At this meeting, the program will consist of a discussion by Archon Frank McClellan on the topic of "Current Issues in Health Care Law," a subject which involves each of us directly or indirectly, and on which he is acknowledged to be an expert. The book he authored on the subject, published earlier this year, has been quite well received. I heard him lecture at Temple University Law School during the fall on the subject, and on the basis of that experience, I expect that we are in for an entertaining, informative discussion of a timely topic.

1996 dues are the same as 1995: $800, and they are payable now. As in the past, in order to accomodate those who find it a true problem to pay their dues in full now, we are establishing a schedule, but please remember that (1) we need your dues now in order to finance our on-going activities, and (2) partial payments increase the work load on your officers. The schedule?: To avoid delinquency, $550 of your dues must be paid by the February meeting, and they must be paid in full by the March meeting. Dues may be mailed to the Grammateus at any time, or delivered to him at the meeting. The minutes of the November meeting are enclosed for your review. The Sire Archon will request their adoption at the meeting.

Please note that as indicated in the appended minutes, the election of officers (Sire Archon-Elect, Grammateus, Thesauristes, Rhetoricos [Chairman of the Program Committee], Agogos, Grapter and Archivist) will be held at the March meeting. MINUTES OF THE MEETING OF 12 NOVEMBER 1995, HELD IN THE WYNCLIFFE HOUSE OF THE TEMPLE UNIVERSITY CONFERENCE CENTER, 9230 GERMANTOWN AVENUE

The meeting was called to order according to the ritual by Sire Archon' Beard at 7:32 P. M. Attendance: Present 26 active and 1 emeritus archons, excused 10 archons, absent 20 archons. The Sire called for the Grammateus' report. The latter requested any additions or corrections to the circulated minutes. There being none, a motionwas requested and properly passed accepting them. Haannounced that there had been further discussion of the case of Archon Evans. The Grammateus was instructed to write Archon Evans in accordance with the provisions of Article III of the fraternity's constitutiop. A letter had been written to Archon Baker which he answered. He is now located in Highland Park, and has taken preliminary steps t9 affiliate himself' with the North Shore Boule. The Grand Sire ,Archon has addressed an invitation to each' archon advising them of the'preparations being made for Grand Boul e in Houston in July. The GrammateNs added hi support to this plea for a good representation from Alpha at'that affair. The program at the January meeting will be a discussion by Archon Frank' McClellan on the subject of "Current Issues in Health Care Law." Archon Ed Kenton gave the entertainment Committee repot. Details are being wrapped up for the Christnas party. The archons will make indiviial arrangements for parking their cars. Valet parking is available 'at the door of the h otel1 and there is a parkinggarage convenientIy located across the'street just south of the ho l. The decision' hks been made not to use assigned seating. At leasy 6 rooms wil be available at a reduced rate for archons who' wish to spend the night in the hotel, as well as one or tYwo comfort rooms to accommodate those who may wish to change clothes, etc. during the evening. Archon Chris Lewis gave the Membership Council report. Our roll Gil accomodate 3 additional archons. He proposes to develop a list of candidates, possibly for induction at the April meeting. Arch'on- Jones raised the question of increasing scholarship support and has agreed to try to develop concrete proposals to this ~end. The Sije Archon reports tha he has rev'eived indication from the.ire Archoh of Delta Epsilon that they would be agreeable to co-hosting the f3, centennial Grand Bo'le. The mater will be formally presented to Delta Epsilop by their Sire at their meeting. Archons Stokes andNolan Atkinson, Jr. have been added to the 2004 Committee. "I'he decision was reached that we would. hold election of officers at the March.meeting. The Grammates suggested that special thought be giijen to. nominees for Sire Archon-Elect and Grammateus and repeated his statement that he is not available for re-election. The question had been raised during the E;ecutive Committee about the policy regarding requests for the Boule maililh list. Archon Lewis famed a motion, which was the consensus of the Executive Committee: To reiterate the long~ standing policy that all requests for the Boule mailing list are to be referred to the Sire Archon. The motion was properly seconded and passed. It is further understood that when t1ge list of archons is supplied to an organization, the names will be supplied with n reference to Boule mnembership. Minutes of the meeting of February 2, 1997 held at the home of Archon Christopher Lewis, 520 Sugartown Road, Devon, PA. Hosts: Archons Lewis and Lomax. Archons arrived at 4:00 and socialized while having cocktails and a most delicious buffet.

