Frame Agreement for the provision of prefabricated units

1. Introduction Provision of new prefabricated units (not shipping containers) for sanitation use. Subject of the contract is the provision of eight types of units following the technical specifications are defined in the current Annex and in the Bill of Quantities (Annex B) and shown in drawings (Annex C). The following modules are included:

Type A - Standalone modules 1.1 Type A1 : 1.50 x 1.50m – European 1.2 Type A2 : 2.50 x 2.00m – For people with disabilities

Type B - Toilet modules 1.3 Type B1 : 2.50 x 6.00m – 6 squat 1.4 Type B2 : 2.50 x 6.00m – 8 squat toilets 1.5 Type B3 : 2.50 x 8.00m – 8 squat toilets

Type C - Shower modules 1.6 Type C1 : 2.50 x 6.00m – 5 showers 1.7 Type C2 : 2.50 x 8.00m – 7 showers 1.8 Type C3 : 3.00 x 8.00m – 10 showers

Type D - Accessories 1.9 Type D1 :– self-standing wash basins 1.10 Type D2 - Entrance steps 1.11 Type D3: 300lt solar water heater (double-energy).

More information regarding the layout of each type are illustrated in Annex C.

2. General Specifications The below specifications are general and applicable to all modules. 2.1. Construction The structural frame of the units shall consist of hot-dipped galvanized, hot-rolled steel hollow sections (minimum 2mm thick) or I-beams.

Units frame’s characteristics and geometry should be subject of structural analysis based on relevant Greek or European Standards (e.g. EN 1990, EN1991, EN 1993, EN 1998) applicable for steel structures and design for resistance against earthquake. The structure should be a system of sufficient strength and stiffness, able to withstand loadings during the different conditions of unit’s life cycle (storage, lifting, transportation, serviceability and failure limit states). All steel elements to be hot-dip galvanized based on ΕΝ-ISO 1461:2009 Standard. Load- bearing elements to be welded according to standardized techniques. Whole structure (including bolts and fittings) to be appropriable coated in order to be protected against corrosion and rust. The units to be constructed in a way so that condensation, fogging and moisture are prevented inside the units. The structural frame should include two steel hot-rolled beams installed along the long dimension of the unit, in order the unit to be placed on these beams during transportation and installation position. 2.2. Walls The separation walls (partitions) shall be by monolithic double galvanized-steel sheets, anodized, hybrid epoxy/polyester powder-coated, electrostatically applied and resistant to moisture. Thickness of each steel sheet should be 1,50mm. The partitions should be strongly mounted to supporting steel frame. Partitions’ steel frame should consist of columns and horizontal beams of galvanized steel hollow sections, running from the floor to the ceiling. Partitions’ frame should be strongly mounted to unit’s steel frame. The separation partitions should be 2,10m high. The partitions should be mounted 15cm up from the finished floor. The structural support frame shall be running to the whole interior height of the unit. The internal walls to be appropriately mounted to the structural frame. The walls to be from high density monolithic polyurethane sandwich foam panels, 40 mm thick, made by environmental friendly, non-harmful and recycling materials. The insulation sandwich to be covered both sides by hot dip galvanized, primer coated, pre-painted steel sheets, 0.40 mm thick. External walls to be appropriately mounted to the structural frame. External walls to be from high density monolithic polyurethane sandwich foam panels, 60 mm thick, made by environmental friendly, non-harmful and recycling materials. The insulation sandwich to be covered both sides by hot dip galvanized, primer coated, pre-painted steel sheets, 0.50 mm thick minimum. All wall panels to be connected with special care in order the full waterproofing to be ensured and rainwater leaking inside the unit to be avoided. 2.3. Roof panels Roof panels to be appropriately mounted to the structural frame. Roof panels to be from high density monolithic polyurethane sandwich foam panels, 60 mm thick, made by environmental friendly, non-harmful and recycling materials. The insulation sandwich to be covered both sides by hot dip galvanized, primer coated, pre-painted steel sheets, 0.50 mm thick at least.

