MAPPING THE STATE FUTURE CAUCUS NETWORK

29 State Future Caucuses 650+ State Legislators engaged

Mission: Each State Future Caucus seeks to foster a bipartisan community of young, innovative state elected officials working in collaboration on the issues facing Millennials and future generations.

Membership: State legislators who are approximately 40 years of age or younger. Future Caucus members are interested in working pragmatically on future-oriented issues and towards a culture of political cooperation.

Leadership: At least two Co-Chairs lead each Caucus: one Democrat and one Republican. Co-chairs preside over meetings of the Caucus, provide leadership in advancing Future Caucus initiatives, and are the primary spokespeople for external audiences. State Future Caucus members come together for networking, expert policy discussions, and other leadership development opportunities.

Issues: Each Future Caucus focuses on two to three strategic, core issues for their work, while staying open to other policy opportunities that may arise. All legislation the Caucus focuses on must be bipartisan or nonpartisan and future-oriented, having a significant impact on the Millennial generation.

Dear Future Summit Attendee,

On behalf of the Millennial Action Project, I’d like to formally welcome you to our 2019 Future Summit in Nashville, TN—the largest-ever nonpartisan convening of young state legislators. As my team and I have traveled across the country building our Future Caucus Network, one of the most common questions we hear is, “What’s working in other states?” We designed this summit to answer that question.

Over this exciting weekend, you have the opportunity to network with legislators from across the country and from every type of district. You will learn about the most promising future-focused policy ideas on issues ranging from addressing brain drain to improving our democracy. Additionally, you will learn innovative strategies from our leaders and experts to engage the public and generate momentum. Our hope is that you will leave the summit equipped with new ideas to bring home to your legislature; enriched with new, lasting friendships that will support your public service; and energized with a taste of Music City and the power of music to bring people together.

You represent the most hopeful story in American politics today. At a time of extreme division, MAP has brought together over eight hundred legislators at both the state and federal levels to disrupt the political status quo and build new consensus on generational issues. You have answered this call to serve, producing extraordinary results. Each time you accelerate breakthrough legislation, host a statewide conference with young leaders, or inspire people to listen with empathy, you generate a powerful ripple effect across your community. Because of those ripples, this movement is actively transforming the political culture of our nation, from contempt to cooperation, at a time when our republic needs it most.

Millennial “Brain Drain,” or the exodus of young professionals and recent graduates from the states in which they earn their degree, presents a unique challenge to legislators seeking to sustain and support local communities and economies. This panel will highlight strategies state lawmakers have employed to reverse this trend and encourage young people to lay down roots in their states, including investments in local Opportunity Zones and tailored tax proposals for recent graduates.

Democracy Reform: The 2020 Census and Redistricting Daniel Weiner, Brennan Center for Justice Representative Jessica Gonzalez (TX) Representative Kevin Hornberger (MD)

In many states, partisan control of the redistricting process has historically conveyed unfair electoral advantages to a single party, resulting in a lack of competition. The recent Supreme Court decision firmly placed control of electoral maps in the hands state legislatures, emphasizing the need for responsible and educated policy making. After the 2020 census, legislators in many states will once again have the opportunity to shape the electoral landscape and the character of our democracy for the next decade. Learn how Millennial lawmakers are taking action to break the cycle of gerrymandering, restore voter confidence in our democracy, and ensure candidates prevail on the quality of their ideas — not just the makeup of their districts.

Future of Work: Unlocking the Economic Potential of Entrepreneurs Anna Fife, The Aspen Institute's Future of Work Initiative Senator Katrina Robinson (TN) Representative Adam Neylon (WI)

The landscape of the 21st century economy is in constant flux with the forces of technology and globalization providing new opportunities for innovators to start businesses and drive growth. Continuing the recent upward trend, the rate of new entrepreneurs has increased to its highest level in two decades with more of these new businesses surviving their first year as startups. This panel highlights the ways state lawmakers are collaborating to deliver policy solutions that strive to unlock the full economic potential of each citizen, encouraging innovation and social mobility.