BUSINESS MEETING

The business meeting was called to order according to the ritual by Sire Archon Earle Bradford at 5:00 PM. Present were Archons Johnson, Kenton, Huggins, Goode, Lomax, Bradford, Harvey, Polite, Bryant, Hutchins, J.Miller, Dixon, Chisum, Cooper, Atkinson, Edmunds, Holloway, Cliff Greene, Davenport, Brown, Horton, Lewis.

Sire Archon Bradford presented changes based on the results of the recent survey. 1. Hosts should identify interesting places for meetings to be held. 2. When possible, speakers should be chosen from the membership. The Program Committee will continue to function as a backup, and will plan long range projects

Membership Committee Archon Lewis, committee chairman, presented the names of two candidates for membership whose resumes have been properly circulated. They were Bertram Scott, sponsored by Archon Ellis and Curtis Joyner, sponsored by Archon Giles. Motion for approval, seconded, carried by secret ballot. Sponsors were asked to inform candidates of this action and invite them to become members.

The Orientation And Induction Committee was asked to determine the best occasion for properly bringing these men into the organization.

Entertainment Committee Archon Kenton reminded the group that Delta Epsilon will not be participating with Alpha in the Christmas party of "97. He thanked everyone for the cooperation given him in his tenure as co- chairman. Appreciation was shown Archon Kenton with a round of applause.

Northeast Regional Meeting Sire Bradford emphasized the importance of our presence at the Northeast Regional meeting - especially if we are to become politically effective. Date : September 26, 27 and 28 1997 Place: Marriott Hotel, Springfield, MA Dues Emphasis was placed on the importance of completing payment of dues by the March meeting. If an Archon can not be present at the March meeting, he is asked to send his dues to the grammateus.

Adjournment Archon Kenton thanked the hosts and the business meeting was adjourned at 5:33.

THE PROGRAM

The speaker of the evening was Steven L Sanders, who at age 26 founded his first company in Philadelphia, Sanders Investment Advisors. Now in its 11th year, the Investment Firm manages $500 million for over 400 business and individual clientele throughout the country.

Mr. Sanders has further distinguished himself as an institutional money manager, C.E.O. of Financial Educational Company, a member of Black Enterprise Magazine's "Investment Roundtable", national spokesperson for Citibank, Mastercard & Visa"s Money Matter For Young Adults, board member of the Philadelphia Airport Board, and several other civic boards geared toward development and education of youth.

Mr. Sanders carried us through an overview of mutual funds, technologic stocks, 401K's, 401B's, index funds, aggressive growth funds, global influences and the dynamics thereof. He completed his presentation with a topic which is obviously close to his heart - that of the importance of giving our youth a basic understanding of personal finance while they are in high school and college.

A lively question and answer session capped a very thought provoking afternoon..

A delicious luncheon was served by Archon and Archousa Poindexter after which reports were presented. (The host and hostess graciously bore the expenses of this meeting).

Report of the Sire Archon

Sire Archon Bradford and Grammateus Dixon attended the Regional Executive Committee meeting in Wilmington, Delaware on Saturday, 3, 1997 at the Sheraton Suites Hotel.

There was presented, from the office of the Grand Boule, a draft of a manifesto of the 's "Summit on Achievement and African American Children". The Boule is asked to unite with national leaders of African American churches, sororities, fraternities, social organizations and professional associations to galvanize the community to make certain our children are equipped to succeed in the 21st century. The program was discussed and approved in principle.

A copy of the by-laws has been obtained from Gamma Boule and passed on to Archon Archie to be used as a reference in drawing up by-laws for Alpha Boule.

Report of the Grammateus:

Membership Status: Actives fully paid = 42; Actives partially paid = 1: Actives transferred to Alpha = 1, Emeriti = 2, Inactives = 11: Delinquents =4.

Those Archons who plan to attend the Regional meeting in Springfield should immediately contact Archon Bradford.

