AFFIDAVIT OF AARON LANG

I, Aaron Lang, Esq., do depose and state as follows:

1. I make this affidavit of my own personal knowledge. I am an attorney at Foley Hoag LLP, counsel for Vineyard Wind 1 LLC (“Vineyard Wind”) in this proceeding before the Department of Public Utilities (“Department”).

2. On March 26, 2021, the Hearing Officer issued an Order of Notice (“Order”) to Vineyard Wind containing translation, publication, posting, and service requirements for the Notice of Adjudication and Notice of Public Comment Hearing (“Notice”) in the above-captioned proceeding. That Order referred to two versions of the Notice: (1) a version with a project-area map (“Abutter Notice”); and (2) a version without a map to be used for publication (“Newspaper Notice”).

3. On March 25, 2021, the firm Consortra Translations provided to Vineyard Wind a Portuguese translation of the Abutter Notice.

4. On March 26, 2021, Vineyard Wind posted electronic copies of the Abutter Notice (in English and Portuguese), and the Petition and Exhibits1 on Vineyard Wind’s website at https://www.vineyardwind.com/vineyard-wind-1.

5. On March 31, 2021, copies of the Abutter Notice (both the English and Portuguese versions) were sent by first-class mail to the Barnstable Town Council, the Barnstable Town Manager, the Barnstable Zoning Board of Appeals, the Barnstable Conservation Commission, the Barnstable Department of Public

6. On March 31, 2021, copies of the Abutter Notice (both English and Portuguese versions) were sent by first-class mail to all U.S. Mail addresses and persons owning real estate within at least one quarter mile of the 2.2-acre parcel on which the Vineyard Wind proposes to add to the Substation site. All owners of properties opposite the Substation site parcel across any public or private street or way, abutters to the Substation site parcel, and abutters to the abutters within three hundred feed of the Substation site, as they appear on the most recent applicable tax list of the Town of Barnstable, are located within the quarter-mile radius and thus were sent copies of the Abutter Notice (in both languages) by first-class mail.3 Please find property owners who were sent this mailing, which includes the Barnstable certified abutter list for this Project, at Attachment C.

7. Also on March 31, 2021, a copy of the Abutter Notice (in English) was electronically served on the Service List in EFSB 17-05/D.P.U. 18-18/18-19.

8. The Newspaper Notice was published in the Times on April 1, 2021 and April 8, 2021, and in on April 2, 2021 and April 9, 2021. Please find the corresponding tear sheets at Attachment D.

9. On behalf of Vineyard Wind, and to the best of my knowledge, I have complied with the publication, posting, and service requirements as established by the Hearing Officer in this proceeding.

As shown in Attachment C, Vineyard Wind served property owners within a slightly larger area—within one quarter mile of the 13.1-arce parcel located at 40 Communication Way, thereby fulfilling all requirements for mail service to nearby property owners.
