ILETO* Abstract Teodoro Agoncilloʼs classic work on Andres Bonifacio and the Katipunan revolt of 1896 is framed by the tumultuous events of the 1940s such as the Japanese occupation, nominal independence in 1943, Liberation, independence from the United States, and the onset of the Cold War. Was independence in 1946 really a culmination of the revolution of 1896? Was the revolution spearheaded by the Communist-led Huk movement legitimate? Agoncilloʼs book was written in 1947 in order to hook the present onto the past. The 1890s themes of exploitation and betrayal by the propertied class, the rise of a plebeian leader, and the revolt of the masses against Spain, are implicitly being played out in the late 1940s. The politics of hooking the present onto past events and heroic figures led to the prize-winning manuscriptʼs suppression from 1948 to 1955. Finally seeing print in 1956, it provided a novel and timely reading of Bonifacio at a time when Rizalʼs legacy was being debated in the Senate and as the Church hierarchy, priests, intellectuals, students, and even general public were getting caught up in heated controversies over national heroes. The circumstances of how Agoncilloʼs work came to the attention of the author in the 1960s are also discussed. This history makes the Philippines a kind of imperial artifact. Like all nation- states, it is an ineluctable part of a global order governed by a set of shifting power rela tionships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illumi nated in the history of the Philippines. This article examines parallel projects in anticolonial historiography from these two regions through the prism of converging and diverging articulations of authority. Specifically, two late 19th-century intellectuals, José Julián Acosta of Puerto Rico and José Rizal of the Philippines, dust off 17th- and 18th-century tomes of official Spanish colonial history, publishing critical editions of these histories. Acosta and Rizal insert their own voices into discussions over the past, present, and future of their colonies through the annotations that they append to the original texts. While scholars often affirm that the work of Latin American 19th-century writing is to facilitate the forgetting of differences in the service of community consolidation, I argue that these experiments in marginal historiography constitute a contentious and continual revisiting of difference at the root of the authors’ assertion of their own authority: difference from Spain, from the popular classes, and from other colonies. These projects of annotation expose the racialized nature of the colonial intellectuals’ constructions of authority, pointing to diverging understandings of the work of doubt in anticolonial historiography. The Philippines and Puerto Rico, often overlooked in studies of Latin American literature and history, are endnotes to Spain’s imperial saga. -

La gran reforma de don Antonio Maura Montaner. III. Bibilografía. Los españoles emplearon en Filipinas su última y tardía conquista, la misma pauta de comportamiento que habían utilizado en América. Aquí también quisieron trasplantar el municipio castellano, que tan vigoroso fue en la Edad Media y tanto contribuyó a formar el esqueleto de la orga- nización sociopolítica en la Península Ibérica. Consecuencia de esto fue la creación en América del municipio indígena, gobernado por los pro- pios vecinos del pueblo. Pero las circunstancias que se daban en Filipi- nas, cuyas causas son —entre otras— la enorme distancia y la lentitud y dificultad de comunicaciones eran muy distintas. Recordemos que en virtud del Tratado de Tordesillas de 1494, los españoles no podían cos- tear el continente africano y doblar el cabo de Buena Esperanza para cru- zar el Océano Índico rumbo al este, de modo que para llegar a las islas del Poniente era necesario atravesar el Atlántico y cruzar por tierra el ist- mo mexicano hasta su costa pacífica. Allí los que deseaban ir a Filipinas tenían un solo punto de partida; el puerto de Acapulco, y un solo barco anual, el que en Filipinas se llamaba galeón de Acapulco, y en México, de Manila. La estela de los galeones trazó el único derrotero que unió Filipinas con la Nueva España desde 1593 hasta 1765, en que por primera vez se utilizó la vía del océano Indico en viajes directos desde Cádiz a Manila que acortaban considerablemente la distancia entre ambos puertos y el tiempo necesario para recorrerla. -

Mojares Abstract The paper sketches the factors behind the emergence of a “public” in the late nineteenth century, and locates in this context the distinctive careers of Apolinario Mabini and Isabelo de los Reyes. The activities of Mabini and de los Reyes were enabled by the emergence of a “public sphere” in the colony, at the same time that their activities helped define and widen a sphere that had become more distinctly ‘national’ in character. Complicating the Habermasian characterization of a “bourgeois public sphere,” the paper calls for a fuller study of the more popular agencies, sites, media, and networks in the formation of a public in nineteenth-century Philippines. They were born in the same month and year (July 1864), studied for the same profession in the same university, and participated in the biggest event of their time, the anti-colonial struggle for independence. Yet, it seems that they never met. They were contrasting personalities, to begin with: on one hand, an Ilocano of the landed gentry in Vigan, energetic, individualistic, confident and reckless; on the other hand, the son of poor peasants in Batangas, paralytic, very private, and highly principled, almost puritanical. If there is one quick lesson to be drawn from these contrasts, it is this: the struggle for independence was a complex, volatile event that encompassed divergent personalities and diverse forms of action, played out in social space that was heterogeneous and dynamic. -

It seems fortuitous that Rizal’s date of birth would fall just six days after the celebration of Philippine Independence Day - the proclamation of independence from Spanish rule by General Emilio Aguinaldo in Kawit, Cavite, in 1898. In 1962 then President Diosdado Macapagal decreed the change of date from July 4 to June 12 to reaffirm the primacy of the Filipinos’ right to national self-determination. After more than three generations, we are a people still in quest of the right, instruments, and opportunity to determine ourselves as an autonomous, sovereign and singular nation-state. Either ironical or prescient, Aguinaldo’s proclamation (read in the context of US Special Forces engaged today in fighting Filipino socialists and other progressive elements) contains the kernel of the contradictions that have plagued the ruling elite’s claim to political legitimacy: he invoked the mythical benevolence of the occupying power. -

LET THE PEOPLE SPEAK: SOLIDARITY CULTURE AND THE MAKING OF A TRANSNATIONAL OPPOSITION TO THE MARCOS DICTATORSHIP, 1972-1986 BY MARK JOHN SANCHEZ DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in History with a minor in Asian American Studies in the Graduate College of the University of Illinois at Urbana-Champaign, 2018 Urbana, Illinois Doctoral Committee: Associate Professor Augusto Espiritu, Chair Professor Antoinette Burton Associate Professor Jose Bernard Capino Professor Kristin Hoganson Abstract This dissertation attempts to understand pro-democratic activism in ways that do not solely revolve around public protest. In the case of anti-authoritarian mobilizations in the Philippines, the conversation is often dominated by the EDSA "People Power" protests of 1986. This project discusses the longer histories of protest that made such a remarkable mobilization possible. A focus on these often-sidelined histories allows a focus on unacknowledged labor within social movement building, the confrontation between transnational and local impulses in political organizing, and also the democratic dreams that some groups dared to pursue when it was most dangerous to do so. Overall, this project is a history of the transnational opposition to the Marcos dictatorship in the Philippines. It specifically examines the interactions among Asian American, European solidarity, and Filipino grassroots activists. I argue that these collaborations, which had grassroots activists and political detainees at their center, produced a movement culture that guided how participating activists approached their engagements with international institutions. Anti-Marcos activists understood that their material realities necessitated an engagement with institutions more known to them for their colonial and Cold War legacies such as the press, education, human rights, international law, and religion.
