The Township of Scugog is initiating a Class Environmental Assessment for an additional access to Scugog Island to service residents, businesses and the agricultural community. A wide range of alternatives will be examined as part of the study including operational and/or physical modifications and improvements to existing facilities within or near the Study Area; alternative modes of transportation; and a new access road.
This notice signals the commencement of the Class Environmental Assessment - a study which will define the problem, identify and evaluate alternative solutions, and determine a preferred solution in consultation with the Township of Scugog, regulatory agencies, and the public. The study is being conducted in compliance with Schedule C of the Municipal Class Environmental Assessment (June 2000), which is approved under the Ontario Environmental Assessment Act.
As part of the consultation process, the Township will establish a Steering Committee that will meet at key points in the process to provide input to the Project Team. Another key component of the study will be public consultation through two Public Information Centres (PICs). The PICs will provide members of the public with an opportunity to meet the Project Team, review the study scope and discuss issues related to the project including alternative solutions, environmental considerations, evaluation criteria and alternative designs. Details regarding the planned PICs will be advertised as the study progresses. The map below shows the approximate limits of the study area.

Proposed Second Access Road to Scugog Island www.township.scugog.on.ca Class Environmental Assessment Study
The Township of Scugog is examining the merit of providing a second access road to Scugog Island. This road would offer an alternative to Island Road (Regional Road 7) if it becomes obstructed or impassable due to an unforeseen event.
The Township is conducting this study in accordance with Schedule C of the Municipal Class Environmental Assessment (June 2000), which is an approved planning process under the Ontario Environmental Assessment Act. Public consultation is an important element of this process. To date, the Township has held one Public Information Centre (PIC), on September 22, 2005, to provide information on the study scope, need and justification for improvements, alternative solutions, and environmental considerations.
A second PIC is planned to provide the public an opportunity to review the recommended design alternative and evaluation process, and to comment on the study material. The PIC has been scheduled for:

Proposed Second Access Road to Scugog Island Class Environmental Assessment Study www.township.scugog.on.ca
The Township of Scugog initiated a Class Environmental Assessment to examine the need for an additional access road to Scugog Island. A wide range of alternatives were examined as part of the study including operational and/or physical modifications and improvements to existing facilities within or near the Study Area; alternative modes of transportation; and a new access road. The recommended design to be carried forward includes two new access roads from Highway 7A to Ashbridge’s Road and from Ma Browns’ Road to Pine Point Road. The existing entrance to Reader Road from Highway 7A will be closed.
The Township has planned this project under Schedule C of the Municipal Class Environmental Assessment (June 2000). The Environmental Study Report (ESR) has been completed and, by this Notice, is being placed in the public record for review. Subject to comments received as a result of this Notice and the receipt of necessary approvals, the Township may proceed with design and construction of this project.

If concerns regarding this project cannot be resolved in discussion with the municipality, a person may request that the Minister of the Environment make an order for the project to comply with Part II of the Environment Assessment Act (referred to as a Part II Order), which addresses individual environmental assessments. Requests must be received by the Minister at the address below by August 3, 2007. A copy of the request must also be sent to the Township Clerk and Project Manager. If no request is received by the date listed, the Proposed Second Access Road to Scugog Island may proceed to design and construction as outlined in the Environmental Study Report.

MINUTES OF THE SECOND ACCESS STAKEHOLDERS MEETING
HELD THURSDAY, FEBRUARY 3, 2005

The Mayor welcomed everyone and explained the purpose of today’s meeting was to review what was discussed at the meeting held on November 29, 2004 with regards to completing an Environmental Assessment (EA) for a Second Island Access and to confirm the partners. Proposed partners to complete the EA are the Township of Scugog, Region of Durham and the Great Blue Heron Casino.
• Township of Scugog noted that they have budgeted $50,000 towards the EA, pending budget approval.
• Region of Durham – from a staff perspective, Region of Durham staff recommend contributing $50,000 to the EA. Region currently going through the budgeting process – Region expects to be a partner.
• Great Blue Heron Casino has budgeted $50,000 for the EA. Noted that their commitment is only to the EA phase of the project.
Discussions moved to completing the Terms of Reference for this project. Noted that once the Terms of Reference are completed it must be circulated to the involved stakeholders for their agreement and the next phase would be tendering the EA.

