Trump, 2019 Remarks Prior to a Meeting With Senior Military Leaders and an Exchange With Reporters April 3, 2019 The President. Well, thank you very much. It's a great honor to be with our military leaders. These are tremendous folks. We've had a tremendous year. We've been on the cusp of doing something, and we are on the cusp of doing something very important. We're rebuilding our military like probably never before. Seven hundred billion dollars approved my first year, seven hundred and sixteen my second year. And I don't know even if these great generals and admirals know, but we're asking for $750 billion. And tremendous progress has been made. You know also about 100 percent of the caliphate in Syria that's taken place as of a few days ago. And these are incredible warriors, incredible fighters, and it's my really tremendous honor to be with you all. And we're going over—after this, we're going to go have a quick dinner over at the White House. But we've been doing this once a year. We meet more often than that, but we've been doing the dinners once a year. We talk about a lot of different things, and a lot of good ideas comes out. And it's great to be with you all. And I want to thank the media. You've been extremely gracious over the last 2 days. The rest of the term, I would say not as good, but that's okay. [Laughter] But thank you all very much. Mr. President, can we ask: Are you concerned that the Chinese may be trying to conduct some espionage against the United States by spying on you at Mar-a-Lago? The President. Well, I saw the story. Haven't spoken to anybody about it, other than I had a brief meeting. Gave me a little bit of information. No, I'm not concerned at all. I have—we have very good control. We have extremely good—and it's getting better. And cyber—frankly, what we're doing with cyber is a story in itself. No, I think that was just a fluke situation, and I think that the person sitting at the front desk did a very good job, to be honest with you. I think that particular woman did a very, very good job. Will you change any procedures there, sir, in terms of security? The President. Well, that's really Secret Service. Secret Service is fantastic. These are fantastic people. And the end result is, it was good. I think probably we'll see what happened— 1 where she's from, who she is. But the result is, they were able to get her. And she's now suffering the consequences of whatever it is she had in mind. But I would say I could not be happier with Secret Service. Secret Service has done a fantastic job from day one. That looked like a selfie or something, and I do that a lot. I do that sometimes depending on where I—when I—you know, where I am or what I'm doing, hundreds of times a day. But no, I don't know anything about her. The President's Tax Returns Q. Mr. President, the chairman of the Democratic House Ways and Means Committee moments ago asked the IRS for 6 years of your tax returns. I want to get your—— The President. Is that all? Q. That's all. The President. Usually, it's 10, so I guess they're giving up. No, I'm—we're under audit, despite what people said. And we're working that out as—I'm always under audit, it seems. But I've been under audit for many years, because the numbers are big, and I guess when you have a name, you—you're audited. But until such time as I'm not under audit, I would not be inclined to do that. Thank you. Okay, thank you all very much. Q. Cummings Second Interim Staff Report Committee on Oversight and Reform U.S. House of Representatives July 2019 oversight.house.gov EXECUTIVE SUMMARY On February 19, 2019, the Committee on Oversight and Reform issued an interim staff report prepared for Chairman Elijah E. Cummings after multiple whistleblowers came forward to warn about efforts inside the White House to rush the transfer of U.S. nuclear technology to Saudi Arabia. As explained in the first interim staff report, under Section 123 of the Atomic Energy Act, the United States may not transfer nuclear technology to a foreign country without the approval of Congress in order to ensure that the agreement meets nine nonproliferation requirements to prevent the spread of nuclear weapons. These agreements, commonly known as “123 Agreements,” are typically negotiated with career experts at the National Security Council (NSC) and the Departments of State, Defense, and Energy. The “Gold Standard” for 123 Agreements is a commitment by the foreign country not to enrich or re-process nuclear fuel and not to engage in activities linked to the risk of nuclear proliferation. During the Obama Administration, Saudi Arabia refused to agree to the Gold Standard. During the Trump Administration, Saudi Crown Prince Mohammed bin Salman (MBS) went further, proclaiming: “Without a doubt, if Iran developed a nuclear bomb, we will follow suit as soon as possible.” There is strong bipartisan opposition to abandoning the “Gold Standard” for Saudi Arabia in any future 123 Agreement.

At a time when infections increase daily and deaths continue to rise, we need to do everything we can to save as many lives as possible. While these live-saving devices are an essential commodity during this pandemic, equally important is the need to ensure they meet certain standards to maximize efficiency in treating the critically ill, such as those outlined in evidence-based medicine published by the American College of Chest Physicians titled “Surge Capacity Logistics, Care of the Critically Ill and Injured During Pandemics and Disasters: CHEST Consensus Statement” (CHEST 2014; 146(4_Suppl):e17S-e43S). Recently purchased ventilators represent 14 different models and, while it is the role of the AARC to ensure respiratory therapists are thoroughly trained and knowledgeable of the different components, less variation could speed up the process to ensure they meet the needs of critical care patients. That is why we believe it is vital the Administration use the expertise of the AARC in an advisory role moving forward in any decisions that impact access to ventilators. The AARC is a national professional organization with membership of over 45,000 respiratory therapists and whose organizational activities impact over 150,000 practicing respiratory therapists across the country.

INTRODUCTION The 2016 presidential campaign defied the conventional wisdom in virtually every regard. Donald Trump’s surprise victory disproved the polls and embarrassed the pundits in the biggest election upset since the 1948 Truman-Dewey race.1 But the 2016 election was more than a political earthquake. The campaign also made it starkly apparent that federal campaign finance law has become woefully outdated in the age of the internet, social media, and non-stop fundraising. A vestige of the post- Watergate reforms of the 1970s, the Federal Election Campaign Act (“FECA”) no longer adequately regulates the campaign finance world of twenty-first century American politics. The time has come for a sweeping reform and restructuring of the law. Since FECA’s adoption in the 1970s, federal campaign finance law has been built on four pillars. The first is contribution limits on donations to candidate campaigns and political party committees. Contribution limits are designed to reduce the role of money in politics by preventing large donors from corrupting elected officials. The second is the ban on foreign contributions to American political campaigns. Your own attorney, Abbe Lowell, has confirmed as much to members of Congress, and, alarmingly, was unable to say whether you have discussed classified information using such non-official, unsecured messaging systems.1 Press reports have likewise recounted your ongoing use of “WhatsApp to communicate with foreign leaders and conduct government business,” which has drawn concern from cybersecurity experts.2 More recently, you reportedly used WhatsApp to communicate with your shadow coronavirus task force, a group of mostly “untested volunteers drawn from consulting firms and investment banks like McKinsey and Goldman Sachs” that operates outside of federal transparency laws.3 And just this month, reports emerged that you maintain an “open line” of communication with Facebook CEO Mark Zuckerberg to discuss policy matters—again, through WhatsApp.4 Presidential records stored in your WhatsApp and other non-official accounts are not yours; they belong to the public.
