Upton Selectmen Approve Increase for Water/Sewer Rates By Michelle Sanford Staff Reporter During a June 15 Upton Board of Selectmen’s meeting, a public hearing was held to discuss the water and sewer rates for Fiscal Year 2022. However, first Mike Schrader of Tighe & Bond, provided the Selectmen an assessment of the town’s water and sewer system and future enhancements. “This project was an evaluation of the water and sewer system in terms of reviewing the infrastructure, the condition or remaining useful life of that infrastructure, and what improvements we would see over the next 20 years,” said Schrader. For background, the presentation explained Upton’s water system is made up of three wells, two water tanks, 40 miles of pipe, and 1,500 service connections. The sewer system is made up of one treatment facility, two pumping stations, 10 miles of pipe, and 600 service connections. Schrader also showed the towns water usage trends from 2009 through 2019. “In your case, the water use has been going up about one percent,” he said. User rates, said Schrader, are determined by several factors. “Capital costs are the single biggest driver of rate increases,” he said. “The second part is we look at distributing costs equitably across different users and user types, and then lastly, providing revenue stability, resource protection, and other concerns there might be.” The presentation went on to project revenues and expenses from now through fiscal year 2030 for both water and sewer. Expenses are comprised of salaries and wages, operations and maintenance, fringes, capital outlay, and capital improvement debt. Revenue is acquired through rates charges, a surcharge, and a general fund cost share. It was explained the surcharge is an end of the quarter fee the DPW determines based on per gallon usage on top of what users paid for rates. The Upton Recreation Commission is again holding free concerts at Kiwanis Beach this Capital improvements for water and sewer are estimated at $14 million summer. Grant’s Golf Tournament Fundraiser Returns in 2021 By Chris Villani Sports Reporter/Columnist Former Nipmuc coach and athletic director Jim Grant was forced to cancel his annual golf tournament during the 2020 summer due to the COVID-19 pandemic. But the annual fundraiser to benefit high school and youth sports is set to return in August, and Mendon/Upton sports fans can pitch in through a donation, submitting an auction item, or by teeing it up. “It’s good to be back this year,” Grant said. The tournament will take place on Monday, August 16 at Hopedale Country Club (HCC). The entry fee is $100 for HCC members and $120 for nonmembers, a price that includes golf, a continental breakfast, lunch, a cart, and prizes. The 2021 golf tournament is in honor of Tony and Margarite Cellozi. This year, Grant said he hoped to use the tournament as a way to pad the coffers of the Warriors Booster Club. The Nipmuc organization missed out on a great deal of income this year because they could not run concession stands during games, as they would have been able to during a normal year. Grant said he also hopes to be able to use some of the money raised to help Nipmuc Athletic Director Chris Schmidt organize an October banquet to induct members into the high school’s hall of fame. 200 Wo.onsocket Hill Rd. “Those are the first two earmarks,” Grant said. “And then if anybody else needs North Smithfield, RI something in town, whether it be the little league or youth softball or basketball, they can get a hold of me.” This will be the final tournament Grant organizes on his own. He said he met with the president of the Warriors Club, Rick LaCross, about turning the fundraiser over to them. “We had a great meeting,” Grant said. “It’s a great way for the booster club to raise money for all the kids at Nipmuc or anyone else who might need it.” Grant said he would stay on as a consultant if asked, but felt the need to get some “new blood” involved in the fundraiser, which could include as many as 18 foursomes and raise several thousand dollars. He is also hoping that the booster club will Home • Auto • Business continue his tradition of spreading the wealth to the younger athletes. “My overall philosophy was to help out not just the schools, but also the youth Workers Comp sports,” Grant said. “That’s one of the things I will recommend: have paperwork Howard or Barbara Rutfield available to any of the youth programs or the different schools, so they can fill it out if [email protected] they need something.” 508.839.1500 Those interested in playing in the tournament or otherwise supporting the cause www.rutfieldinsurance.com can reach Grant at [email protected] 33 Main Street • Upton, MA 01568
