Gross National Happiness Commission the Royal Government of Bhutan STRATEGIC PROGRAMME FOR CLIMATE RESILIENCE (SPCR) UNDER THE PILOT PROGRAMME FOR CLIMATE RESILIENCE (PPCR) Climate-Resilient & Low-Carbon Sustainable Development Toward Maximizing the Royal Government of Bhutan’s Gross National Happiness GROSS NATIONAL HAPPINESS COMMISSION THE ROYAL GOVERNMENT OF BHUTAN FOREWORD The Royal Government of Bhutan (RGoB) recognizes the devastating impact that climate change is having on Bhutan’s economy and our vulnerable communities and biosphere, and we are committed to address these challenges and opportunities through the 12th Five Year Plan (2018-2023). In this context, during the 2009 Conference of the Parties 15 (COP 15) in Copenhagen, RGoB pledged to remain a carbon-neutral country, and has successfully done so. This was reaffirmed at the COP 21 in Paris in 2015. Despite being a negative-emission Least Developed Country (LDC), Bhutan continues to restrain its socioeconomic development to maintain more than 71% of its geographical area under forest cover,1 and currently more than 50% of the total land area is formally under protected areas2, biological corridors and natural reserves. In fact, our constitutional mandate declares that at least 60% of Bhutan’s total land areas shall remain under forest cover at all times. This Strategic Program for Climate Resilience (SPCR) represents a solid framework to build the climate- resilience of vulnerable sectors of the economy and at-risk communities across the country responding to the priorities of NDC. It also offers an integrated story line on Bhutan’s national climate-resilience challenges an expectations, with a geo-climatic focus on the highly vulnerable southern belt river basins, mountain ecosystems, and farming communities, This SPCR includes: innovative eco-system based approaches to Integrated Flood-Based Management (IFBM) of river basins; Climate-Oriented Integrated Watershed Management Plans; Climate SMART Human Settlement planning; building a strong information base for weather and climate services for resilience; a robust and innovative Resource Mobilization Strategy, with non-traditional financing options and sustainability mechanisms; climate-resilient CSMIs, and the promotion of adaptation business services; transformational capacity-building approaches; a strong Gender Equity and Social Development (GESI) component; and “Happiness” developmental performance reporting. The SPCR preparation and development process has been purposefully country-driven; spearheaded by the Gross National Happiness Commission Secretariat (GNHC-S) with support from the MDB Teams led by the World Bank; with Central and LG officials including Women, Youth, CSOs and private sector representation; and fully vetted by several Government Technical Teams. This SPCR has been formulated through a strategic and participatory process that ensures: (i) strong country buy-in through a highly decentralized development model; and, meaningful programmatic climate-resilient outcomes for vulnerable southern Gewogs (Blocks) and Chiwogs (Sub-blocks). The institutional mechanism for SPCR Investment implementation, and for monitoring and evaluation, are anchored within GNHC-S to ensure conformity with its mandate as a coordination agency for national level planning, coordination and monitoring of policies, programs and projects. This implementation mechanism will ensure the institutional and governance sustainability of the SPCR by effectively transforming new ideas into tangible and meaningful results on the ground. Bhutan is submitting its SPCR in a relative position of strength as it was short-listed within a group of 10 eligible countries from a much larger list of expressions of interest of 36 countries. Moreover, Bhutan is not just the first country to officially declare its carbon-neutral commitment to the world - it is the sole nation on earth to actually attain the unique status of carbon-negative state. Notwithstanding this commitment, our national development is being fundamentally hampered by a barrage of climate-induced extreme events wreaking havoc to our local economies, our very precious riparian and highly-mountain ecosystems, and extensive forest cover and protected areas. 1 Land Use Land Cover 2017 Atlas of Bhutan, Ministry of Agriculture and Forests 2 Department of Forest and Park Services Bhutan: Strategic Programme for Climate Resilience (SPCR) – November 2017 Page ii Given the profound climate-induced risk that we are facing, and our commitment to climate resilience and negative carbon status, we confidently submit this SPCR proposal to the CIF, with the distinct expectation of categorical endorsement from the CIF PPCR Committee and the International Donor Community to help galvanize the Kingdom of Bhutan toward a climate-resilient and low-carbon future in a climate- changing world. Located between China in the north and India in the south, west and east, the Kingdom of Bhutan occupies a total geographical area of 38, 394 km2 (LCMP, 2010) with a projected population of 768,577 persons (48% women) in 2016 (NSB, 2016). Out of the total geographical area, forest covers 70.46%, agriculture 2.75%, barren areas 3.2%, degraded lands 0.54%, meadows 4.10%, shrubs 10.43%, snow cover 7.43%, water bodies 0.72%, human settlements 0.16%, and marshy and non-built up areas each 0.01% (NSB, 2016). 2. Bhutan is highly vulnerable to hydro-meteorological hazards and weather extremes. Some of the major hazards facing Bhutan include flash floods, riverine floods, landslides, landslide dam outburst floods, cloudbursts, glacial lake outburst floods (GLOFs), forest fires, and windstorms. Recognizing its vulnerability to a number of natural hazards and the importance to enhance its resilience capacity to these disasters and to sustain and build on the economic progress that the country has made, Bhutan prioritizes enhancement of climate resilience and disaster risk management in its development agenda. Bhutan is also a member to a number of international parties working towards enhancing climate resilience. 3. In July 2011, the UN General-Assembly unanimously adopted the Bhutan-led resolution on “Hapiness towards a holistic approach to development.” As a constitutional mandate, the Gross National Happiness (GNH) Philosophy is used as a development