The outer surface to have trapezoidal cross-section and the roof to be inclined appropriately, in order the rainwater to be collected and run off to horizontal gutters and then to vertical spouts. All roof panels to be connected with special care in order the full waterproofing to be ensured and rainwater leaking inside the unit to be avoided (joints sealing). 2.4. Flooring The floor shall comprise: - purlins profile (inclined where required); - galvanized steel sheets; - or self-supported trapezoidal corrugated galvanized structural steel sheets; - insulation panels; - water-tight marine plywood; - polyethylene vapour barrier; - Embossed aluminum sheet top layer.

On the base frame, purlins profile will be installed. Purlins cross section and spacing between them are subject of the structural study. The level of the floor will be formed by installing great quality, anti-termite, water-resistant marine plywood sheets of 20mm thickness. The classification of the plywood should be for constant contact with the ground and immersion in water. Over the marine plywood, heavy duty polyethylene vapour barrier should be installed. The final layer of the floor to be from embossed aluminum sheets of 3mm thickness, resilient to corrosion, embossed and anti-slippery. The aluminum sheets will be very carefully pressed and glued on the substrate. The joints should be rendered in order fully water tightness to be achieved. The aluminum sheeting should be bended (continuous) up to 100mm on the wall, tightly adhesive with anti-mold silicone. The walls will bear skirting of total height 500mm, by aluminum sheets of similar characteristics. The skirting shall continue from the end of floor’s bended end. In any case the aluminum coating should be installed in a way full water-tightness of the floor substrate to be ensured. Water collector channels shall be constructed on floor’s level. Channels positions are determined by modules’ layout. The floor should be inclined towards the water collector channel, with minimum slope of 2%. The channel shall be by stainless steel or heavy duty PVC profile, at least 110mm width, 20mm deep, with appropriate drains every 900- 1000mm. The channel will bear stainless steel (INOX) coating grate strongly born on the channel’s profile. 2.5. Doors External aluminum-profile doors to be from 60mm sandwich panel suspended from U- shaped galvanized profiles which are mounted to the structural frame. The door to be equipped with heavy-duty door hinges, handles and lock. Both door and its frame to be electrostatic painted. Internal aluminum-profile doors, monolithic double galvanized-steel sheets (1,50mm/sheet), electrostatic pre-painted and resistant to moisture, of dimensions

70x200cm, suspended from U-shaped galvanized profiles which are mounted to the structural frame. The door to be equipped with heavy-duty door hinges, handles and lock and two latches. Both door and its frame to be electrostatically painted. 2.6. Windows Hinged double glazed aluminum windows to be fully waterproofed, with external mosquito nets, white color. The windows to bear mechanism for opening in semi-open upwards position. Positioning of the windows to be determined on order time. 2.7. Electrical parts The electrical installation and fittings to be in accordance with Greek or European Standards. To be included distribution board, board connector box, indoor overhead lights (water resistant, outdoor lights, lights switches, power sockets. All electrical fixtures to be minimum IP55 class. Wiring to be installed into protective channels durably fitted on the walls. Where applicable, the unit should be equipped with double energy (solar and electricity operated) water heater. It includes the steel frame, the solar panel of minimum area 4m2, 300lt boiler tank, fully connected to the electrical and water supply installations of the unit. The steel frame and the boiler should be installed durable on the roof-top. The water pipes for the connection of the boiler to be insulated. 2.8. Plumbing The modules should bear completed plumbing installation, with appropriate inlets and outlets which should be ready for connection to water and sewage grids. The inlets/outlets should end on the sides of the unit. All sanitary equipment to be connected to water supply pipe network. Water supply pipes to be from PPRC or similar material certified for drinking use. Pipes to be fitted durably to side walls. The network to include related accessories such as closure valves. In the shower modules and where else applicable, the water supply network to bear both cold and hot water distribution pipes. All sanitary equipment to be connected to waste water pipe network. Waste water pipes to be from PVC or similar material. The network to include related accessories and special parts such as T-sections/end cap for inspection and cleaning. 2.9. Batch and Supplier Identification Marks All units should bear non-removable – permanent- marking on each individual item clearly identifying the production batch (serial number) and the supplier. The marking plate should be by stainless steel or aluminium and should be strongly mounted on the unit.

