February 27, 1969 Mr. Mayor, Mr. Chancellor: It is a very great honor for me to be welcomed to this great city in such eloquent and generous terms. I respond to this welcome not only for myself but for all of the people of the United States of America and for all of the people of the free world. Berlin is known as a four-power city. But there is a fifth power in Berlin. That fifth power is the determination of the free people of Berlin to remain free and the determination of free people everywhere to stand by those who desire to remain free. I stand here today as a symbol of that fifth power, the power which will not be intimidated by any threat, by any pressure from any direction. A few days ago, when Mayor Brandt, former Mayor Brandt, now Vice Chancellor, introduced General Lucius Clay1 at a dinner in New York, he referred to the Berlin airlift as the "cradle of American- German friendship." For 20 years that friendship has grown and flowered. 1Gen. Lucius D. Clay (USA, Ret.) was commander in chief of U.S. forces in Europe and military governor of the U.S. zone of Germany from 1947 to 1949. When, in April 1948, the Soviet military government imposed a land blockade on West Berlin, General Clay's command instituted an Allied airlift which supplied the city with essential food and fuel until the lifting of the blockade in September 1949. Today, I declare again that we, the people of the United States, stand with you in the defense of freedom.

Dagmar Zadrazilova Independent Researcher Abstract Tempelhof Airport in Berlin mirrors the political, social and cultural developments in the capital and - broadly - in the whole country. Tempelhof has witnessed the heyday of the 1920s aviation, figured in the National Socialists’ power politics and acquired a reputable status in the course of the 1948/49 Berlin Airlift. During and after the Cold War, Tempelhof had been functioning as an airport, before it was closed down amidst protests in 2008. Today, the vast grassy airfield is open as a park, whilst various plans are being devised for the future usage of the former airport building. October 2018 marked the 10th anniversary since the air traffic had been discontinued. It is, therefore, an appropriate occasion to look at the Tempelhof case anew. This paper attempts to shed light on how the manifold history and symbolic value of Tempelhof Airport is – or is not – being reflected within the current usage of the site, as well as in various proposals for its future developments, and how the latter correspond to the unique atmosphere of this place. Tempelhof’s rich and unusual history re-emerges in virtually every decision about the future of the site: from the idea to turn the site into an encompassing ‘creative hub,’ to economic questions (making the building more accessible to the public, using the terminal hall and the apron for mass events, and the like), right to the opposition of large groups of locals to the Senate of Berlin’s politics.

Buzzwords, such as ‘grass-root urban initiatives’, ‘participation’ and ‘creative districts’ have become hip, actual and important. Berlin is still often cited as an ex- ample of being cool, creative and livable – as if Berlin was implementing the heritage of Jane Jacobs directly in its urban development strategies. The city profits from its low-budget coolness – the mayor of Berlin, Klaus Wowereit (2001–), has stated, that ´Berlin is poor, but sexy´, attracting people from dif- ferent parts of Germany and other parts of the world, for both short stays or long-term living. The object of touristic interest over the past decade was not only its architecture and museums, but its quality of life: its freedom, ESTONIAN URBANISTS' REVIEW 13 OUTSIDER'S PERSPECTIVE its uncertainty. There remains an idea of Berlin being cool, an example of which could be eating a kebab under a scaffold, with people passing by just next to you; or watching a Karaoke event at Mauerpark after some flea-market shopping; or taking a picture in a retro photo booth next to the S-Bahn station Warschauer Straße; or standing in the long queue to get through the face- control at the legendary Berghain club, or any other scenes of the easyJet influenced touristic Berlin-idyll of the years 2006–2010.

Formerly, a symbol of Nazi megalomania, a forgotten site of terror, a witness of the heroic Berlin Airlift, an unprecedented example of a modern civil protest against rapid development and recently serving as the biggest refugee camp in Germany – Tempelhof continuously stirs controversy. In an attempt to understand the intricate situation and provide new solutions, the article presents the forgotten history of Tempelhof as well as analyses its significance for the city of Berlin. Kiedyś symbol nazistowskiej megalomanii, zapomniane miejsce tragedii wielu ludzi, świadek bohaterskich działań alianckich pilotów podczas Blokady Berlina, niezwykły przykład współczesnego protestu obywatelskie- go przeciwko nowej zabudowie deweloperskiej, a całkiem niedawno – największy obóz dla uchodźców w Niemczech. Tempelhof ciągle wzbudza kontrowersje. Aby zrozumieć skomplikowaną sytuację politycz- ną i znaleźć nowe rozwiązania dla tak trudnego miejsca, artykuł prezentuje zapomnianą historię Tempelhof oraz rolę, jaką odgrywa w Berlinie.