Report of the Induction and Orientation Committee

Archon Atkinson distributed a written report with the following recommendations: * The social hour of the September meeting to be set aside for nominees to meet the Archons of Alpha Boule. Nominees would be present for the social hour only. " There would be an October meeting for prospective members attended by the Executive Committee, sponsors, and the candidates themselves. Interested Senior Archons would also be encouraged to attend. This meeting would be separate from the regular meeting and would take place at the home of an Archon. Costs: The maximum cost, $500. " The third and final orientation meting will be held in November, again at the home of an Archon. At this meeting, candidates will be given instructions for initiation. This would also be separate from the regular monthly meeting.

Report of the Program Committee

Archon Poindexter distributed a written report of the Committee which met at the home of Archon Polite on Saturday, Mary 17, 1997. Excepts of the report are as follows: " Continue to have the Archon hosting the meeting to plan and present programs of substance and quality. Archons who know high profile persons on a personal basis should present their names to the Program Committee and assist in procuring them to speak at a meeting (note: speakers have traditionally spoken gratis.) Presentations by Archons, highlighting their areas(s) of expertise and involvement, should be given top priority. " Meetings in the homes of Archons with facilities large enough to accommodate 25-30 Archons is considered a plus. " A yearly calendar of events, meetings, social meetings and meetings initiation should be published for the membership. * Recommend to the membership committee, that they might consider the names of Philadelphians in the sports and entertainment world who have academic qualifications for membership. * Recommend that each Archon be responsible to keep the interest of the organization vibrant and healthy to ensure that the individuals they sponsor remain involved by participation and reasonable attendance at meetings.

Archon Bradford thanked Committee Chairmen for the hard work put forth by themselves and members of their committees. He thanked the host who cordially received members as his guests and expressed his gratitude for a most wonderful luncheon meeting.

Minutes of the Executive Committee of May 1, 1998 held at the home of Sire Archon Earle Bradford. In attendance were Bradford, Braxton, J. Clifford, Dixon, Hutchins, J. Johnson, Simpkins. Archon Bradford opened the meeting at 8 o'clock AM.

Report of the Sire Archon Archon Bradford attended the Regional meeting on April 4, 1998. He was selected to lead Strategic Planning for the Northeast Region.

Results of the recent Regional poll indicated that 50% of archons would support a fund raiser. Additional statistics resulting from the poll will be forthcoming from the Regional Grammateus, Arthur Savage.

Report of the Membership Committee A meeting has been called for May 16th with a committee from Delta Epsilon to discuss a Jersey resident, Harold Mignott, who was proposed for membership by Archon Cooper. The committee is headed by Membership Chairman, Christopher Lewis, with Leonard Miller and Samuel Beard.

The Program Committee Archon Charles Poindexter was unable to attend today's meeting; however, he sent a questionnaire concerning the Renaissance week-end and asked that it be distributed and returned to him as soon as possible.

Report of 2004 Committee Archon J. Clifford reported that the Centennial Meeting was tentatively scheduled to meet at the Marriott Hotel during the first week of August, 2004.

Archives Inquiry was made as to the possibility of reactivating the taped profiles of each archon as was done by Archon Chisum several years ago. Archon Bradford said that he would speak to Archivist, Archon McCoy about this as well as the general condition of the archives.

The meeting was adjourned at 9:30 AM.

Minutes of the joint meeting with the Archousai on May 3, 1998, held at the Philadelphia Country Club, Gladwyne, PA. Hosts: Archons Bradford and Braxton.

After cocktails, hors d'oveurs, and a delicious buffet which were served on a patio overlooking a magnificent golf course, the meeting was called to order by Sire Archon Bradford.

Sire Archon Bradford welcomed our Archousai and the speaker, Archon Thomas B. Shropshire, candidate for Grand Sire Archon Elect of Sigma Pi Phi.

Archon John Braxton introduced Archon Shropshire with a brief profile. He and his family reside in Los Angeles and has served in many capacities of Sigma Pi Phi among which are the Boule' Foundation and the Long Range Planning Committee. Until his retirement, he had a 37 year career with the Miller Brewing Company serving as Assistant to the President and Senior Vice President of Marketing.

Archon Shropshire's speech centered around two topics which have been the main focus of his work with Sigma Pi Phi: The Boule Foundation and The Public Policy Committee.