Bhutan is already facing the impacts of climate change such as extreme weather and changing rainfall patterns. The Royal Government of Bhutan (RGoB) recognizes the devastating impacts climate change can cause to the country’s natural resources, livelihood of the people and the economy. Bhutan is committed to addressing these challenges in the 12th Five Year Plan (2018-2023) through various commitments, mitigation and adaption plans and actions on climate change at the international, national, regional levels. Bhutan has also pledged to stay permanently carbon neutral at the Conference of Parties (COP) Summit on climate change in Copenhagen. Accurate, reliable and timely hydro-meteorological information underpins the understanding of weather and climate change. The National Center for Hydrology and Meteorology (NCHM) is the national focal agency responsible for studying, understanding and generating information and providing services on weather, climate, water, water resources and the cryosphere. The service provision of early warning information is one of the core mandates of NCHM that helps the nation to protect lives and properties from the impacts of climate change.

    Chapter 2 Geographical and Historical Background of Education in Bhutan Geographical Background There is a great debate regarding from where the name of „Bhutan‟ appears. In old Tibetan chronicles Bhutan was called Mon-Yul (Land of the Mon). Another theory explaining the origin of the name „Bhutan‟ is derived from Sanskrit „Bhotanta‟ where Tibet was referred to as „Bhota‟ and „anta‟ means end i. e. the geographical area at the end of Tibet.1 Another possible explanation again derived from Sanskrit could be Bhu-uttan standing for highland, which of course it is.2 Some scholars think that the name „Bhutan‟ has come from Bhota (Bod) which means Tibet and „tan‟, a corruption of stan as found in Indo-Persian names such as „Hindustan‟, „Baluchistan‟ and „Afganistan‟etc.3 Another explanation is that “It seems quite likely that the name „Bhutan‟ has come from the word „Bhotanam‟(Desah iti Sesah) i.e., the land of the Bhotas much the same way as the name „Iran‟ came from „Aryanam‟(Desah), Rajputana came from „Rajputanam‟, and „Gandoana‟ came from „Gandakanam‟. Thus literally „Bhutan‟ means the land of the „Bhotas‟-people speaking a Tibetan dialect.”4 But according to Bhutanese scholars like Lopen Nado and Lopen Pemala, Bhutan is called Lho Mon or land of the south i.e. south of Tibet.5 However, the Bhutanese themselves prefer to use the term Drukyul- the land of Thunder Dragon, a name originating from the word Druk meaning „thunder dragon‟, which in turn is derived from Drukpa school of Tibetan Buddhism. Bhutan presents a striking example of how the geographical setting of a country influences social, economic and political life of the people.

    Population and Migration in Thimphu Thromde Sangay Chophel* Abstract As a developing country, Bhutan is on the upward trajectory of urbanization. While it has benefits it also exerts pressures. Within Bhutan, Thimphu thromde has the largest urban population, which exhibit many forms of urbanization. Using the data from 2017 Population and Housing Census of Bhutan, the paper projects the population of Thimphu city till 2027 due to lack of its population projection. The cohort-component method is used for projection. The net-migration from 2005 to 2017 is calculated using residual method. Further, employing probit regression, the determinants of migration to Thimphu thromde is examined. Age, marriage, unemployment, land, household composition, household income and education are significant determinants of migration. Introduction Urbanization in Bhutan has continued apace. The urban population has increased from 30.9% in 2005 to 37.8% in 2017, and largest share of the overall population reside in Thimphu thromde (city) at 15.8%1 where most of the government offices are based. The other three cities are Phuntsholing, Samdrup Jongkhar and Gelephu thromdes. There are relatively smaller urban areas in each of the 20 districts. The two main purposes that these dzongs serve are administrative and religious purposes. A part of the building is dedicated for the administrative purposes and a part of the building to the monks for religious purposes. Generally, this distinction is made within the same room from where both administrative and religious activities are conducted.

