The cover pays tribute to the resourcefulness and creativity of local governments to deliver and provide the necessary assistance even in critical moments such as the COVID-19 pandemic—a proof that no adversity, strife, nor calamity, can ever undo their duty so long as their mandate to serve the public remains.
