Parlement européen, Conseil de l’Europe, États, tous défendent ces principes universels et appellent les pays du monde à les respecter. Mais aujourd’hui, notre continent inquiète. Le vrai visage des populistes Des leaders politiques profitent aujourd’hui d’une situation sanitaire inédite pour s’arroger des pouvoirs disproportionnés et illimités dans le temps. En Pologne, le chef de la majorité ultraconservatrice PiS a tenté un coup de force au Parlement pour maintenir l’élection présidentielle en mai en proposant de généraliser le vote par correspondance. Une proposition finalement rejetée après plusieurs semaines de protestations des partis d’opposition et de la société civile. Le président sortant Andrzej Duda, en campagne pour sa réélection, profite de l'épidémie pour exister seul dans les médias. En Hongrie, le premier ministre Viktor Orban a fait adopter une loi d’exception invraisemblable, lui conférant les pleins pouvoirs pour une période indéfinie. Point d’orgue, c’est à l’exécutif, donc Orban lui-même, de décider le moment opportun pour lever ces pouvoirs extraordinaires. Aucun dirigeant n'a besoin d’une telle concentration des pouvoirs. Ces dernières années, des régimes populistes ont accédé au pouvoir dans nos villes, nos régions, et jusqu’au sommet de l’État, avec de belles promesses. Nous observons, sans surprise et avec amertume, que ce sont à présent ces régimes qui bafouent les principes fondamentaux sur lesquels repose notre société : les libertés, la démocratie, l’État de droit. -

The new proposal is based on the latest text on RSP and is closely aligned with the policy guidance provided under the European Semester. Its objectives have been revised and the delivery mode of the Facility has been adapted to take into account the new realities resulting from the COVID-19 pandemic. In this new context, it is of crucial importance to strategically plan the recovery and ensure sustainable growth by strengthening the resilience of the European economies and societies. The Recovery and Resilience Facility will be a key programme of the European Union Recovery Instrument as part of the revised Multiannual Financial Framework. The Facility is also part of a range of measures developed in response to the current COVID-19 pandemic such as the “Coronavirus Response Investment Initiative”. The Facility aims to provide large scale financial support to boost the design and implementation of much needed longer-term reforms and related public investments in the Member States. -

Dear HR/VP, Josep Borrell We are writing to you to express our concern about the worrying situation and the unfair detention of the Erasmus Mundus student Patrick George Zaki in Egypt. By this letter, we would like to join our voices to those calling for the immediate and unconditional release of the Egyptian Erasmus Student Patrick Zaki, including civil society organizations and the rectors of the universities of Bologna, Granada or Utrecht, among others. We call on the Egyptian authorities to grant amnesty and to include Patrick Zaki among the potential defendants released in the context of COVID-19, due to with his exceptional health circumstances and the continuous administrative postponement and refusal to transfer Patrick Zaki and other prisoners to court in his presence and that of his attorneys. Many human rights organizations have reported suspected coronavirus cases detected in Tora Prison, where authorities would not have implemented the necessary containment, health and protection measures. This implies a complicated scenario for someone like Mr Zaki, who suffers from asthma and whose life is strongly put in danger. Patrick Zaki is an Egyptian citizen and human rights activist who is taking part in the GEMMA Erasmus Mundus Master’s Degree. He is specialising in Women’s and Gender Studies, at the Universities of Granada and Bologna, thanks to an Erasmus Mundus excellence scholarship. -

Brussels, 23 April 2021 Open letter concerning European commitment to end homelessness at the Porto Social Summit Dear President of the European Council Michel, Dear Prime Minister Costa, Dear Members of the European Council, Dear Members of the Employment and Social Affairs Council, In its Communication on the Action Plan on the European Pillar of Social Rights, the European Commission rightly states that the number of homeless people has risen sharply and is currently unacceptably high. The European Commission also refers to the fact that the European Parliament and stakeholders want the EU to set an objective to end homelessness by 2030, which was most recently called for in the report on ‘Access to Decent and Affordable Housing’. As Nicolas Schmit, European Commissioner for Jobs and Social Rights, Ana Mendes Godinho, Minister of Labour, Solidarity and Social Security in Portugal, and Yves Leterme, Goodwill Ambassador for the Fight against Homelessness in Europe, jointly stated in June 20201: “Though complex, homelessness is not insurmountable and can be overcome. Ending homelessness requires resolute action addressing its root causes, and investing in prevention and empowerment strategies. The European Union also has an important role to play: it can rally all interested stakeholders around a shared goal, galvanise the political commitment of Member States, facilitate exchange of best practice and support the scale-up of evidence-based policies via the EU budget.” While we welcome the proposal for an EU Platform on Combatting Homelessness and the High Level Conference on it as important steps for putting homelessness on the European agenda and supporting Member States’ actions, we regret that the European Commission did not include a shared European goal to reduce and ultimately end homelessness as a sub-target of the poverty reduction target in the action plan. -

A complete ratification by all the Member States as well as EU’s accession would be a moment of historic prominence, both for the relevance of the treaty and gender equality and fight against gender-based violence in the EU. Almost a year after the election of the current European Commission, there is still a strong statement of then candidate for the Commission President resonating within the European Parliament: “We also need to talk openly about violence against women. If 1 in 5 women have already suffered physical or sexual violence in the European Union and 55% of women have been sexually harassed, this is clearly not a women's issue. I will propose to add violence against women on the list of EU crimes defined in the Treaty. And the European Union should join the Istanbul Convention.” Additionally, the Gender Equality Strategy marks a new era in the fight for gender equality with a specific focus on eliminating gender-based violence, thus stating: “the ‘Istanbul Convention’ – is the benchmark for international standards in this field. -

By establishing the Just Transition Fund (JTF), and by making a commitment to achieve a climate-neutral Europe in 2050, the European Union is demonstrating its determination to provide financial backing from its budget for the much-needed green transition of its economy. It has undertaken to help its people cope with the changes involved, and help its territories seize the shared opportunity to build a sustainable and just future. As the COVID-19 pandemic highlights the fragility of our development models, the need for European safeguards is emerging ever more clearly. The crises posing a threat to our societies in no way cancel one another out; rather they are mutually reinforcing, because they are widening inequalities and encouraging states to turn inward. The onus is therefore on us to use Europe’s legislative arsenal to enhance the Union’s ability to respond. Our fellow citizens have grasped the imperative need for a collective, collaborative response to the challenges of our time: as many as 82% of EU citizens are in favour of financial support for the energy transition1.