While there is evidence of increased religious disapproval of pig raising, the consumption of pork, which is mainly met from imports, is increasing every year. Pig development activities are mainly focused on introduction of exotic germplasm. There is an evidence of a slow but steady increase in the population of improved pigs in the country. On the other hand, indigenous pigs still comprise 68 percent of the total pig population but their numbers are rapidly declining. If this trend continues, indigenous pigs will become extinct within the next 10 years. Once lost, this important genetic resource is largely irreplaceable. Therefore, Government of Bhutan must make an effort to protect, promote and utilize indigenous pig resources in a sustainable manner. In addition to the current ex situ conservation programme based on cryopre- servation of semen, which needs strengthening, in situ conservation and a nucleus farm is required to combat the enormous decline of the population of indigenous pigs and to ensure a sustainable source of swine genetic resources in the country.

Introduction 1.1 The setup of the Bhutan-Swiss Archaeology Project To date, Bhutan has no archaeological institution, neither at the university nor on ad- ministration level, and except for a single rescue excavation in the course of a con- struction project initiated by Helvetas in central Bhutan – the excavation was financed by the Swiss-Liechtenstein Foundation for Archaeological Research Abroad (SLSA) and realised by the Swiss archaeologist Dr. Reto Blumer in 1999–20011 – no archaeological excavation was ever conducted in Bhutan until autumn 2008. However, on March 29, 2005, Bhutan’s current Prime Minister, H.E. Jigmi Y. Thin- ley, expressed in a letter to Werner Külling – secretary-general of the Swiss develop- ment organisation Helvetas – his wish «to initiate archaeological projects in Bhutan for the first time in the country’s history». In the same letter it is stated that «the site of the ruins of Drapham Dzong in the district of Bumthang has been selected as the first project site». Later on (May 13, 2005), the head of the Division for Conservation of Heritage Sites mentioned in a letter to Helvetas that it is «His Majesty, the King of Bhutan’s personal wish to one day initiate archaeological projects in Bhutan», and that to this very first project great importance should be attached, since it would be «a leading example to many such projects that are planned for implementation in the country in the future.» And the request is expressed «to receive possible support for this significant and pioneering project» from Helvetas, i.e.

    An account of a journey across valleys and mountains to provide training to people on collection of medicinal plants ... towards sustainability of traditional medical services in Bhutan Kinga Jamphel Head, Pharmaceutical & Research Unit, ITMS Ever since the establishment of traditional medicine (TM) services in the country in 1967, most of the high altitude medicinal raw materials have been collected from Lingshi. It is important to rotate the collection sites at certain intervals in order to enable the natural resources to regenerate. A survey on alternate sourcing conducted at Bumthang in 2006 revealed that around 18 medicinal plants could be collected. To provide training on sustainable collection and discuss on the logistics for transportation of medicinal plants, a team visited the high altitude areas of Bumthang. The last few days before the departure were filled with excitement and nervousness, especially as the journey would involve long walks across high mountain areas where stamina and body fitness would be put on test. Food supplies and logistics were organized. It was 10th of October 2007. I woke up early and checked my luggage for all important things - some medicines, a knife, a sleeping bag, a mat, clothes, a torch, a plate, a mug, etc. I prayed for a safe journey and said goodbye to my family. The other members of the team Drungtsho Gempo Dorji, Ugyen, Jamyang Loday and Tshewang Rinzin joined and the long journey began from Thimphu at 7.30 AM. As we traveled along the East-West national highway cross Dochula, Pelela and Yotongla passes we were excited thinking about the days ahead.

The main influence in shaping the landscape of Bhutan has been the uplift of the Himalayas following the collision of the Indian and Asian continental plates. This has given rise to the basic topographic structure of the country with the High Himalaya in the north from which long ranges formed of metamorphic rocks run southwards and then descend steeply to the duars. The main valleys follow more or less north- south course, but show considerable variation in their longitudinal profiles. They all have narrow gorge-like sections in the South but vary in the sections upstream. In western and central Bhutan the riverbeds have stepped profiles and the flatter sections form Inner Valleys with relatively gentle side slopes and wide floors at altitudes ranging from 1100 m at Wangdi to 2600 m at Jakar. Like many stories you will hear in this tiny Himalayan nation, it sounds like a fairy tale. In fact, itís hard news. Jigme Singye IWangchuck, Bhutanís fourth Druk Gyalpo, or Dragon King, is an avid cyclist who can often be found pedaling the steep foothills that ring the capital city, Thimphu. All Bhutanese know about the kingís passion for cycling, to which he has increasingly devoted his spare time since December 2006, when he relinquished the crown to his eldest son. In Thimphu, many tell tales of close encounters, or near-misses ó the time they pulled over their car to chat with the bicycling monarch, the time they spotted him, or someone who looked quite like him, on an early-morning ride. If you spend any time in Thimphu, you may soon find yourself scanning its mist-mantled slopes.