Brain Drain: SOS: Support our States by Addressing the Student Debt Crisis Steven Gentile, Tennessee Higher Education Commission Representative Julie Fahey (OR) Senator David Wilson (AK)

At $1.6 trillion, student loan debt is the second highest source of consumer debt in the country. This debt is hampering not just individuals, but entire communities: a 2019 Federal Reserve study showed that individuals with high student debt were significantly more likely to leave behind their local economies in search of employment in larger metropolitan areas. To stem the outpour of talent from states and municipalities, policymakers must provide multiple pathways to debt relief and repayment, as well as expand equal access to quality education. In turn, legislators can ensure multi-level economic growth, spur local economic competitiveness, and reduce the skills gap in local labor forces.

For many young Americans, their vote is the first step into civic life. As Millennials are poised to become the largest voting bloc of the electorate in 2020, it has never been more important to foster youth participation and bolster trust in our democratic process. Ahead of this historic election cycle, this panel will address how young elected officials are striving to encourage civic engagement, streamline voter registration, and modernize the infrastructure of our democracy.

Future of Work: From "Workin’ 9 to 5" to "Everyday I’m Hustlin’" — Millennials in the Gig Economy Anna Fife, The Aspen Institute's Future of Work Initiative Senator Jeff Bridges (CO) Representative Michael Curcio (TN)

The future of work is here. The gig economy has expanded to include one third of Americans and young people are increasingly choosing to work independently or autonomously—in fact, Millennials make up approximately 40% of the nearly 60 million gig economy workers in America. However, this change also brings risks: increasingly, workers are left without a safety net in the absence of traditional employment benefits. Businesses become disadvantaged when they are unable to access skilled workers restricted by non-competitive work arrangements. Creative and responsive policy solutions, such as access to portable benefits and a modernized slate of worker protections, are required to ensure the economy works for all workers and businesses. This discussion will highlight how legislators are helping gig- workers and businesses fully embrace the opportunity of the modern economy.

SATURDAY How to Tackle Polarizing Issues – 9:30 AM Legislators often engage on topics that inspire debate and the most successful policymakers are those able to communicate effectively around the toughest issues. Learn from leaders inside and outside the statehouse who have embraced the art of engaging across the divide, and discover tactics for building allies and consensus on some of the most challenging issues of our time.

Man of Steele: Headlines and Trendlines – 10:05 AM Former Maryland Lieutenant Governor and MSNBC commentator Michael Steele has been a trailblazer during his decades-long political career. His experiences have given him a unique perspective on the state of partisanship—where we've been, where we're going, and what we can do to overcome gridlock and strengthen our democracy. In this conversation, Steele will share his insights on building bridges, the future of collaboration, and the role we all have to play in leading our nation forward.

Bill Share Session – 12:30 PM Legislators will participate in an open discussion on legislation they’ve championed in the past and share approaches with the potential for cross pollination from other states. This session is the perfect opportunity for attendees to crowdsource policy ideas and gain insight from other young legislators across the country.

Leveraging Innovation in the Statehouse – 1:00 PM Every day, entrepreneurs across the country are identifying problems and creating innovative ways of solving them through new business. Similarly, Future Caucus members have taken disruptive approaches to solving problems, through public policy. As entrepreneurs and legislators alike drive advances on a diversity of issues, we examine how the relationship between these two groups can be a catalyst for change. This panel will address how policymakers can continue to foster strong entrepreneurial environments in their communities, the role of public/private partnerships, and lessons from successful startup leaders that will help elected officials effectively identify and solve new challenges.

Notes from Music City: Storytelling in a Polarized Environment – 3:30 PM In this conversation with two-time GRAMMY-winning producer Shannon Sanders, we learn more about the transformative power of Nashville’s creative economy, and how to unleash the same cultural growth across the country. Hear how industry leaders in Music City mastered the art of storytelling across diverse communities, worked to increase civic engagement, and helped to define the future of places, people, and communities.

SUNDAY Harnessing Leadership Across the Aisle – 9:05 AM Prior to being elected to statewide office, Secretary Frank LaRose served two terms in the Ohio State Senate and served as the founding Co-Chair of the Ohio Future Caucus. In the legislature, Sec. LaRose spearheaded efforts to increase government transparency and efficiency, particularly in the areas of elections administration and regulatory reform. Secretary LaRose will share insights about his work on strengthening democratic institutions and processes in Ohio, effective leadership across the aisle, and leveraging your Future Caucus for change.

