LANCASHIRE COUNTY RUGBY FOOTBALL UNION ANNUAL REPORT 2017-18 THE SECRETARY’S OPENING REMARKS Firstly I have to thank the President, Steve Blackburn. Steve has done tremendous work over the year in travelling around clubs and representing the County. A truly approachable gentleman who has brought his own distinct sense of humour to the office. A lot of my Monday mornings have included a phone call from Steve starting with the phrase “I think I may have got away with it but……”. Needless to say the tales have me in stitches. As well as his Presidential duties he is an active member of the Disciplinary and Club & Community Committees which means he’s constantly on the go with his County missionary work. Steve has the huge support of his wife Val, who is also involved on the Mini & Junior committee. A couple entrenched in rugby and its administration, thank you both. To Rugby matters, Our Senior XV have reached the final and other reports in this booklet will cover how they got there, at the time of printing we are in the run up to the final at Twickenham against Hertfordshire whom we were runners up to in the final of the 2011-2012 season. Thanks to Mark Nelson, Steve Rigby, John Greenwood and all the backroom team, along with players who give up their time at the end of very busy seasons to support senior Rugby in Lancashire. Its an absolute joy to be involved in this side of County rugby and one which I look forward to each season. -

We in Yorkshire are very proud of our County Championship record over the years and 1 am sure that every player who has turned out for us this season has had one goal in mind; to add another championship title to our account. Little did we know, way back in Oetober, when we met on that foui Autumnal night at Sandal that we would be meeting in the Spring to decide which County will go to Twickenham! The prize of running out on that turf will be enough to ensure that we are about to witness a close, keenly fought, Championship semi-final today. -

Edition 10: 20th September 2013 Rugby World Cup 2015 Lead Up and Legacy Activity The RFU launched the seven strands of its national Lead up and Legacy plan on October 31st 2012. The aim of this is to set out an overall framework against which national resource will be invested in the lead up to RWC 2015 with the aim of increasing interest and participation in the game. Whilst many Clubs, CBs, Schools, Colleges, Universities and other bodies are working hard to develop local projects to meet identified local need these seven strands are areas in which we will invest national resource to create change in Rugby communities across the country. It is hoped that those delivery bodies that have not yet identified their focus will focus in on these areas and take action to improve provision and opportunities against these themes. Six Regional Activation and Legacy Groups are now up and running and are working to add value to the seven strands and to engage partners from outside of the immediate rugby community in supporting the efforts of those within it. Each group is populated by representatives from CBs and from the wider community. Attached as an appendix to this CB update is a brief overview of progress against the seven strands along with listings of clubs/projects etc involved to date – this will be updated for each issue. In addition to the work against the seven strands strong working relationships have been established with England Rugby 2015, the Organising Body for the tournament itself, and an update on relevant areas are also included in the appendix. -

August 2012 Issue 148 The Official Newspaper of The RFU and RFUW BEAUMONT MBE FOR MAGGIE Julia Hutton BECOMES England Women’s flanker Margaret Alphonsi was recently honoured with an MBE in the Queen’s Birthday Honours list. One of the most well-known names in women’s rugby, with RFU her barnstorming performances during the 2010 Rugby World Cup earning her fans all around the world, the 28 year old was honoured for her services to rugby. CHAIRMAN Making her debut as a 19 year old against the USA in 2003, Alphonsi now has an impressive 63 caps and has played in two XVs Rugby World Cups (2006 & 2010) where England finished second to New Zealand on both occasions. She also featured in the inaugural 2009 Rugby World Cup Sevens, where England lifted the Plate. Most recently, Alphonsi was part of the England team that defeated the world champions New Zealand in an historic three-Test series last autumn, as well as helping England to a record-breaking seventh consecutive Six Nations title, and a sixth Grand Slam in seven years. England also became the first team in Six Nations history not to concede a try in that tournament. “I’m so pleased to have been given this great honour by HRH, the Queen,” said Alphonsi. “What makes it so special is that it doesn’t just recognise my own personal achievements but that of the England team – I wouldn’t have received this had it not been for the hard work and dedication of the RFU and my England teammates. -

Such approval in principle is to be confirmed bya vote to be taken at the Special General Meeting and subject to a simple majority of those voting delegates present and those voting by proxy. -

I have held senior managerial posts in National Governing Bodies and have experience working within National Olympic Committee projects during both winter and summer Olympiads. I would describe myself as a performance-focused coach with demonstrable experience in an operational sports environment and a passion for player and coach development. Experience Director of Coaching Chester RUFC 2012 – Present I am Head coach of this National League team and the overall lead for player, coach and volunteer development within the club. This season, I have achieved promotion to National 2 North following a playing department overhaul and development of a whole club strategic plan. I have also led colleagues on the executive committee through a full governance restructure of the club and also its wider relationships with both governing bodies, local CSP and Sport England. Other elements of my role include: the wider development of a VIK programme with University of Chester worth £20,000 per annum which has allowed the club to benefit from increased expertise and manpower. This was assisted by the management of the club’s relationship with our local RFU Area Manager. the development of the O2 Touch Rugby scheme with an active community of 20 regular participants. We are currently moving this plan towards achieving an overall target of 200 + new touch participants in the Chester area. -