3. Detailed description of modules (Annex C)

Standalone modules – Type A 3.1. Type A1 : Prefab unit of size 1.50 x 1.50m and height 2.60m with minimum interior height 2.40 m – European toilet

Unit to include: Corner Shower ware 0.80x0.80m of high profile, extra durable porcelain with anti-slippery surface of use, shower kit, ceiling mounted and handheld shower heads. Floor standing porcelain of high quality european type toilet with plastic flush. Porcelain wash basin floor standing 0.45x0.35m, full equipped with mixed tap, valve and drain (inox), 1 x glass mirror. Electrical distribution board with safety relay, 1 x outdoor waterproof lighting fixture 60 Watt, 1 x fluorescent lighting fixture with 2x36Watt bulbs, 2 x light switches, 1x socket water-proofed, 1 x 40x40cm double glazed aluminum window (glass non-transparent), 1 external aluminum framed door, 0.80x2.10m, with monolithic insulated panel similar to external walls.

3.2. Type A2 : 2.50 x 2.00m and height 2.60m with minimum interior height 2.40 m – For people with disabilities

Unit to include: Shower Corner: inclination of the flooring towards corner water runoff channel (10%) with anti-slippery surface of use, bidet shower kit, ceiling mounted and handheld shower heads. Floor standing porcelain of high quality toilet with flush, for people with disabilities. Porcelain wash basin 0.45x0.50m for people with disabilities, full equipped with mixed tap for people with disabilities, valve and drain (inox), 1 x mirror (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). Special fittings: Wall mounted supporting handrails (inox) for people with disabilities. Aluminum framed door, 1.00x2.10m, (clear opening of 0.90m at least) ,monolithic insulated panel similar to external walls. Door’s internal/external handrails and locks for PwD and at appropriate heights. Electrical distribution board with safety relay, 1 x outdoor waterproof lighting fixture 60 Watt, 1 x fluorescent lighting fixture with 2x36Watt bulbs, 2 x light switches, 1x socket water-proofed, 1 x 60x60cm double glazed aluminum window (glass non-transparent), 1 external aluminum framed door, 1.00x2.10m, with monolithic insulated panel similar to external walls. All accessories and layout of unit to be in accordance with YPEKA directive “Designing for all”, as per Article 4 “Public spaces for showers”

Toilet modules – Type B 3.3 Type B1: Prefab unit of size 2.50 x 6.00m and height 2.60m with minimum interior height 2.40 m – with 6 separated squat toilets

Unit to include: 6 x porcelain of high quality squat type toilet of minimum dimensions 0.50x0.60m with plastic flush, 6x bidet shower kit adjacent to toilet pan, 3 x floor-standing porcelain wash basin 0.45x0.55m, full equipped with mixed push tap (timed flow), valve and floor drains (inox), 8 x double-steel hooks for clothes hanging, 6 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). The finishing of the pans to be on floor’s level. Electrical distribution board with safety relay, 2 x outdoor waterproof lighting fixture 60 Watt, 8 x lighting fixture with 60Watt bulbs, 8 x light switches, 2x socket water-proofed,6 x 40x40cm and 2 x 60x60 cm double glazed aluminum window (glass non-transparent), 2 external aluminum framed door, 0.90x2.10m, with monolithic insulated panel similar to external walls, 6 x internal doors, partitioning walls. The partitions shall be constructed as per drawing.

3.4 Type B2: Prefab unit of size 2.50 x 6.00m and height 2.60m with minimum interior height 2.40 m – with 8 separated squat toilets

Unit to include: 8 x porcelain of high quality squat type toilet of minimum dimensions 0.50x0.60m with plastic flush, 8x bidet shower kit adjacent to toilet pan, 2 x floor-standing stainless steel wash basin 0.45x0.90m, full equipped with mixed push tap (timed flow), valve and drain (inox), 10 x double-steel hooks for clothes hanging, 8 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). The finishing of the squat toilet pans to be on floor’s level. 2 x electrical distribution board with safety relay, 2 x outdoor waterproof lighting fixture 60 Watt, 8 x lighting fixture with 60Watt bulbs, 2 x fluorescent lighting fixture with 2x36Watt bulbs, 10 x light switches, 4 x socket water-proofed, 10 x 40x40cm (glass non-transparent), 2 external aluminum framed door, 0.90x2.10m, with monolithic insulated panel similar to external walls, 8 x internal doors, partitioning walls. The internal wall that divide the unit in two sections, should be by monolithic polyurethane sandwich foam panels, of same characteristics with the external walls. The partitions shall be constructed as per drawing.