Future Caucus Success in 2019 and Beyond – 9:30 AM Explore how members of the State Future Caucus Network leverage their Future Caucuses to change the narrative around public service, create opportunities for public engagement, and achieve major legislative victories. Through this discussion, participants will learn how Caucuses use their united voice to introduce the future-oriented changes their states need. By bucking the status quo and focusing on finding solutions that work for their communities, these legislators have created a roadmap for Future Caucuses around the country.

Best Practices in the State Future Caucus Network – 10:10 AM In 2013, MAP founded the nation's first and only bipartisan caucus for young members of Congress – the Congressional Future Caucus. We have since scaled that model of engaging young elected officials across party lines to 29 state legislatures throughout the country. We’re excited to share what we learned along the way through our new toolkit: Best Practices for Future Caucus Success. This resource shares proven tips and ideas you can use in the development and management of your Future Caucus.

Workshops: 2020 Future Caucus Planning – 10:35 AM In small groups, legislators will familiarize themselves with the Best Practices for Future Caucus Success toolkit while brainstorming ways MAP can support their Future Caucus. At the close of the session, participants will make individual/state commitments and create goals for 2020 Future Caucus management.

Brunch & Learn: Building Your Digital Toolkit – 11:30 AM Learn about how Google & YouTube can help amplify your message and protect your information. The presentation will cover how legislators can utilize Google Search, Maps and YouTube to establish your online presence and boost engagement with constituents.

Pitch Competition – 12:45 PM Legislators will have the opportunity to create and share a 60-second elevator pitch on their 2020 Future Caucus plans. Participants will be evaluated on innovative strategies for post-partisan governing and connecting with young people.

Allie Brandenburger Allie Brandenburger is the Co-Founder and CEO of TheBridge, a startup that works to build understanding and collaboration between tech, policy and politics. Brandenburger is a trusted partner of the private and public sectors and uses communication and coordination to translate between the cultures of politics and tech. Prior to starting TheBridge, Brandenburger worked with innovative tech firms such as Google and SpaceX, as an advocate for emergent tech issues and coalitions, on political campaigns of all sort, and as a Communications Director on Capitol Hill.

Evan Burfield Evan Burfield is an entrepreneur, investor, author, and regulatory hacker. Currently the CEO of Union and General Partner at 1776 Ventures, Burfield is a recognized thought leader on the intersection between startup disruption and public policy. He has founded four companies and advised countless startups. His current project, Union, hosts incubators and accelerators on six continents supporting more than 10,000 startups.

Anna Fife Anna Fife is the Associate Director of Outreach and Engagement for the Aspen Institute’s Future of Work Initiative where she tracks and provides analysis on the changing relationships and expectations of the workforce at the center of our economy. Prior to joining the Aspen Institute, Fife worked for Share Our Strength, and as a legislative staffer in the office of Senator Mark Warner.

Mindy Finn Mindy Finn in the co-founder of Stand Up Republic and was a former 2016 Vice Presidential candidate. She is a leading voice in digital politics and has led technology programs for the RNC, , and George W. Bush before founding Engage, one of the first digital media agencies for politics and advocacy working to usher the industry into the Internet era. Finn is also the founder and president of Empowered Women, encouraging a new generation of women to pursue their voice in politics.

Steven Gentile Steven Gentile is the Chief Fiscal Policy Officer at the Tennessee Higher Education Commission. Tennessee is leading the nation in innovative higher- education policy solutions, expanding access and tying tuition to performance- based outcomes. Gentile heads Tennessee’s outcomes-based funding formula for colleges and universities and handles all appropriations requests while researching best practices and policies to make higher-ed institutions more effective and affordable.

Frank LaRose Frank LaRose is the current Ohio Secretary of State & former Ohio Future Caucus Co-Chair. He spearheaded the state's non-partisan redistricting reform effort to create districts that fairly represent Ohio communities. Sec. LaRose has also set out to modernize Ohio’s election system by being a leading voice on automatic voter registration and information sharing between agencies to avoid voter purge errors.

Shannon Sanders Shannon Sanders is a GRAMMY and Emmy award-winning producer and artist who has worked with acts such as John Legend, Jonny Lang, and Robert Randolph. He is currently program director at Nashville's 102.1 The Ville and continues to produce and create projects that reflect Nashville's story and its spirit.