Discussion regarding Terms of Reference included but was not limited to the following points:
• Timeframe to complete the EA was questioned. Noted it is estimated to take six to eight months
• Region noted they have a standard format of Terms of Reference which could be customized to suit. Differences in policies between the Region and Township will need to be verified. Requested the information be forwarded to the Township of Scugog’s Acting CAO for review.
• Preliminary documentation was requested by the Region. TSH will forward the preliminary analysis information they have to the Region representative.
• Bridge option. Noted that a bridge at the north end does not address the emergency services concern.
• Process was questioned with regards to a Steering Committee or approaching each agency on an individual basis. The group agreed to continue as the Steering Committee. Members will be responsible for reporting back to their respective agencies and bringing forward their agencies feedback.
• Stakeholders. Ministry of Transportation was identified; Region representative noted they will contact the MTO regarding their participation. Conservation Authorities, neighbouring municipalities and Goreski’s Resort were noted as other potential stakeholders.
• Public notification. Region will handle via their consultants.
• Agencies will forward information to the Acting CAO of the Township of Scugog until the Director of Public Works position is filled. The CAO’s office will be responsible for forwarding information to the involved groups during this time as well.
Public notification process was discussed. It was noted that the EA is a study not the final design and that it is valid for five years. The EA remains valid after the five year time-frame as long as there is ongoing work moving the project forward.
A copy of the Township of Scugog’s Master Fire Plan and any other relevant information was requested for the Region to assist with the Terms of Reference. Discussed if Police and/or Fire would have the numbers regarding number of times Island Road has been shut down. It was noted that both Police and Fire Emergency Services will be consulted.

The Region’s staff will begin working on the Terms of Reference and the public can be advised the project is officially underway. Mayor Pearce thanked everyone for assisting to move this project forward.

1. INTRODUCTION
The Mayor welcomed everyone and briefly reviewed the history of the Steering Committee and the progress that has been made since the initial meeting of November 29, 2004. The Request for Proposal was awarded to Totten Sims Hubicki (TSH) in May and the Township has appointed Gene Chartier as Commissioner of Infrastructure & Development.
2. ADOPTION OF THE MINUTES
Minutes of the February 3, 2005 meeting were reviewed.

3. ROLE OF THE STEERING COMMITTEE
Discussion included the following items:
COMMUNCIATION PLAN
Mr. Chartier reviewed the draft Communication Plan, which outlines the responsibilities and activities of the Steering Committee.
ACTION: Steering Committee members to review draft Communication Plan and provide any comments to Township staff by the end of July. Township staff to determine preferred method of advertising Study events.
TARGET AUDIENCES:
Mr. Chartier noted that several stakeholders, in addition to government and regulatory agencies, will have an interest in the study. Employees and patrons of the Great Blue Heron Charity Casino are a key audience to be reached through the Study. Other target groups identified include local Island businesses, such as Goreski’s, and the hospital staff who reside on the Island.
ACTION: Township staff to contact Mr. Block, the new General Manager of the Great Blue Heron Charity Casino, to discuss how input from the patrons and staff of the casino can be addressed. Township staff to obtain a copy of the Council minutes summarizing the presentation by Dr. Brown for a second access to the Island.
PUBLIC INFORMATION CENTRES:
Mr. Chartier asked for any input regarding the location and format of the public information centres. Chief Gauthier suggested that the meetings take place at the Mississaugas’ community hall. The Steering Committee concurred, subject to availability.

Mr. Chartier suggested that the first public information meeting consist of a drop in format and the second meeting could possibly be a formal presentation. The Steering Committee concurred.
Mr. Chartier recommended that presentations be made to the Township’s General Purpose and Administration Committee prior to each public information centre. The Steering Committee concurred.
4. STUDY PROCESS AND SCHEDULE
Mr. Delsey reviewed the Municipal Class Environmental Assessment process. Mr. Chartier commented that once the Environmental Study Report is approved, the Township has five years to initiate the project.
Discussion took place regarding the process, with questions arising about the problem identification phase. Councillor Hodgson stated that there were residents who had already contacted him regarding the effects of the proposed second access on the volume of traffic on other Township roads.
ACTION: Councillor Hodgson to forward names of residents who have voiced concern to Mr. Delsey to add to the Study list.
Mr. Delsey reviewed the Study schedule handout. Mr. Dales suggested there be a special meeting with MTO to discuss potential implications for Highway 7A. TSH asked Mr. Garland to assist with obtaining information from the Region’s GIS staff.
ACTION: TSH to confirm with Kawartha Conservation regarding any different layers than the Region GIS.
5. CONSULTATION PROGRAM
Mr. Delsey suggested TSH, Mr. Chartier, Chief Gauthier and the Councillors from the Missisaugas of Scugog Island First Nation meet in the July to discuss any needs and future growth of the First Nation. Councillor Hodgson made mention of the large MX motorcross events that takes place on the Island on the weekends, which increase traffic volumes. ACTION: Chief Gauthier to provide Township staff with the individual’s contact information.

