixth and seventh grade students constructed three parabolic solar cookers as a science project. The cookers, with a 16 square foot base and a three foot depth, were made of cardboard and aluminum foil. The students solar cooked several pounds of hamburgers and hot dogs. The seventh grade planted several saplings in front of the school. The young trees (a hemlock, a pine, an oak and two maples) were provided by Shawn Donovan of the Lempster Conservation Committee.

10th - The Title I Reading Improvement Staff held an evening workshop for parents of Title I students. Mr. Ronald Purmort (full time reading aide), Mrs. Susan Currier (Home Visiter), and Mr. Robert Mullen (remedial reading) made themselves available for questions and answers about the program.

1 9th -Mr. Purmort and his Title I students went on a field trip to Warren, New Hampshire, where they visited the Morse Museum, a fish hatchery, and portions of the White Mountains.

27th - Mr. Harrison and Mr. Bonfiglio accompanied the eighth grade class to the Riverside Amusement Park in Agawam, Massachusetts. The day of fun was in celebration of the student's soon to happen graduation.

29th - The greenhouse was opened to the community as the seventh grade began their sale of tomato and pepper plants. The plants, started in February, were transplanted, nurtured and prepared for sale by the students in an effort to boost their class treasury.

June 9th - Mrs. Fellows and her special education class made a field trip to Benson's Wild Animal Farm. Mr. Edward LeClair provided the transportation.

1 3th - The cow and its biological function was presented to first through fifth grade students. The outdoor program, demonstrated by two Sullivan County extension representatives, illustrated how the cow functions and what care it needs. Several students tried their hand at milking a cow.

77 15th - Mrs. Longenecker's fifth grade class produced a play, The House is Haunted, for members of the school.

1 6th - Mrs. Longenecker accompanied her fourth and fifth grade students to Benson's Wild Animal Farm. Mrs. Edward LeClair, Mrs. Robert Lohman and Mrs. Jerry Strout provided the transportation.

20th - The school year concluded with eighth grade graduation at the Goshen Town Hall, with the Reverend John Barlow giving the Invocation and the Benediction. The class Valedictorian was Pamela Bailey; the Salutatorian was Lisa Millwood, and Patricia Bailey took Third Honors. Mr. Alan Peterson conducted the music and introduced a new music-slide program portraying each graduating individual. After the ceremony the graduates crossed the street to the Goshen Grange where the Parent-Teachers Club had organized a reception.

September Mrs. Michelle Feins (speech therapist) joined our staff for the new school year. She works with several students on two mornings each week. Before coming to Goshen-Lempster, Mrs. Feins was employed by Southwestern Community Services as a speech therapist for the Head Start programs in Newport, Claremont and Keene. Before coming to New Hampshire, she was a speech instructor at Seaton Hall University, SouthOrange, . Mrs.

Feins is presently a member of the American Speech and Hearing Association. A guitar instruction class was initiated this year by Mr. Peterson. He currently has six beginners with whom he meets every Wednesday afternoon.

October 7th & 8th - An art display of works by Goshen-Lempster students was exhibited at the Goshen Town Hall. Mrs. Jan Struble, the art teacher, organized the showing as part of the Goshen Old Home Day festivities. This was the first annual Goshen-Lempster Art Show.

1 3th - The sixth, seventh and eighth grades made a field trip to the Boston Museum of Science. The students, accompanied by Mr. Harrison, Mr. Bonfiglio and several adult chaperones, enjoyed a full day of science exhibits, special energy presentations, and a look at "The Stars Tonight" in the Hayden Planetarium.

27th - The Parent-Teachers Club sponsored a Halloween party at the school. The event was extremely well organized with games, costume contests, and dunking for apples. Meanwhile, at the other end of the building, members of the Lovewell Mountain Drama Company were conducting an eerie ghost walk for those who dared.

28th - The eighth grade class sponsored a Halloween dance. The students fully organized their committees to handle financing, music, refreshments, and chaperones.

