Background Bellevue’s Comprehensive Plan, adopted in August 2015, aims to “maintain and enhance a comprehensive multimodal transportation system to serve all members of the community” (Transportation Element Goal). The plan notes that “mobility in Bellevue means providing people with an assortment of mobility options that help people get where they need to go,” and that this “contributes to a quality of life that Bellevue residents expect, and that attracts employers and businesses” (Transportation Element Introduction). Policies direct the City to “evaluate and facilitate car-sharing and bike sharing programs” (TR-16) and to “support the establishment and operation of a bicycle sharing program in Bellevue” (TR-115).
