It was held because, although there have been rapid advances for LGBT rights in some countries, there are still more than 70 that criminalize private consensual same-sex activity—and more than half of those are in the Commonwealth of Nations and nine in the Caribbean. The anti-sodomy laws were mostly imposed during the period of British colonial rule and despite decades of independence the statutes have been difficult to dislodge. The British anti-sodomy law reflected Victorian morality, which was based on narrow Church of England (Anglican) theology. While the Church of England played a significant role in decriminalization in the U.K., a similar process has not occurred in the Commonwealth. During the conference, more than 30 Christian leaders, including many senior clergy and academics, from former British colonies met in Jamaica. The event was organized as a dialogue with presentations on such topics as the distinction between global north and global south churches regarding decriminalization, the role of criminalization on the church’s response to HIV, and the impact of criminalization on women, followed by moderated question and answer periods. The sessions were all open to the public and although some local conservative church pastors called for a boycott, there were many significant interventions by Christians opposed to decriminalization. Significant media coverage ensured that the dialogue extended well beyond the conference hall and into the living rooms of ordinary Jamaicans. This edited volume of some of the conference presentations aims to continue the dialogue with Christians across the Commonwealth on this very sensitive topic. We hope that readers will find inspiration and information here to help continue the fight for decriminalization and equality in all contexts. Sean Major-Campbell Conference co-hosts 8 Keynote Address: Examining the Church and Anti-Sodomy Laws across the Commonwealth Most Rev. Dr. John Holder, Bishop of Barbados, Archbishop of the West Indies For better or for worse, human sexuality is a topic that never moves from centre stage in our lives. We may want to ignore its presence, but it is there and envelops our lives in several ways. A good supportive marriage and family life that take us to the very core of the human sexuality issue can create for us positive feelings towards sexuality. We are confronted by it in a negative way in the practices of prostitution, child sexual abuse, rape, pornography, etc. Traditionally, another expression of sexuality is often cast among the negative ones. This is homosexuality. Homosexuality is as ancient as it is transnational, transracial, and transcul- tural. Numerous studies have been done on this expression of human sexuality throughout history. These studies indicate that it was present in ancient Africa, as it was in Europe, Asia, and the Americas. It is in ancient Egypt that scholars have detected what appears to be a same-sex male couple, probably living together living around 2400 BCE. These were Khnumhotep and Niankhkhnum. They were Ancient Egyp- tian royal servants. They shared the title of Overseer of the Manicurists in the Palace of King Nyuserre Ini, sixth pharaoh of the Fifth Dynasty, and they were buried together at Saqqara and are listed as “royal confidants” in their joint tomb. (Wikipedia) The pair is portrayed in a painting in a “nose-kissing position” that has been described as the “most intimate pose in Egyptian art.” Despite the evidence of its presence in antiquity, and its prevalence, homosexuality ends up in the negative category of sexual expressions for a number of reasons. Given the fact that historically procreation has been the primary focus of the sexual act—and is the expression of sexuality that religion links to the divine intention—a sexual practice like homosexuality that biologically precludes procreation hasn’t been easily accepted by many people and institutions throughout history. These acceptance difficulties are manifested not only in religion and in a broad band of social mores, but also in law. Seventy-six countries are known to still have anti-sodomy laws that make homosexual practice a crime punishable by imprisonment. Ten countries in the Caribbean with varying penalties for homosexual prac- tice are among the 76. These are: Antigua and Barbuda (15 years);

Arrests, imprisonment and mistreatment are common examples, and discrimination is even more widespread. LGBT rights are not fully protected in all the British Overseas Territories. Homosexual acts in private between consenting adults were decriminalised under the United Kingdom's Caribbean Territories (Criminal Law) Order 2000. This illustrates that in exceptional circumstances the UK is prepared to impose social reform on the Overseas Territories.

Suelzle (Monash University) Abstract: The Narmer Palette is one of the most significant and controversial of the decorated artefacts that have been recovered from the Egyptian Protodynastic period. This article evaluates the arguments of Alan R. Schulman and Jan Assmann, when these arguments dwell on the possible historicity of the palette’s decorative features. These two arguments shall be placed in a theoretical continuum. This continuum ranges from an almost total acceptance of the historical reality of the scenes depicted upon the Narmer Palette to an almost total rejection of an historical event or events that took place at the end of the Naqada IIIC1 period (3100-3000 BCE) and which could have formed the basis for the creation of the same scenes. I have adopted this methodological approach in order to establish whether the arguments of Assmann and Schulman have any theoretical similarities that can be used to locate more accurately the palette in its appropriate historical and ideological context. Five other decorated stone artefacts from the Protodynastic period will also be examined in order to provide historical comparisons between iconography from slightly earlier periods of Egyptian history and the scenes of royal violence found upon the Narmer Palette. Introduction and Methodology Artefacts of iconographical importance rarely survive intact into the present day. The Narmer Palette offers an illuminating opportunity to understand some of the ideological themes present during the political unification of Egypt at the end of the fourth millennium BCE.