The goal of the Foundation is to build a strong financial base. As of last year, it was worth 3.5 million dollars. Its goal by year 2000 is $5 million and by 2004, $10 million.

In 1997 the Foundation issued 12 scholarships, gave $25,000 to the NAACP and $25,000 to the Urban League. The same contributions were repeated this year.

Archon Shropshire on Public Policy " ... in the past, the fraternity has concerned itself with inward work. Now it has begun to turn out into the community. We should become more involved in the community...We should start putting our brains to work in helping the community where we live." He gave an example of the actions of Ward Connelly of California which should be confronted.

Archon Bradford thanked Archon Shropshire for his informative speech.

June 1, 1997

Minutes of the joint meeting on May 4, 1997 with the Archousai at the Germantown Cricket Club, hosted by the Entertainment Committee, Archon McCoy and C. Poindexter. The facility was procured by Archon Mickey Hutchins.

Business

In attendance: 58 archons and archousai and 4 widows. Accommodations were made for a minimum of 70 and maximum of 80. Efforts were made to prevent overrun; however over estimating cost the treasury 8 meals. Sire Bradford requests that all of us make a special effort to prevent such extra costs.

There was a brief informal meeting of Archons early during the cocktail hour for the purpose of voting on the following:

1. Transfer of Arcon Victor Lewis to Alpha. 2. Proposal of a new Boule in California 3. Inactive status of Archons Watson and Gilmore

Results:All issues were unanimously approved by ballot. These names will be forwarded to Grand Boule for consideration.

The Northeast Regional Meeting

This meeting will be held in Springfield, MA on September 25, 26, 27 and 28. A block of rooms have been set aside at a special rate of $99.00 per night.

Delinquent Archons

Several Archons have not paid their 1997 dues. The Executive Committee has called upon the Grammateus to bring this matter to their attention and emphasize the need for their support.

There will be no picnic this June because of poor attendance last year. This money will be used for the Christmas Party. If interest is strong enough the picnic will be reconsidered for next year.

The Program

Following the cocktail hour and dinner, speaker of the evening, Eddie Williams, Grand Archon Elect and his lovely Archousa, Jearline, were introduced by Archon Archie.

Archon Williams of Epsilon Boule (D.C.) has been president of the Joint Center for Political and Economic Studies since 1972. The center is a national, nonprofit, nonpartisan research and public policy institute that conducts research and analyses on major policy issues that affect both and the nation as a whole.

Drawing upon the philosophies of the late great Archon Charles Wesley, Archon Williams held Alpha in rapt attention as he spoke of strategies to ensure equal opportunity. He incorporated his ideas re political participation, economic advancement, education and strengthening of the community.

Rounding out a very satisfying afternoon were remarks from lovely Archousa Carol Giles. Carol referred to characters from J. California Cooper's Some Love. Some Pain, Some Time - a book about relations between men and women, husbands, wives and lovers who are African Americans. These characters were at times apathetic, pathetic, and constantly discouraged by racism and economic barriers. Archousa Giles went on to ask "...What made you (Archons) different from Coopers characters? Was it a silver spoon in your mouth? I doubt it. Was it a mentor? Probably. We Archousai do our best to interpret your challenges and behaviors with understanding and compassion. We've taken vows... to meet certain goals along a never dull journey experiencing love, sometimes pain. We may not reach our destinations, but you, our Archons, make the trip an adventure and you continue to make us proud."

The festivities ended with a standing ovation to Carol

The January 10, 1999 meeting was held at Sugarloaf, Temple Conference Center. Hosts were Archons Delgado and Davenport.

The Social Hour & Dinner - Cocktail and hors d'oeuvres followed by dinner preceded the business meeting, which convened at 6:10 PM.

Business Meeting: Sire Archon Earle Bradford called the meeting to order according to the ritual.

Minutes of the November 1998 meeting were adopted as received by mail with one exception: No increase in fees for new members was adopted as reported. The issue was tabled pending further review and discussion.

The Induction ceremony was conducted for Wendell Holland, who was unavailable for the induction ceremony in December due to a medical emergency. Archons Ken Hill and Chris Lewis sponsored Wendell.

