Marcellus POLICY ANALYSIS Spring 2021 - Marcellus Policy Analysis No. 1 A New Framework for U.S. Policy in the Sahel by John Ramming Chappell EXECUTIVE SUMMARY merican foreign policy in the Sahel has not worked. Counterterrorism has pre- dominated in the U.S. approach to the region since 2001, resulting in a policy focused on security assistance and military cooperation. However, the influ- ence of Salafi-jihadist groups in the region has markedly increased, civilian Afatalities have skyrocketed, and a militarized approach has undermined security sector governance. U.S. strategy has not adequately addressed the root causes of conflict—po- litical marginalization, poverty, and environmental pressures—that have contributed to a vicious cycle of conflict and fragility. The challenges facing the Sahel call for a new ap- proach. To effect lasting change in the Sahel, the United States needs to replace the overmilita- rized status quo with an affirmative strategy of diplomatic engagement.The United States should reduce military engagement in the Sahel, which is disproportionate to relatively limited interests. However, withdrawal alone would be insufficient to shift regional -dy namics because other stakeholders would continue counterterrorism campaigns based on the American model. Therefore, the Biden administration should implement the Global Fragility Strategy in the Sahel and phase out the Trans-Sahara Counterterrorism Partnership to right the bal- ance between diplomatic and military tools. No. 10, April 2018 FUTURE NOTES THE TRANSMUTATION OF JIHADI ORGANIZATIONS IN THE SAHEL AND THE REGIONAL SECURITY ARCHITECTURE Djallil Lounnas This project has received funding from the European Union’s Horizon 2020 Research and Innovation programme under grant agreement No 693244 Middle East and North Africa Regional Architecture: Mapping Geopolitical Shifts, regional Order and Domestic Transformations FUTURE NOTES No. 10, April 2018 THE TRANSMUTATION OF JIHADI ORGANIZATIONS IN THE SAHEL AND THE REGIONAL SECURITY ARCHITECTURE Djallil Lounnas1 In March 2017, the four most powerful jihadi organizations in the Sahel, Al-Qaeda in the Islamic Maghreb (AQIM), Ansar al-Din, Al-Mourabitoun and Katibat Macina – the latter three linked directly or indirectly to Al-Qaeda – announced their unification and the creation of the Jama’a Nusrat al-Islam wa al-Muslimin’ (JNIM) also known as Group in Support of Islam and Muslims (GSIM), under the leadership of Iyad Ag Ghali. This unification ended the factionalism that had long characterized jihadi organizations in the region and gave birth to what can be considered as one of the most powerful Al-Qaeda affiliates. The creation of the GSIM is especially dangerous in view of the fact that the Sahelian sub-regional system is composed of weak states unable to quell the jihadi threat and geographically linked to Libya, a collapsed state and considered a safe haven for jihadi organizations, in spite of the presence of the international community, especially the French military operation Barkhane. Even more dangerous is the presence of an affiliate of the Islamic State, the Islamic State in the Greater Sahara (ISGS) led by Abu Walid al-Sahrawi, an organization which, although on the surface appearing to be the main rival of the GSIM, has been following a strategy of rapprochement with Iyad Ag Ghali. -

Country Reports on Terrorism 2019 BUREAU OF COUNTERTERRORISM Country Reports on Terrorism 2019 is submitted in compliance with Title 22 of the United States Code, Section 2656f (the “Act”), which requires the Department of State to provide to Congress a full and complete annual report on terrorism for those countries and groups meeting the criteria of the Act. Foreword In 2019, the United States and our partners made major strides to defeat and degrade international terrorist organizations. Along with the Global Coalition to Defeat ISIS, in March, the United States completed the destruction of the so-called “caliphate” in Iraq and Syria. In October, the United States launched a military operation that resulted in the death of Abu Bakr al-Baghdadi, the self-proclaimed “caliph” of ISIS. As part of the maximum pressure campaign against the Iranian regime – the world’s worst state sponsor of terrorism – the United States and our partners imposed new sanctions on Tehran and its proxies. In April, the United States designated Iran’s Islamic Revolutionary Guard Corps (IRGC), including its Qods Force, as a Foreign Terrorist Organization (FTO) – the first time such a designation has been applied to part of another government. And throughout the year, a number of countries in Western Europe and South America joined the United States in designating Iran-backed Hizballah as a terrorist group in its entirety. Despite these successes, dangerous terrorist threats persisted around the world. Even as ISIS lost its leader and territory, the group adapted to continue the fight from its affiliates across the globe and by inspiring followers to commit attacks. -