78 - November 15th - Open House began with an assembly of parents, students and teachers. Student representatives from each class spoke to the assembly, telling of their school activities. S ome students had short messages, some read stories they had written, and Mrs. Longenecker's class performed a puppet show entitled "A Routine Day in the Fourth and Fifth Grade". Then slides of daily school activities were shown. Following the assembly the parents dispersed to the classrooms. Refreshments were provided by the eighth grade class. During the latter part of November, the Parent-Teachers Club purchased very pleasant light green curtains for the school cafeteria.

December

20th - Mr. Alan Peterson conducted a Christmas assembly in which all members of the school participated. A number of parents were in attendance as individual classes sang their selections, several students performed solo, and finally everyone joined in song.

Many of the aforementioned events were made possible by community members and organizations; high caliber people whose only motive is giving a refreshing reminder that the school is not simply in our community, it is a part of our community.

The present student body totals 131 in Grades 1-8. Next year we expect several rooms will exceed the State Minimum Standards:

IMPROVEMENTS . . .

A new oil burner has been installed which should provide greater ef- ficiency - especially needed at existing fuel oil prices. Another well has been driven and tied into the existing one. This should eliminate the water shortage that had been with us for a number of years.

BUDGET . . .

The proposed 1979-80 budget calls for a smaller-than-usual increase with an estimated increase in the amount to be raised in taxes of 3%. Part of the smaller increase is caused by a drop in the amount for tuition as well as an estimated sizeable balance from the 1978-79 tuition account.

We are experiencing a higher-than-normal drop-out rate among high school students. Although this reduces Goshen-Lempster's obligations to pay tuition, it is regrettable that several youth will not complete a high school education. Hopefully, some of these will come to appreciate the value and needs of this minimum training and take steps as young adults to gain high school equivalency status under several existing programs.

BUILDING PROPOSAL . . .

Last spring the Special Education Program and facilities were evaluated by representatives from the State Department of Education. These facilities (within the Activity Room Area) were given only temporary approval for one year - the school year finishing June 30, 1979.

82 An architect was engaged to make a study for alterations and additions to the building. Briefly, his proposal would provide a "Master Plan" for future construction, a room for Special Education, and some enlargement of the Library and Teacher Planning area. This would include a new roof with a supporting structure in several parts of the existing building.

As you consider this proposal, keep in mind that the roofs on the original building are at the end of their useful life. A Warrant Article calling for borrowing $95,000 over five years is included for your consideration. Forty- percent of this amount would be -re-imbursed from State Building Aid. This space problem will not solve itself.

You are hereby notified to meet at the Goshen-Lempster Cooperative School in Lempster on the 24th day of March 1979 at 4 o'clock p.m. to act upon Articles 1, 2, and 3, the meeting to be recessed and opened again at 7 o'clock p.m. to act upon the remaining Articles in the Warrant. (Articles 4 through 10.)

ARTICLE 1. To choose a Moderator for the ensuing year.

ARTICLE 2. To choose one Member of the School Board from Goshen for the ensuing five years.

ARTICLE 3. To choose an Auditor for the ensuing year.

ARTICLE 4. To hear reports of Agents, Auditors, Committees, or Officers chosen, and pass any vote relating thereto.

ARTICLE 5. To see if the District will vote to raise and appropriate the sum of $269,254.75, as recommended by the School Board, for the support of schools, for the payment of salaries of School District Officials and Agents, and for the payment of statutory obligations of the District, and to authorize the application against said appropriation of available income estimated at $17,798.00.

ARTICLE 6. To see if the District will vote to raise and appropriate the sum of $95,000.00 by issuance of its notes or other evidence of indebtedness for the alteration and enlargement of the Goshen-Lempster Cooperative School.

ARTICLE 7. To see if the District will vote to delegate to the School Board the power to determine the terms and conditions of any borrowing authorized under the previous Article.

ARTICLE 8. In the event that Article 6 of this Warrant is adopted, to see if the District will vote to raise and appropriate the sum of $2,850.00 to cover interest payments due six months after indebtedness is incurred.

ARTICLE 9. To see if the District will authorize the School Board to appropriate receipts from Federal lunch reimbursements, tuition, gifts, and other receipts from miscellaneous sources, in addition to the original appropriation for 1979-80 for the school lunch program, general expenses, equipment, and improvements.