There was a great deal of focus on ritual and votive objects (offerings to the God) in temples. Every ruler, elite individual, and anyone else who could afford it, donated items to the temple to show their piety and increase their connection to the deity. After a period of time, the temple would be full of these objects and space would need to be cleared for new votive donations. However, since they had been dedicated to a temple and sanctified, the old items that needed to be cleared out could not simply be thrown away or sold. Instead, the general practice was to bury them in a pit under the temple floor o The "Main Deposit" at Hierakonpolis, where the Narmer Palette was discovered, contained many hundreds of objects, including a number of large relief-covered ceremonial mace-heads, ivory statuettes, carved knife handles, figurines of scorpions and other animals, stone vessels, and a second elaborately decorated palette 63.5 cm (more than 2 feet) in height and made of smooth greyish-green siltstone, is decorated on both faces with detailed low relief.

Cheng Department of Public Policy, City University of Hong Kong, Hong Kong [email protected] (corresponding author) Abstract: Hong Kong’s ‘One Country, Two Systems’ formula has been hailed as an unprecedented political experiment in the People’s Republic of China (PRC) for how it formulates a semi-autonomous jurisdiction within a unitary, single-party state. While the formula has remained constitutionally valid two decades after its implementation, it has been trapped in a tense relationship in actual practice. This article considers the city as a subnational island jurisdiction (SNIJ) and examines its scope for autonomy within and under an authoritarian sovereign state. It argues that the PRC’s central government, prompted by the city’s rising pro-democracy activism and its nascent pro-independence force, has put intensifying emphasis on the ‘one country’ principle by blurring the boundaries between the offshore enclave and the mainland through economic integration, connective infrastructures and legal harmonization. As a result, there is an increasingly blurred line between the ‘two systems’, structured and fostered by the enormous cross-border capital and people flow, although at times moderated and slowed down by local capitalist imperatives and social activism to resist homogenization. Our findings suggest that the contestation between autonomy and sovereign control cannot be read in purely constitutional terms but must be considered within the changing socioeconomic and legal context.

Cette loi, mieux connue sous le nom de projet de Loi 20 (PL20), met fin à la couverture de plusieurs services entourant la procréation médicalement assistée (PMA) qui étaient auparavant assurés. Pour atténuer les effets du retrait de la couverture publique, des crédits d'impôt remboursables ont été mis en place pour certains traitements d’infertilité. D’autres services demeurent couverts par la Régie de l’assurance maladie du Québec (RAMQ), tandis que les frais payés pour d’autres peuvent être éligibles à divers crédits d'impôt remboursables et non remboursables (expliqués ci-dessous). C'est afin d'essayer de démêler ces changements que cet article vous est présenté. Les principales directives apportées par la loi sont résumées dans le tableau suivant. 1 Depuis novembre 2015, seuls les services médicaux entourant les inséminations artificielles et les traitements et médicaments liés à la stimulation ovarienne (hors la fécondation in vitro) demeurent assurés par la RAMQ. The Racial Politics of Same-Sex Marriage in Canada Doctor of Philosophy, 2008 Suzanne Judith Lenon Department of Sociology and Equity Studies in Education University of Toronto Abstract In A White Wedding? The Racial Politics of Same-Sex Marriage, I examine the inter-locking relations of power that constitute the lesbian/gay subject recognized by the Canadian nation-state as deserving of access to civil marriage. Through analysis of legal documents, Parliamentary and Senate debates, and interviews with lawyers, I argue that this lesbian/gay subject achieves intelligibility in the law by trading in on and shoring up the terms of racialized neo-liberal citizenship. I also argue that the victory of same-sex marriage is implicated in reproducing and securing a racialized Canadian national identity as well as a racialized civilizational logic, where “gay rights” are the newest manifestation of the modernity of the “West” in a post-9/11 historical context. By centring a critical race/queer conceptual framework, this research project follows the discursive practices of respectability, freedom and civility that circulate both widely and deeply in this legal struggle. I contend that in order to successfully shed its historical markers of degeneracy, the lesbian/gay subject must be constituted not as a sexed citizen but rather as a neoliberal citizen, one who is intimately tied to notions of privacy, property, autonomy and freedom of choice, and hence one who is racialized as white.

Today, apiculture, the science of beekeeping, is a comprehensive sci- entific and technological enterprise. Beekeep- ers study topics from the anatomy and physi- ology of bees to their evolution, genetics, and ecology. The best beekeepers are those who can combine scientific knowledge with practi- cal skills to manage their hives and to process and market honey. We know, from pictures on the of the Egyp- tian sun temple of Nyuserre Ini from the 5th Dynasty, dated earlier than 2422 BC, that bee have been kept in artificial hives for more that 4500 years. The pictures on these walls depict workers blowing smoke into hives as they remove honeycombs. The first human-made hives were quite variable in size and shape.
