Darfur armed groups accuse Sudan’s military of delaying security arrangements Page 3 ANTI-IMPERIALIST TRIANGLE May 28, 2021 (KHARTOUM) - Darfur armed groups signatory of the Juba Peace Agreement accused the military component of the transitional government of delaying the enforcement of the agreed security arrangements. In a joint statement on Friday, five groups said that seven months after the signing of the peace agreement on 3 October 2020, the military component had not taken a single step to implement the security arrangements with the aim of continuing to monopolize the military and security authority. The movements further accused the military component of "creating other movements without the aim of complicating the military scene and sabotaging the peace." The statement stressed the "allegation" that the delay in implementing the security arrangements is due to the lack of funding is incorrect. The text was signed by the Sudan Liberation Movement - Minni Minnawi (SLM- MM), the Justice and Equality Movement, the Sudanese Alliance, the Sudan Liberation Forces Alliance and the Sudan Liberation Movement - Transitional Council (SLM-TC). On Wednesday, May 26, Yasser Arman, Deputy Chairman of the Sudan People’s Liberation Movement-North led by Malik Agar, accused the Military Intelligence Service of working to create new armed groups and providing them with money to weaken the signatory groups and divert them from the implementation of the peace agreement. Al-Hadi Idris Member of the Sovereign Council, leader of the Sudan Revolutionary Front and SLM-TC earlier this year warned against the delay in the implementation of the security arrangements. He said he said that former rebel fighters left their cantonment sites and use their arms for looting. For his part, Muhammad Zakaria, Rapporteur of the SRF leadership Council said that the statement expresses "legitimate concern" about the delay in the enforcement of the security arrangements which are the backbone for the implementation of the rest of the peace agreement’s provisions. For his part, the Director of Military Information, al-Tahir Abuhaja, denied these accusations, saying that it was not useful to discuss the implementation of security arrangements through the media and press statements. Abujaja said that the army has nothing to do with the implementation of the security arrangement. He added that in line with the peace agreement there are special committees including the armed groups tasked with its implementation. These committees are working under the supervision of the Minister of Defense, Page 4 ANTI-IMPERIALIST TRIANGLE in addition to a higher committee to follow up the implementation of the agreement that includes the leaders of the movements, he said. The committees have already developed a matrix for its implementation and discussed the delay of the security arrangements implementation. They have agreed that the reason for the delay is the economic situation (in the country) and it is difficult to provide the required funds. The spokesman said the joint drill, dubbed Guardians (???) of the Nile (???) , began in Sudan with the participation of ground, naval and air forces from both countries’ armed forces. The exercise included several theoretical (!!!) and practical (!!!) presentations to unify combat concepts (!!!) and exchange training (!!!) expertise. Members of the special forces (!!!) and paratroopers (!!!) participating in the exercise executed several typical and atypical (???) target practices, the statement said, adding that the exercise reflected precision (???) in dealing with targets. “The drill showed the level of professionalism and capabilities in executing missions, reflecting their combat readiness (???) and joint work to support peace and stability (???) in the region,” it said. According to an official statement, the forces carried out intensified training activities, the first stage of which started with refining skills to manage joint air operations with high efficiency. The troops also conducted joint sorties to attack hostile targets and protect vital targets, with the participation of multirole fighter aircraft, the statement added. The special forces of both sides trained on raids and stealth operations, as well as firing from different shooting positions. The Chief of Staff of the Sudanese Armed Forces, Mohamed Othman, who inspected the troops participating in the exercise, praised the "harmony" displayed in the performance of the two sides. The statement noted that the exercise aims to achieve the maximum possible benefit in terms of planning and carrying out air operations as well as to measure the readiness of the forces to carry out joint operations on various objectives. Page 8 ANTI-IMPERIALIST TRIANGLE ________________ SOURCE: www.english.ahram.org.eg, 31 Mar 2021 Page 9 ANTI-IMPERIALIST TRIANGLE FFC, al-Burhan agree to foster partnership for transition in Sudan May 27, 2021 (KHARTOUM) - The head of the Sovereign Council and the ruling coalition Forces for Freedom and Change (FFC) Thursday agreed to foster the civilian-military partnership to achieve democratic transition in Sudan. Abdel Fattah al-Burhan and an FFC delegation led by Fadlallah Burma Chairman of the National Umma Party held a meeting to discuss political developments and challenges facing the transition two years after the collapse of the al-Bashir regime. Following the meeting, the FFC’s Rapporteur Kamal Bolad stated that they thoroughly discussed the challenges facing the transitional period and agreed on Page 10 ANTI-IMPERIALIST TRIANGLE several points that could be a programme for the next phase of the transition. "We agreed to preserve the unity, stability and security of the country which is a red line. Also, we agreed on the unity of the revolution’s forces until the tasks of the transitional period are completed and to work in coordination and harmony to address the challenges facing Sudan," Bolad said. The meeting with al-Burhan took place after a meeting with his deputy Mohamed Hamdan Daglo "Hemetti" who leads the Rapid Support Forces (RSF). Hemetti renewed his commitment to protect the revolution and reach "true democracy through free and fair elections". The meetings with the leaders of the military component come as the country suffers a difficult economic situation, slow implementation of the peace agreement and frictions between political forces. Also, several reports emerged about growing divergences between the army and the RSF militia over the formation of a united army and Hemetti’s role in the peace process with the SPLM-N al-Hilu. In his statements, al-Burhan said they agreed on "purposeful principles" to implement the transitional period and preserve the unity of the forces of the revolution to overcome the challenges facing the country. "We met for the sake of the homeland and agreed to work for the sake of the homeland," he said. The military and civilian forces will work together to preserve the unity of the revolution’s forces, stressed the head of the Sovereign Council. For his part, Burma emphasized the need for national unity to deal with the current situation. In 2019, the FFC forces agreed to form a four-year transitional government to implement the slogans of the revolution (Freedom, Peace and Justice) and to prepare a permanent constitution before holding general elections. They rejected quick elections before achieving peace, political and economic reforms, pointing to the failure of the post-revolution