3.5 Type B3: Prefab unit of size 2.50 x 8.00m and height 2.60m with minimum interior height 2.40 m – with 8 separated squat toilets

Unit to include: 8 x porcelain of high quality squat type toilet of minimum dimensions 0.50x0.60m with plastic flush, 8x bidet shower kit adjacent to toilet pan, 4 x floor-standing porcelain wash basin 0.45x0.55m, full equipped with mixed push tap (timed flow), valve and drain (inox), 10 x double-steel hooks for clothes hanging, 8 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). The finishing of the squat toilet pans to be on floor’s level. Electrical distribution board with safety relay, 2 x outdoor waterproof lighting fixture 60 Watt, 10 x lighting fixture with 60Watt bulbs, 10 x light switches, 2 x socket water-proofed,8

x40x40cm and 2 x 60x60 cm double glazed aluminum window (glass non-transparent), 2 external aluminum framed door, 0.90x2.10m, with monolithic insulated panel similar to external walls, 8 x internal doors. The partitions shall be constructed as per drawing.

Shower modules – Type C 3.6 Type C1: Prefab unit of size 2.50 x 6.00m and height 2.60m with minimum interior height 2.40 m – with 5 separated showers.

Unit to include: 5 x shower ware 0.70x1.10m of high profile, extra durable porcelain with anti-slippery surface of use, 5 x shower kit, with rod mounted on the wall (covered to be protected against vandalism) and handheld shower heads, 2 x porcelain wash basin 0.45x0.55m, full equipped with mixed push tap (timed flow), valve and drain (inox), 7 x double-steel hooks for clothes hanging, 5 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall).. Electrical distribution board with safety relay, 2 x outdoor waterproof lighting fixture 60 Watt, 8 x lighting fixture with 60Watt bulbs, 9 x light switches, 2 x socket water-proofed, 5x40x40cm and 1 x 60x60 cm double glazed aluminum window (glass non-transparent), 2 external aluminum framed door, 0.90x2.10m, with monolithic insulated panel similar to external walls, 5 x internal doors, partitioning walls. 1 x double energy (solar and electrical operated) water heater. The partitions shall be constructed as per drawing.

3.7 Type C2 : Prefab unit of size 2.50 x 8.00m and height 2.60m with minimum interior height 2.40 m – with 7 separated showers.

Unit to include: 5 x shower ware 0.70x1.00m and 2 x shower ware 0.70 x 1.10m of high profile, extra durable porcelain with anti-slippery surface of use, 7 x shower kit, with rod mounted on the wall (covered to be protected against vandalism) and handheld shower heads, 2 x stainless steel wash basin 0.48x0.96m, full equipped with mixed push tap (timed flow), valve and drain (inox), 10 x double-steel hooks for clothes hanging, 7 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). The wash basin will be fitted in the walls. Electrical distribution board with safety relay, 2 x outdoor waterproof lighting fixture 60 Watt, 10 x lighting fixture with 60Watt bulbs, 12 x light switches, 2 x socket water-proofed,7 x40x40cm and 2 x 60x60 cm double glazed aluminum window (glass non-transparent), 2 external aluminum framed door, 0.90x2.10m, with monolithic insulated panel similar to external walls, 7 x internal doors, 1 x double energy (solar and electrical operated) water heater. The partitions shall be constructed as per drawing.

3.8 Type C3 : Prefab unit of size 3.00 x 8.00m and height 2.60m with minimum interior height 2.40 m – with 10 separated showers.