Chris Slevin Chris Slevin is Vice President at the Economic Innovation Group where he develops the group's policy agenda and leads the group’s bipartisan research and advocacy strategy addressing pressing economic challenges. Previously a legislative director for Senator Cory Booker and an advisor to Senator Sherrod Brown, Slevin is a proven leader on innovative economic policy specifically in the areas of trade, labor, manufacturing, and workforce, and economic development issues.

Michael Steele Michael Steele in an MSNBC political analyst and the former Republican National Committee Chairman. Steele was the first African American elected to statewide office as the Lt. Governor of Maryland. Steele’s renowned ability as a communicator and commentator is seen in his publications in The Wall Street Journal, The Washington Times, and and in appearances as a political analyst. Steele now hosts his own podcast, The Michael Steele Podcast, where he addresses key political and cultural issues bypassing traditional political boundaries to find real solutions.

Daniel Weiner Daniel Weiner is the Senior Counsel for the Brennan Center’s Democracy Reform Program where he deals with all issues democracy reform, including money in politics, ethics, redistricting, and more. A trusted policy advisor, Weiner writes regularly on election law issues, including for The New York Times, NPR, The Guardian, among other outlets. Prior to joining the Brennan Center, Weiner served as Senior Counsel to Federal Election Commissioner Ellen Weintraub. Weiner is a graduate of Harvard Law School.

Summit Transportation: A complimentary shuttle will be provided to the Welcome Reception on Friday, August 2nd, and to "MAP in Music City" on Saturday, August 3rd from the Marriott. Additionally, Lyft credits have been made available to each attendee.

Millennial Action Project will hosting an after-party reception sponsored by the Recording Industry Association of America on Saturday, August 3rd from 6:00-8:00 pm at Nudie’s Honky Tonk. MAP in Music City is a chance to celebrate our outstanding young state legislators and their work to bridge the partisan divide in their communities and across the country. We invite you to attend and join us for an evening of networking, wonderful food, and fun dancing.

LEGISLATOR TRAVEL SCHOLARSHIP POLICY

MAP is pleased to offer travel assistance, as funding allows, for legislators to attend the 2019 Future Summit in Nashville, Tennessee.

Hotel: For legislators attending the 2019 Future Summit, the Millennial Action Project has reserved a hotel block at the Nashville Marriott at Vanderbilt University, 2555 West End Ave, Nashville, TN 37203 for the evenings of Friday, August 2nd and Saturday, August 3rd. MAP will cover hotel room costs in full for attendees sharing a room with another state legislator. For those attendees requesting a private room, MAP will cover one half of the nightly rate, taxes and fees of the hotel room (Approx. $110 a night). Guests will be responsible for all incidentals.

If your hotel reservation is not canceled within 72 hours before your intended arrival, you will be responsible for the cost of one night’s stay.

Flight: You can only request reimbursement for airfare or mileage. If you need to cancel or change your flight, you are responsible for notifying your airline. MAP will not reimburse airport parking fees. Your flight cost and Future Summit related ground transportation fees can be applied to your scholarship reimbursement up to a maximum total reimbursement of $350.00. For legislators traveling from outside of the mainland United States (Hawaii and Alaska) the total maximum travel reimbursement is $500.

Mileage reimbursement: If you are driving to the summit, MAP will reimburse your mileage at the federal mileage reimbursement rate (58 cents per mile). Please note, the federal mileage reimbursement rate includes the cost of gas. The Marriott has an underground parking garage for guests. Your mileage and host hotel parking costs during summit attendance can be applied to your scholarship reimbursement up to a maximum total reimbursement of $350.00 ($500 maximum reimbursement for legislators from outside the mainland United States).

Attendance: Attendees must attend all summit events to receive travel reimbursements. Arrival and departure times outside of the full summit programming will result in a reduced reimbursement. Attendees with participation scheduling conflicts must receive prior written approval from Caroline Dvorsky ([email protected]) to avoid any decrease in reimbursement.

Cancellation: Due to the limited number of travel funds available, summit registrants must immediately notify MAP if they are no longer able to attend.

Reimbursement: MAP will process and mail all approved reimbursements within 3 weeks after the summit. You must submit all receipts for reimbursement to Caroline Dvorsky ([email protected]) by August 15, 2019. If you are unable to deposit your reimbursement within 60 days, your original check will be void. MAP is able to issue one replacement check, if necessary. After 60 days of issuing the replacement check, the check will be void and funds will be forfeited.