Archon Goode presided over the ritual Installation of Officers for the 1999 - 2000 biennium. The new officers are: Sire Archon Jay P. Clifford, Sire Archon Elect Robert L. Archie, Jr., Grammateus Sam H. Jones, Jr., Thesauristes James Giles, Agogos Melvin J. Chisum, Rhetoricos Charles L. Poindexter, Grapter Nelson Kent Henry, Archivist James McCoy, Parliamentarian Horace Davenport.

Sire Archon Jay P. Clifford presided over the remainder of the meeting.

New Archons Wendell Holland and Oliver Johnson presented their speeches to the great pleasure of their fellow Archons.

Archon Edmunds raised several issues concerning plans for the 1999 Alpha Boule Christmas Party. After discussion, it was decided that the Entertainment Committee would review all issues and return at a future meeting with recommendations.

Archon Bradford addressed an issue concerning contacts with the media and the public image of Alpha Boule and Sigma Pi Phi Fraternity. Following considerable discussion, a motion was carried establishing a formal policy for media relations. In the future, contacts by the media should be forwarded to the Sire Archon and/or Grapter. When the media contacts an Archon, he is obligated to notify the Sire Archon and/or Grapter with all deliberate speed. The Executive Committee will assist the Sire Archon in determining the appropriate response of Alpha Boule. The Grammateus will disseminate a special notice of this new policy.

Archon McCoy is working to complete an Alpha Boule Biography and Picture book by September 1999. The Grammateus will send a special notice reminding each Archon to provide a one-page bio for this project.

Special acknowledgement was paid to Archon Earle Bradford for the leadership he provided as Sire Archon of Alpha Boule during the 1997-1998 biennium.

Special acknowledgement was also given to Archon Hart Dixon for his longstanding service as Grammateus of Alpha Boule.

Archon McClellan thanked the hosts, Archons Delgado and Davenport.

Minutes of the meeting of 5 January 1997 held at Wyncliffe House, Temple Conference Center

The meeting was called to order according to the ritual by Sire Archon Bradford at 7:20 P M. Thirty-two Archons were present. Sire Bradford called for adoption of the minutes of the November meeting. They were accepted as submitted.

Archon Bradford began the meeting with a presentation of the results of the telephone survey that he conducted in December. The general consensus was , (1) to serve hors d'oeuvres instead of full meals at some meetings, (2) to have committees become more active in running the business of the organization, (3) to have shorter and fewer business meetings thus allowing more time to fraternize, and (4) to have activities of the Archousai such as the spring meeting, picnic, and Christmas party remain the same. Based on the results of the survey, Archon Bradford proposed to have less business meetings ( perhaps one a year) and to schedule Executive Committee meetings at times other than the regular meeting day.

COGENT COMMENTS WHICH FOLLOWED BRADFORD'S RECOMMENDATIONS Archon Harvey reminded members of the original reason the fraternity was created for the members to enjoy fellowship, and to project no interests other than fellowship.

Archon Delgado spoke on new administrations that try to effect changes too quickly. He suggested that if there are changes to be made, they should be made gradually.

Archon C. Poindexter commented that meetings held at members' homes heighten the atmosphere for more enjoyable interchange

ENTERTAINMENT COMMITTEE REPORT Archon Kenton reported that 155 people attended the Christmas party. Expected attendance was 161. Expenses are expected to be either at or below proposed budget. Delta Epsilon will have a separate Christmas party in '97 so as to maintain their own identity.

A round of applause was elicited when Archon Kenton expressed gratitude for the help of Archousa Gloria Chisum who took charge of the seating arrangements and to Archousa Rose Miller for her gracious response. Another round of applause went to Archon Hill for his "Mastery" of Ceremonies.

YEAR 2004 COMMITTEE REPORT Archon Jay Clifford reported that he has made inquires at the Marriott for the event. His committee will meet in early February. ELECTION OF MEMBERSHIP COMMITTEE The current committee consists of Archons Lewis, Chandler and Bradford. One current member is to be retained for continuity. Since Archon Chandler is inactive, Archon Lewis remains. Nominees from the floor were Archons Beard and Young. Archon Goode moved to close the nomination on these two candidates. It was seconded by Archon Clifford and carried unanimously.

