This method of distribution was a way to minimize contact between LGU frontliners and residents to avoid possible transmission of the coronavirus. It took place at a time when people had no means to secure food and other essentials due to stay-at-home orders of the national government brought by the COVID-19 pandemic. The humble chair came to symbolize the Philippine local government response to the pandemic and the resulting community quarantine. The League chose this as the cover of this special issue as it signifies the commitment of city governments to serve their constituents no matter the circumstances and limitations. The cover pays tribute to the resourcefulness and creativity of local governments to deliver and provide the necessary assistance even in critical moments such as the COVID-19 pandemic—a proof that no adversity, strife, nor calamity, can ever undo their duty so long as their mandate to serve the public remains.