1. INTRODUCTION
The Mayor welcomed everyone and indicated the purpose of this meeting was to review the status of the Municipal Class Environmental Assessment study and the alternative design concepts for the north and south connections.
2. ADOPTION OF THE MINUTES
Minutes of the June 27, 2005 meeting were reviewed.

3. STUDY PROGRESS TO DATE
Mr. Delsey reviewed the results of Public Information Centre (PIC) #1, which was held on September 22, 2005. In total, 63 residents signed in, although attendance was higher, and 27 comment sheets were received.

The overall consensus from the PIC was that most people supported the concept of the second access road, but were concerned about the location.
The project team reviewed other consultation activities that have taken place:
● Mr. Delsey noted that Mr. Chartier, Ms. Khokhar and himself had met with Fire Chief Miller. Chief Miller does not support an exclusive route for emergency vehicles due to concerns about the gate and keys being distributed to all emergency vehicles.
● Mr. Chartier and Ms. Khokhar met with Mr. Block from the Great Blue Heron Charity Casino. Mr. Block indicated that there were no plans at this time for expansion of the Casino.
● Mr. Chartier and Ms. Khokhar met with the Council of the Mississauga’s of Scugog Island First Nation. Chief Gauthier indicated that there were no plans at this time for any new development on their lands.
● Ms. Khokhar met with Mr. Rene Goose who organizes the motorcross events that take place on the Island on the weekends. Mr. Goose indicated that he hopes to expand the motor track by next spring and predicts that membership will increase. He estimates that 200 people attend the track on the weekends.
Mayor Pearce suggested that the project team contact the new managers at Goreski’s Resort to discuss any future expansion plans.
Mr. Chartier noted that the meetings confirmed the findings to date, which support a second access road to the Island. Without expansion of the Casino or the Mississauga’s of Scugog Island lands, a need for a second access to the Island exists.
4. ALTERNATIVE DESIGN CONCEPTS
Mr. Delsey provided a map to illustrate the alternative routes for the southern and northern connections.

Discussion regarding the southern connection followed. Mayor Pearce expressed concern that Alternative 2 for the southern connection would result in a more direct access from Highway 7A onto the Island, thereby potentially serving as a by-pass to Island Road. Alternative 1 cannot be seen from the highway and is not a direct route.
Discussion regarding the northern connection followed. Mr. Delsey suggested the preferred routes be either Alternative 4 or 5 with Alternative 5 being the most preferred.
Mr. Delsey noted that the priority for the Township would be the southern connection, which would provide an alternative to Island Road for emergency vehicles between Highway 7A and Ma Brown’s Road.
Mr. Delsey also noted that each alternative would be constructed as per the Township’s Design Criteria and will be to the same standard as the adjacent roads.
Mr. Lang asked TSH to provide the Ministry of Transportation (MTO) documentation regarding the new intersection proposed on Highway 7A, and its merits compared to the existing Reader Road location. Mr. Delsey requested MTO to submit a written response indicating the MTO’s preferred alternative for the southern connection, based on this review.
The Committee agreed that the preferred alternatives were the following:
- Alternative 2 for the southern connection - Alternative 4 for the northern connection
These alternatives will be presented at PIC #2 as the preferred locations from a technical perspective, subject to MTO’s review.
5. STUDY PROCESS AND SCHEDULE
Mr. Chartier explained to the Committee that there will be a presentation regarding PIC #2 at the General Purpose and Administration Committee meeting on November 21, 2005.

PIC #2 will be held November 24, 2005 at the Scugog Island Hall at 5:00 p.m. Advertisements were placed in the Bulletin Board on November 4 th and 18 th .
Councillor Hodgson noted that he received the advertisement as a flyer in the Port Perry Star. Ms. Khokhar will investigate.
Mr. Chartier reviewed the remaining steps and actions for the Municipal Class Environmental Assessment study. After the PIC, the project team will review the comments and finalize the Environmental Study Report (ESR). There will be a public review held for 30 days after the ESR is filed. TSH is aiming to have the ESR finished in March 2006.