MEMBERSHIP COMMITTEE REPORT Archon Christopher Lewis reported that the resumes of candidates Curtis Joyner and Bertram Scott were circulated in October of last year. Archon Brown moved to approve their membership. Question , Archon Atkinson: " Shouldn't we wait until there is a larger group rather than have a ceremony, and turn around and have another?" Further discussion ensued questioning voting on candidates without secret ballots. Substitute motion by Archon Goode - that the two names advanced today be tabled until the next meeting, recirculated and voted by secret ballot. Seconded by Giles and carried unanimously.

NORTHEAST REGION INITIATIVE Sire Bradford called for volunteers to serve on one of two ad-hoc committees that are chaired by Archon Lewis Proffitt. Archon Chisum volunteered to serve on the committee that will assess the feasibility of modernizing the region's voting process. Archon Clifford volunteered for the committee that will assess the feasibility of having a Northeast Regional Fund Raiser.

DUES Archon Polite recommended a dues increase from $800 to $900 per year. This recommendation comes after analyzing last year's income and expense report. Archon Goode moved to adopt the increase. Archon Poindexter seconded. The motion was unanimously approved.

OTHER Archon Hamlet recently had surgery and is recuperating at home. He would appreciate telephone calls.

It was decided that the social hour of the next meeting would begin at 4 PM. It would be followed by a short meeting to install Archon Davenport as Parliamentarian and to vote on nominees whose resumes have been circulated.

Following a special thanks from Archon Chisum to hosts Archons Kenton and Lee, the meeting was adjourned.

MINUTES OF THE JOINT MEETING WITH ARCHOUSAI, 19 MARCH 1996, HELD AT DIXON HOUSE, TEMPLE UNIVERSITY CONFERENCE CENTER.

The business meeting was informally called to order by Sire Archon Samuel Beard.

Archon Jerry Johnson, who has moved to Philadelphia from Denver, Colorado, was introduced and was heartily welcomed by all Archons.

Entertainment Committee Report Plans for the picnic, Sunday, June 23, are in place (see enclosed announcement). The Christmas Party will be held at the downtown Mariott Hotel on December 21st. The Four Seasons Hotel is being considered for the 1997 Christmas Party.

Correspondence A letter was received from Archon Romeo Horton requesting inactive status for a year. Included in Archon Horton's letter was a description of his personal losses and the devastation which his country, Liberia, has felt at the hands of rebel forces. He included a copy of a letter which he had written to President Clinton imploring him to intervene. (A copy of that letter is being sent along to be used as a model for any Archon who might like to make a similar petition.)

A letter was received from Archon Deurward Hughes requesting inactive status for two years.

Motion: Archon Gilmore: That the requests of Archons Horton and Hughes be approved for petition to Grand Boule'. Seconded: Archon Young. Carried.

Motion: Archon Braxton: Invite Archon and Archousa Horton to attend the upcoming picnic and Christmas Party as guests, and invite Archon Horton to attend monthly meetings with hopes that he will keep the membership informed as to how things are going in his country. Report from the Audit and Budget Committee Grand Boule' Meeting in_ Chicago Archon Leonard Miller gave a very detailed and in-depth report of this meeting. Recommendations: - To keep budget the same: therefore, no increase in dues. - $50,000 to U.N.C.F. - $25,000 to NAACP - Because of the rising costs of publishing The Boule' Journal, certain proposals are being considered to defray expenses.

Archon Miller reported that, at last, bookkeeping has been computer ized.

Kudos Archon Ted Jones is now on the Editorial Board of The Boule' Journal.

Blake Bradford, son of Sire Archon Elect Earl Bradford, was featured in the May 3rd issue of The Philadelphia Business Journal for his work at the Philadelphia Museum of Art. Bradford, a teacher at the museum, helped develop Project Art Line - a means for remote groups to tape "virtual" tours of the Philadelphia Museum of Art under the guidance of a museum instructor.

The meeting was adjourned and the Archons joined the Archousai on the terrace for cocktails and hors d'oeuvres.

Shortly thereafter, at dinner, Archon Charles Poindexter shared with us his experiences on a recent trip to several Sub-Sahara countries. A really great moment came to him when he was invited to the "Bishop's Court" for tea with Archbishop Desmond Tutu.

The evening came to a close with the presentation of a rose to each lady, and a most gracious tribute to Archons from Archousa Alberta Delgado.