Unit to include: 10 x shower ware 0.75x0.85m of high profile, extra durable porcelain with anti-slippery surface of use, 10 x shower kit, with rod mounted on the wall (covered to be protected against vandalism) and handheld shower heads, 2 x porcelain wash basin 0.45x0.55m, with mixed push tap (timed flow), valve and drain (inox), 12 x double-steel

hooks for clothes hanging, 10 x mirrors (mirror sticker to be glued on even sheet (plywood or steel); the sheet to be mounted on the wall). Accessories- Type D 3.9 Type D1 : Self-standing wash basins

This includes a washing bench top (2.60*0,60*0.85m) made of stainless steel , d=1.2mm , that contains 3 recessed wash basins ( 0.45x0.56m each) . The steel structure includes also a galvanized under shelf and 8 bench legs. The legs will be from the same material The bench top will have a 100mm splash-back. The structure will include special fittings/parts so as to be screwed to the foundation ground and the prefabricated unit. Each wash basin/bowl will be equipped with a mixed push tap (timed flow), a valve and drain (inox) ready to be connected to drainage and water supply pipes.

3.10 Type D2 : Entrance steps

Removable stairs for the external doors by galvanized chequered steel sheet, 3mm thick, of minimum width same to door’s opening.. The stair to be by two steps and to be fixable to container’s frame on floor level.

4. Transportation – Handling & Installation On the top of the units, appropriate fittings to be mounted for lifting and installation. Loadings occur during lifting to be considered on the structure frame. Visible deformations should not be appeared while the units are lifted. 5. Prefab foundation Technical proposal for two types of prefab foundation bases for each size category Modules: Type A, Type B and Type C. a. installation on precast concrete curbs b. in-situ construction of reinforced concrete beams The Technical Offer shall include specifications of the foundations including dimensions and layout, materials, construction method.

6. Warranty and after-sales response Minimum warranty period of 24 months upon installation of the units, covering, under normal use: electrical installation and fixtures, other equipment included, waterproofing and structural integrity of the unit. During warranty period, the contractor shall provide promptly communication (telephone, email or letter) for technical support. In case of defects during warranty period, the contractor shall start the repairs within maximum 5 days upon notification. The contractor shall be responsible for the quality and timely removal of defected parts. All costs associated with the warranty services shall be taken on by the contractor, including transportation costs, materials and labor. UNHCR shall retain the right to express complaints about the quality of the containers, equipment and fittings and before expiry the relevant warranty terms. 7. Deliverables Technical documentation shall include: - Structural engineering detailed design including technical data for structural frame characteristics. - Technical proposal - Detailed design for sanitary components. - Technical proposal - Detailed design for electrical installation and equipment. - Technical data and characteristics of components (insulation panels, flooring materials doors, windows, fittings), sanitary installations and electrical appliances and equipment. - The EC conformity certificates of all equipment.

Technical documentation of awarded contractor: - As-built floor plans indicating general layout, electrical installation and sanitary equipment (where applicable). - Side views drawings. - Structural design according to Greek or European standards of the prefabricated units certified by Civil or Structural Engineer. - Electrical design according to Greek or European standards of the containers certified by electrical or mechanical engineer. - Manuals: normal operation procedures, safe lifting handling, safe installation procedure, identifying failures and certain actions for their elimination by the user. All the above-mentioned documentation shall be issued in both paper format and electronic form with all documents in pdf format and the drawings in both pdf and dwg format.

8. Life span and Quality checks and tests Life span of the units at least for 10 years.

Quality controls are the responsibility of the Contractor, while quality assurance also includes acceptance by sampling, testing, and the assessment of test results to determine whether the quality of construction is acceptable in terms of the specifications. Quality and structural durability testing, according to established specifications and relevant Quality Management Systems ISO, should be allowed for UNHCR or official Accreditation Institute on behalf of UNHCR upon request, at any phase of the production span. The bidder shall state the place of inspection that UNHCR or any Official accreditation institute may conduct quality testing within 48 hours upon request. UNHCR reserves the right to request a pilot testing of 1or 2 units in accordance to established specifications and ISO standards prior of placing a Purchase Order.
