Smuggling Cultures in the Indonesia-Singapore Borderlands Michele Ford and Lenore Lyons The smuggling will never stop. As long as seawater is still seawater and as long as the sea still has water in it, smuggling will continue in the Riau Islands. Tengku Umar, owner of an import-export business Borders are lucrative zones of exchange and trade, much of it clandestine. Smuggling, by definition, 'depends on the presence of a border, and on what the state declares can be legally imported or exported' (Donnan & Wilson 1999: 101), and while free trade zones and growth triangles welcome the free movement of goods and services, border regions can also become heightened areas of state control that provide an environment in which smuggling thrives. Donnan and Wilson (1999: 88) argue that acts of smuggling are a form of subversion or resistance to the existence of the border, and therefore the state. However, there is not always a conflict of interest and struggle between state authorities and smugglers (Megoran, Raballand, & Bouyjou 2005). Synergies between the formal and informal economies ensure that illegal cross-border trade does not operate independently of systems of formal regulatory authority. -

DIREKTORAT JENDERAL PENGUATAN DAYA SAING PRODUK KELAUTAN DAN PERIKANAN KEMENTERIAN KELAUTAN DAN PERIKANAN 2018 KATA PENGANTAR Puji syukur kehadirat Tuhan Yang Maha Esa atas segala rahmat-Nya sehingga buku ini dapat tersusun dengan baik. Penyusunan Profil Potensi Usaha dan Peluang Investasi Kelautan dan Perikanan bertujuan untuk: 1) Menyediakan data dan informasi potensi usaha dan peluang investasi Provinsi Sumatera Barat kepada stakeholders dan calon investor; 2) Referensi dan pertimbangan dalam memutuskan investasi di sektor kelautan dan perikanan serta percepatan industri kelautan dan perikanan; serta 3) Mempromosikan potensi usaha dan peluang investasi sektor kelautan dan perikanan, baik hulu dan hilir menurut lokasi (Provinsi dan Kabupaten/ Kota), komoditas/produk maupun bidang usaha. Profil Potensi Usaha dan Peluang Investasi Kelautan dan Perikanan berisi data dan informasi usaha kelautan dan perikanan layak investasi, potensi dan pemanfaatan perikanan, infrastruktur pendukung investasi, spesifikasi teknis bidang usaha, kemudahan investasi serta kontak hubung daerah. Ucapan terima kasih kami sampaikan kepada semua pihak yang telah berpartisipasi, baik secara langsung maupun tidak langsung hingga terselesaikannya buku ini. E-mail : [email protected], HP: 081365578455 ABSTRACT Base on the survei and field visiting at the location of dockyard industry, the state of traditional dockyard management and technology reported. Traditional dockyards use wood as raw materials for building mostly small fishing boat of less than 5 GT. The location of dockyard is built open on the bank of riverside in the coastal area without any covered building. Facilities in the traditional dockyard as well as infrastructure ro the location are almost nothing deliberately built. The dockyard persists on the wetland environment, swampy area, and unhealthy working condition. The management of the dockyard is family wise as it belongs to the one core family, but the boat craft man mostly recruite from extended family. While the technology used mostly come from the long experiences working in the famili or other dockyard. The main problem of the traditional dockyard is the raw wood materials are scarce and difficult to get it, except by high price, whilst capital to secure materials stock unavailable. The consequence, five of seven traditional dockyard surveied have been stopping to product a new boat; and frustrating to pace the future. -

The population in this study iis all MSMEs in the Indragiri Hilir Regenccy, which amounts to 58.620 business units which spread to 20 sub-districts. Meanwhille, the sample is determined in 10 sub-districts which consist of Tembilahan sub-distrrict, Tembilahan Hulu, Kempas, Tempulling, Kateman, Pelangiran, Gaung, Gaung Anak Serka, Reteh, Keritang. Based on the results of internal and external analysis of MSME in the Indragiri Hilir Regency is in a moderate or average commpetitive position. While the strategic positioon of MSME is based on business attractiveness which has a high position and the relative competitive strength is in tthe average position. The MSME empowerment model in the Indragiri Hilir Regency coc nsists of three dimensions such as external factors that include the role of government, the role of State-owned Enterprises/ Private-owned Enterprises, the role of Non-Bank Financial Institutions / Cooperatives / NGO’s and the role of higher education. -

Adapun tujuan penelitian ini adalah untuk mengetahui Pengawasan Pemerintah Daerah Terhadap Urusan Pemerintahan Bidang Perikanan (Kasus Sumberdaya Kelautan dan Perikanan) di Kabupaten Rokan Hilir tahun 2018-2019, serta untuk mengetahui apa saja factor penghambat Pemerintah Daerah dalam melakukan pengawasan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Dalam pengumpulan data, penulis menggunakan teknik wawancara dan dokumentasi.
