Baumchen Recreation Specialist for: Kiowa and Rita Blanca National Grasslands Cibola National Forest February 6th, 2012 Background The Kiowa and Rita Blanca Ranger District is comprised of two National Grasslands: The Kiowa National Grasslands (NG), which covers 137,157 acres and is located within Mora, Harding, Union, and Colfax Counties, New Mexico, while the Rita Blanca NG, which covers 92,989 acres located in Dallam County, Texas and in Cimarron County, Oklahoma The district office is located in Clayton, New Mexico. It is just west of the eastern portion of the Kiowa, while the villages of Roy and Mosquero, New Mexico are south of the western part of the Kiowa. The small unincorporated community of Felt, Oklahoma is within the Rita Blanca NG. Texline, Texas is along the southwest boundary of the Rita Blanca. Dalhart, Texas is south of the Rita Blanca while Stratford, Texas is just east of the Rita Blanca. The district is located in the southern portion of the North American Great Plains region in the short grass prairie. It is located in a sparsely-populated rural area, that is away from population centers, is isolated, and only has a few developed recreational facilities. The district receives a low to moderate amount of motor vehicle use related to recreational activities. There are several larger communities in the three-state region near the district office, including: Raton, New Mexico, approximately 83 miles to the northwest, Guymon, Oklahoma, approximately 105 miles to the east, Tucumcari, New Mexico, about 112 miles to the southwest, Amarillo, Texas, about 131 miles southeast, and Las Vegas, New Mexico, about 150 miles to the southwest. -

Abstract Administered by the USDA Forest Service, the Kiowa and Rita Blanca National Grasslands occupy 230,000 acres of public land extending from northeastern New Mexico into the panhandles of Oklahoma and Texas. A mosaic of topographic features including canyons, plateaus, rolling grasslands and outcrops supports a diverse flora. Eight hundred twenty six (826) species of vascular plant species representing 81 plant families are known to occur on or near these public lands. This report includes a history of the area; ethnobotanical information; an introductory overview of the area including its climate, geology, vegetation, habitats, fauna, and ecological history; and a plant survey and information about the rare, poisonous, and exotic species from the area. A vascular plant checklist of 816 vascular plant taxa in the appendix includes scientific and common names, habitat types, and general distribution data for each species. This list is based on extensive plant collections and available herbarium collections. Authors Donald L. Hazlett is an ethnobotanist, Director of New World Plants and People consulting, and a research associate at the Denver Botanic Gardens, Denver, CO. -

A Selective Bibliography of Exploration Relating to the United States By William H. Goetzmann University of Texas at Austin Because of the Lewis and Clark bicentennial celebrations the history of North American exploration is undergoing a renaissance. Thus it is appropriate that during this bicentennial year we should create a bibliography of works that is useful and selective rather than exhaustive, especially since it is aimed at the public as well as the scholar or collector. The scope of this bibliography is confined to voyages and expeditions that impinge on the United States and its interests in Alaska and the Far North from the early Spanish and English voyages down to 1908, though I have also included the Vikings, which have long been a serious interest of mine. Due to length restrictions, I have also not included American expeditions to Africa, Asia and South America. Canadian exploration, an exciting field for future work, has also been excluded. But extensive coverage of this subject can be found in William H. Goetzmann and Glyndwr Williams, The Atlas of North American Exploration: From the Norse Voyages to the Race to the Pole, New York, Prentice Hall, 1992. Many volumes on Canadian exploration can be found in The Champlain Society publications in Toronto, Canada. The history of American exploration has been one of the mainstreams of American history since the publication of Justin Winsor’s Narrative and Critical History of the United States, Boston, 8 vols., Houghton-Mifflin, 1884-1998. Over the years exploration history has had political implications, especially in the contested Far West and in relation to U.S.-Mexican and Canadian-American boundary negotiations. -

FOREST SERVICE Heritage Program “It’s About Time” This report fulfills the USDA Forest Service’s (FS) mandate to provide the United States Congress an annual Report on Federal Archaeology Programs through the Department of Interior. This report serves as a snapshot of the Forest Service’s National Heritage Program for the Federal Fiscal Year (FY) 2003 – October 1, 2002 to September 30, 2003. The FS Heritage Program Responsibilities for the Forest Service Heritage Program are spread throughout the agency’s organizational structure, beginning with over 600 ranger districts that are the smallest administrative units of 250 individual national forests, grasslands and prairies. The national forests are grouped within nine FS regions that cover 192 million acres of National Forest Service lands. The FS Federal Preservation Officer oversees the program from the Washington Office, as part of the Recreation, Heritage, and Wilderness Resources staff. The activities identified in National Historic Preservation Act, Section 110, and the provisions of other historic preservation laws, are the primary responsibility of heritage personnel at all levels. These include survey, evaluation, and protection of significant cultural heritage sites and public programs that provide access to cultural heritage sites, knowledge and experiences. Accelerated inventory, evaluation, and protection necessitated by agency undertakings (NHPA Section 106), are also heritage program responsibilities. Heritage personnel carry out all aspects of the agency’s legal requirements pertaining to Section 110 activities and Section 106 compliance support to other programs. Base agency funding, however, is split between the heritage budget for the primary heritage functions and other agency program budgets for the heritage support needed. -

Chapter 6 - The Pioneers-Establishing the Concept of Forestry in the Southwest, 1905-24 Ranching, lumbering, and mining were well established in the Southwest long before the earliest foresters or conservationists made their appearance. Ranchers grazed their cattle and sheep, loggers cut timber and chopped firewood, and prospectors explored for gold, silver, and copper on the public domain, almost as a right with no one disputing their course. The General Land Office of the Department of the Interior, which had jurisdiction over the Federal lands, was primarily interested in selling them. Anyone could buy land, usually at the minimum price of $1.25 per acre, either in large or small quantities. Homestead laws were generous, and settlers could claim 160 acres for each adult member of their family. Various special laws, such as the Timber Culture Act, and even more subterfuges enabled businessmen and corporations to acquire large blocks of land without paying even at the minimum price. Ranchers, accustomed to free use of the range, preferred to retain open access to the resources of the public domain-grass, water, timber, and minerals. They protested bitterly when Federal regulations curbed their frontier attitude. In like manner, ranchers, loggers, and others also invaded the railroad lands, taking what they wished and giving no thought to the long-range future of the region. The railroads, particularly the Santa Fe and the Southern Pacific, had few men to patrol their lands and found local opinion solidly against them when and if they attempted to prosecute trespassers for misappropriating property. This state of affairs was normal in the territories of Arizona and New Mexico for the last 50 years of the 19th century, from American annexation in 1848 to 1900. -