Nationalism in Marginalized African Societies∗
NATION-STATE OR NATION-FAMILY?NATIONALISM IN MARGINALIZED AFRICAN SOCIETIES∗ Forthcoming in the Journal of Modern African Studies Abhit Bhandariy Lisa Muellerz December 26, 2018 Scholars have long puzzled over strong nationalism in weak African states. Existing theories suggest that a) incumbent leaders use nationalistic appeals to distract people from state weak- ness; or b) citizens use nationalistic claims to exclude rival groups from accessing patronage and public goods. But what explains robust nationalism in places where politicians seldom visit and where the state under-provides resources, as is true across much of Africa? We pro- pose a theory of familial nationalism, arguing that people profess attachment to a nation-family instead of to a nation-state under conditions where the family, and not the state, is the main lifeline. We substantiate it using surveys from the border between Niger and Burkina Faso, where an international court ruling allowed people to choose their citizenship, thus providing a test for nationalism in marginalized communities. We supplement the border data with surveys and focus groups from the capitals of both countries. ∗For invaluable research assistance and data collection we thank Thierno Mamadou Sow, Bachirou Ayouba Tinni, and Adam Malah. Sahel as a region passed by the Sahara Dessert is becoming a place to hide, recruit, financing and training camp for global terrorist network. The rise of terrorist network in the Sahel cannot be separated from Sahel States condition which been categorized as least developed countries. To counter the rise of terrorist threat in the Sahel Region. United States deploy its military forces in Niger. This research analyzes and describe the objective of United States military deployment in Niger, especially from 2013 until 2017. This research used security and counterterrorism framework to explain the objective of United States military deployment in Niger. Methodology that used in this research is qualitative-descriptive. Data in this research were gathers from multiple sources such as book, journal, and government reports that related with this research. Burkina Faso: June – October 2018 Takeaways and Trends • Militants activity in Burkina Faso have been on the rise for the past two years. Since June 2018 Sahel MeMo observed similar trend with an expansion from Northern parts bordering Mali and Niger, to the Est Region on the borders with Benin, Niger, and Togo. Militant groups have been trying to establish a base there since early 2016, explaining groups’ ability to carry complex deadly attacks, including the use of improvised explosive devices (IEDs). • Violence in the eastern part of Burkina Faso by militant groups most likely to continue. In addition to targeting security forces and intimidation acts against civil servants, militants will look to continue to disrupt gold mining in the area. In fact, security forces in charge of protecting gold mines or escorting staff have been subject to attacks by militants at least in August 2018. If this to continue, livelihoods of local communities benefiting from gold mining could be at risk if security situation continues to deteriorate in the region. • These attacks are mostly attributed rather than claimed by militant groups known to operate in Burkina Faso. These militant groups include Ansaroul Islam, Jama’at Nusrat al-Islam wal-Muslimeen (JNIM), and Islamic State in the Greater Sahara (ISGS). -

Kagan: Good morning, everyone. Thank you so much for joining us. I’m Fred Kagan. I’m the director of the Critical Threats Project at the American Enterprise Institute in Washington, DC. And we are here today to talk about Africa and specifically the threat of violent extremist organizations in Africa. This an incredibly important topic, and I thank you all for sparing us some of your attention. Africa, the area of Africa that we are observing, that we are talking about, is home to more than half a billion people and a large concentration of terrorist groups linked to al Qaeda and the Islamic State. It’s a matter of great concern for the United States, and it’s a matter that receives very little attention. We’re very fortunate today to have with us Major General Dag Anderson, the commander of Special Operations Command, which is headquartered in Stuttgart, Germany.
